Organization Profile and Background

Pastoralist Concern PC is a pastoralist-initiated, -inspired and -led CSO working toward sustainable development in pastoralist areas of Ethiopia since 1995, their vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operations with neighboring countries’ pastoralist communities.” PC works within our target area in the Somali region, engaging in both multi-sector development programming and emergency responses across diverse sectors that include health and nutrition, WASH, environmental resilience, education, protection and women’s empowerment. PC works with the hard-to-reach pastoralist and Agro-pastoralist populations, including in Somali region. Skills training, mobilization and organization, awareness creation, input provision, value chain development, and market linkages are among the key strategies and approaches of PC to improving health and nutrition and to building livelihood resilience. PC has roughly 110 permanent staff, including staff with technical experience in community-based programming, protection, gender, GBV, resilience, WASH, Health and Nutrition who are based at their head office and field offices. The combined experience and technical expertise of Concern and PC means that we are well positioned to have a strong impact by implementing the targeted cross-border Irish Aid Child Wasting Initiative in the targeted pastoral communities.

Objective of the positions

Under the supervision of Finance Officer, the Cashier Accountant is responsible for the collection, payment and deposit of cash and checks, handling of day-to-day cash related transactions and correspondences including petty cash, checks and other impressed funds.

Specific tasks and Responsibilities:
  • Ensure the availability of adequate funds on PSI/ET’s bank accounts and other impressed funds such as mobile prepaid cards, and fuel coupons to cover pipeline requests on daily basis;
  • Prepare disbursement summary for Mobile prepaid cards and Fuel coupon prior to replenishment;
  • Prepare payment vouchers, checks, and bank transfer letters based on the approved payment request and effect payment after verifying the completeness of presented document in respect to PSI/ET’s policies and internal control procedures;
  • Regularly visit the bank to collect Cash Payment Voucher (CPO), bank advices and other documents;
  • Ensure cash collection from customers, employees and other sources with proper issuance of cash receipt and deposit the collected amount immediately to PSI/ET’s bank accounts;
  • Prepare and issue withholding tax receipts for applicable payments;
  • Submit withholding and income taxes to the relevant tax offices within the specified deadlines;
  • Ensure procurement documentations (Bids, Purchase order, GRN and Invoices) attachment to vouchers stamped ‘PAID’ or ‘REPLENISHED’ after effecting payment;
  • Effect payment for training related costs as per PSI Ethiopia finance policies and procedures.
  • Prepare cash collection and deposit status report weekly;
  • Update and keep financial documentations and record in appropriate record keeping formats;
  • Perform other job-related activities as assigned by immediate supervisor and assist the finance team in other routine activities as required;

Job Requirements:

 Requirements and Qualifications:

  • BA Degree in accounting, finance management and related disciplines and working in similar/relevant position for 3 years.
  • Proficiency in Microsoft Office Products (Word, Excel, Outlook, PowerPoint) and advanced financial software’s.
  • Understanding of local language and culture is mandatory

Skills

  • Fluent in verbal and written communications; both in English & Amharic, Afe Somali is Mandatory. 
  • Excellent interpersonal, organizational skills,
