Organization Profile and Background

Pastoralist Concern PC is a pastoralist-initiated, -inspired and -led CSO working toward sustainable development in pastoralist areas of Ethiopia since 1995, their vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operations with neighboring countries’ pastoralist communities.” PC works within our target area in the Somali region, engaging in both multi-sector development programming and emergency responses across diverse sectors that include health and nutrition, WASH, environmental resilience, education, protection and women’s empowerment. PC works with the hard-to-reach pastoralist and Agro-pastoralist populations, including in Somali region. Skills training, mobilization and organization, awareness creation, input provision, value chain development, and market linkages are among the key strategies and approaches of PC to improving health and nutrition and to building livelihood resilience. PC has roughly 110 permanent staff, including staff with technical experience in community-based programming, protection, gender, GBV, resilience, WASH, Health and Nutrition who are based at their head office and field offices. The combined experience and technical expertise of Concern and PC means that we are well positioned to have a strong impact by implementing the targeted cross-border Irish Aid Child Wasting Initiative in the targeted pastoral communities.

Objective of the Job

The MEAL Officer will work as part of the Afeder zone coordination office, Program staff to support a culture and practice of reliable planning, monitoring, evaluation, accountability, Knowledge Management and reporting of Child Wasting Initiatives in Dolo Ado/Dolo Bay office. This includes developing, updating and coordinating MEAL activities and events, capacity building of staff and promoting MEAL knowledge transfer internally and externally.

Duties and Responsibilities
Specific tasks and Responsibilities
  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project results at different levels (outputs, outcomes, and impact).
  • Develop/adopt an integrated database of the program and ensure accountability through regular data updates, data integrity and working in collaboration with other teams.
  • Work with program coordinator, area manager and project officers to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ program and services and for reporting on donor commitments.
  • Review existing data collection tools for the current program and or projects.
  • Maintain and update the overall indicator results frameworks of the projects and programs.
  • Develop Monitoring, Evaluation, Accountability and Learning (MEAL) plans for all projects and proposals and ensure the same is followed up during implementation.
  • Ensure all grants have updated work-plan and performance management plan (PMP) in tandem with all approved proposals, regularly reviewing and updating as needed.
  • Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making.
  • Provide alert to the respective coordinator/Area manager on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
  • Review monthly progress reports from network members/partners and ensure they have evidence to back-up and provide feedback to the respective staff.
  • Collect/prepare country reports related to internal reporting such as the quarterly and annual reports.
  • Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.
  • Adhere to accountability requirements by initiating baseline surveys for new projects and conducting relevant evaluations for ongoing projects to meet PCs standards.
  • Assist in the development of Terms of Reference (TOR) for external surveys and consultant recruitment and selection.
  • Coordinate the review all survey reports prepared to ensure quality and accurate reporting. Learning, Accountability and Capacity Building.
  • Provide relevant evidence for learning from projects.
  • Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected.
  • Keep abreast of new approaches and tools on MEAL and provide training to staff as requested.

Required Minimum Qualifications, Experience and Skills:
  • Bachelor’s Degree in Social Science, Public Policy, Statistics, Economics, Monitoring and Evaluation, Demography, Development Studies, social work or related social science fields accompanied with Minimum six years relevant experiences or Master’s degree with Minimum four years relevant experience with related discipline. 
  • Demonstrated experience in data processing and management of large-scale surveys.
  • Demonstrated experience of statistical packages and/ or data analysis software and advanced computer skills.
  • Strong experience in conducting research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations.
  • Must be results-focused and able to work under pressure and tight deadlines.
  • Excellent interpersonal skills and the ability to work well within a multi-cultural team environment.
  • Strong analytical skills.
  • Work collaboratively, building mutual trust and respect, with external organizations and partners to achieve our strategic aims and objectives; being accountable for the work you do together.
