Duty Station:                          Kola Temben (Central Zone, Tigray Region)

Duration of Contract:        One-year contract, Renewable (with 60 working days probation period)

Job Summary:

he Area Program Manager-I is responsible to prepare the budget  plan as per the annual planning tool based on the approved PREP budget received from CRS. He/She is also responsible to prepare smart sheets based on the APT and implement program activities in collaboration with the government stakeholders. He/She is also responsible for creating a smooth environment for a sound relationship with concerned government stakeholders and with  FHE staff at area program and regional office level.

Principal Responsibilities

Key Result #1 – Program  Planning and Implementation

  1. Ensure JEOP budget, annual planning tool, and activities are prepared  in a timely manner and submitted accordingly

  2. Prepare annual procurement plan

  3. Ensures that human resources, materials and commodities are adequately available and properly utilized;

  4. Ensures that area program activities are implemented in accordance with the agreement signed between FH/E and the CRS;

  5. Conduct situation analysis in the area's program.

  6. Ensures that financial resources of the project are handled properly;

  7. Ensure that resource utilization is economical and efficient in the area

  8. Plan the availability of warehouses for commodity storage before allocation is started.

  9. Handles other duties assigned by the immediate supervisor; 

  10. Assess satellite FDPs and make closer the commodity distribution points to the people we serve 

  11. Make available all warehouse materials and equipment are in place 

  12. Ensure that warehouse management and food handlings are as per the commodity management minimum standards and USAID rules and regulations.

  13. Make sure that all staff are on board before any commodity allocation and distribution are commenced


Key Result #2 – Program Coordination and  Partnership

  1. Network the area program  with relevant NGOs and the private sector at the woreda level.

  2. Represent well FHE at woreda and Zonal  level communication and maintain good relationships.

Key Result # 3- Capacity building activities and leadership roles

  1. Identify capacity gaps of FHE and partner staffs and fill the gaps as deemed necessary with the view of enhancing the capacity of local FHE staff and partners; 

  2. Ensure that the commodities are properly distributed to the people we serve and based on the donor rules and regulation that “ Commodities  not for sale and exchange”

  3. Report any sale of commodities and incidents to immediate supervisors.

Key Result # 4- Monitoring and reporting 

  1. Prepare all program and commodity  related reports and submit to regional managers on time
  2. Work on a budget tracker, provide variance analysis as per needed.
  3. Ensures that performance evaluation forms for all employees are completed and submitted to the regional Office
  4. Gives overall guidance, manages and coaches to staffs under his/her supervision;
  5. Monitors and evaluates program activities in collaboration with stakeholders, FH/E head office monitoring team and other concerned bodies;
  6. Host external evaluators like CRS,USAID, Africa region FHE global office and provide all necessary information
  7. Report immediately any incident happened with in the areas program on JEOP implementation program.
  8. Follow up and report if any commodity sells observed in and out side the FDPs and take corrective action soon.

Gender Responsibility

⮚  Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and demonstrate strong stand about gender related abuses

⮚ Using review meetings, field visits, and other methods, clarify that Climate Resilience manager is strongly committed to the principle of equal opportunity for women and men, and a true gender balance in staffing.

⮚  Facilitate female staff participation in local and regional networks, as well as seminars and cross visits.

Ensure the equal participation and engagement of the women beneficiaries in all project activities 

Safety & Security Responsibility

⮚  Ensures that safety and security costs are included in all program budgets.  These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.

⮚  Communicating with all field level project staffs and making sure that all staff members are aware of the safety and security procedures;

⮚  Facilitating implementation and revision of Country Office procedures when required.  This includes identifying potentially risky situations and suggesting corrective measures;

⮚   Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚   Takes the leadership in the management of Safety and Security in the Projects.  This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;

⮚ Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Job Requirements:

JOB LEVEL SPECIFICATIONS

Experience

⮚ Minimum of five (5) years related experience in the field of out of which at least two years in a coordination or managerial position preferably in a similar program or INGO.

Education/Certifications

⮚ A minimum of Bachelor degree in Agriculture, Rural Development, Natural Resource management or other related fields (with more preference to MSc degree)

⮚ Trainings in Natural Resource Management, Conservation Agriculture principles, Climate Smart Agriculture (CSA), Climate Change

Distinguishing Competencies

⮚ Highly developed leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels.

⮚ Proven budget management experience coupled with experience in implementing and working in accordance with corporate structures, policies and practices.

Language

⮚ Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/ She have the ability to write reports, business correspondence, and procedure manuals.

Supervisory Responsibility

⮚ The position supervises all Project Officers, Project Finance and Admin Officer and provide all technical advice and follow up to other staff under the project.
