Job Description:

Internal/External /Vacancy Announcement

Beza Posterity Development Organization (BPDO) is a local NGO operating in Amhara, Afar, Addis Ababa, Somali, Dire Dawa, Harari, Oromia, Benishangul Gumz, Gambella and Tigray regions with program thematic areas of health, nutrition, migration, shelter service for migrants, livelihood, green job creation, youth empowerment, child protection, climate change, peacebuilding, social accountability, and emergency response. 
Recently, BPDO has been authorized by USAID to implement the TB Local Organization Network for Key Affected and Vulnerable Population Activity in Developing Regional States (DRS). The Activity is a five-year USAID-funded project with the goal of achieving the regional END TB 90(90)90 by 2028 in DRS through local solutions with direct engagement and capacity building of local actors with the associated results of detect and treat 43,815 people with all forms of Tuberculosis, including 329 DRTB cases; annual Community TB contribution of 15% (i.e. cumulative 4,641 TB cases), and Improved organizational performances in four regionally based TB LON partners receiving USG-funded capacity development efforts.

Job Purpose:
Beza Posterity Development Organization (BPDO) is seeking a Grant and Capacity Development Manager. S/he will be responsible for developing the capacity of BPDO and other CSOs and local organizations to move towards effectively establishing local organizations network (LON) that can shoulder TB Programming in the country in line with NTP strategic plan and directions and improve overall organizational sustainability and leadership. S/he will design and provide a comprehensive package of capacity development Beza Posterity Development Organization (BPDO) is seeking a Grant and Capacity Development Manager. S/he will be responsible for developing the capacity of BPDO and other CSOs and local organizations to move towards effectively establishing local organizations network (LON) that can shoulder TB Programming in the country in line with NTP strategic plan and directions and improve overall organizational sustainability and leadership. S/he will design and provide a comprehensive package of capacity development activities regarding grant, financial management and internal control systems, human resource and procurement systems that support the technical and institutional development of partners on USAID TB LON Project. In addition, S/he will also actively lead the development of grant budgets in the project proposal development

Main duties & Responsibilities:

Capacity Development:

  • Deliver all capacity development-related activities for BPDO, LON Partners and their networks in diverse areas of organizational development (leadership and management, financial management, human resources management, partner relations, communications, monitoring and evaluation, grant management, technology utilization and others) as per the NUPAS and OCA tools of USAID and revised OCD plan. 
  • Technical advice, mentoring and/or training to staff and Partners on matters related to accounting and finance, Grant management and other compliance requirements.
  • Work closely with selected local partners to ensure adequate capacity is built in various areas of the program especially on financial management and internal control systems, human resource management and logistics and procurement management systems. 
  • Work closely with finance and operations team and other departments within BPDO to provide orientation on the developed financial, procurement and HR manuals and procedures and support for implementation of such manuals and procedures. 
  • Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring, and coaching of partners, peer learning and other methodologies.
  • Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building.
  • Develop workable grant assessment, reporting and other financial management tools and provide technical backups for our partners.
  • Grant management and Finance.
  • Responsible for the integrity, control, and compliance with all aspects of financial management including handling all the accounting activities of USAID TB LON Activity including subaward grant management. 
  • Lead the organizational development and build organizational sustainability as per USAID’s NUPAS approach to BPDO and TB LON partners.
  • Work closely with the Finance team on financial document and financial report review   of sub grantees and provide valuable comments and feedback and follow them with corrective action plans.
  • Ensure proper alignment of financial and grant activities on organizational, donor and Government compliances.
  • Oversee if the grants are implemented according to the operational and financial needs of BPDO and Donors.

Grant management and Finance.

  • Responsible for the integrity, control, and compliance with all aspects of financial management including handling all the accounting activities of USAID TB LON Activity including subaward grant management. 
  • Lead the organizational development and build organizational sustainability as per USAID’s NUPAS approach to BPDO and TB LON partners.
  • Work closely with the Finance team on financial document and financial report review   of sub grantees and provide valuable comments and feedback and follow them with corrective action plans.
  • Ensure proper alignment of financial and grant activities on organizational, donor and Government compliances.
  • Oversee if the grants are implemented according to the operational and financial needs of BPDO and Donors
  • Prepare and attend monthly Joint Invoice review meeting with organizational as well as project leadership team and complete recommended action points.
  • Regularly conduct supportive supervision activities for sub grantees to ensure the grant expend for the intended project objectives and the alignment of donor as well as implementing partners rules and regulations.
  • Ensuring that costs incurred are in line with progress and clear explanations are provided for budget variances as per the standards of financial reporting requirements of the donor as well as the BPDO.
  • Identify and develop strategies to optimize the grants administration process.
  • Participate in technical review of proposals to be submitted to TB LON Senior Management and donors. 
  • Participate in developing proposals and reports to be presented to TB LON Senior Management   donors and other stakeholders as may be required

Job Requirements:

Required Qualifications and Experience

  • MA/MBA in finance and accounting or other relevant fields with strong grounding in organization development.
  • At least – 10 years working experience including financial management and administration and organizational capacity building for USAID and other donor funded projects.
  • In-depth knowledge of USAID organization development tools (NUPAS and OCA tools.
  • Demonstrated strong analytical, leadership and interpersonal skills.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Proven ability to prepare budgets and donor financial reports.
  • Demonstrated capacity and prior experience in supervising others as a coach/mentor to train staff and develop financial skills of colleagues.
  • Excellent oral and written communication skills
