Job Description:

The Hailemariam & Roman Foundation (HRF) is a non-profit international NGO established by the Former Prime Minister of Ethiopia, H.E. Mr. Hailemariam Desalegn & the Former First Lady of Ethiopia, H.E. Mrs. Roman Tesfaye.  It strives to support the efforts of government, communities and partners in bringing socioeconomic transformation in Ethiopia and the broader continental Africa. Four of its programmatic focus areas—maternal and child health and nutrition, climate-smart conservation and agriculture, economic empowerment of women and youth, and synergizing each other—envision " a healthy and economically empowered community in a well-conserved environment.” Geographically, its support focuses on areas with the highest disparities where the foundation could add value.

 Summary of Job Responsibilities
The Project Finance and Compliance Officer (PFCO) will contribute to the success of the “Youth Self-Employment in Southern Ethiopia Region (YES) Project” in the areas of Project Finance and Compliance management process, which the Mastercard Foundation funds with the aim of reaching 32,146 financially disadvantaged young people (young women, young men and persons with disabilities and internally displaced people) in five woredas and one town administration of South Omo and Ari Zones of Southern Ethiopia region.

He/she is responsible for HRF’s finance and Operations Head financial management of the project in its entire life cycle. He/she shall provide financial support to the project, ensure that funds are used as per the agreed budget and rules, produce cash flow forecasts to ensure efficient management of project funds, record project expenditures, and produce reports as per the donor’s requirements and HRF procedures. In terms of financial management, the officer is required to work directly with and report to the HRF’s finance and operations head while providing complete and the same evidence and copy of financial reports to the project coordinator based in Jinka Town. On top of the project's financial works, the officer is responsible for ensuring the donor’s compliance requirements as per the project agreement, ACSO’s regulations and the foundation's working procedures. The position is based at HRF Head Office in Addis Ababa. She/he is full-time dedicated to the project, based in Addis Ababa.

Specific roles and responsibilities of the Project Finance and Compliance Officer (PFCO) 
  •  Prepare financial resource demands for internal project office works and implement them upon approval by HRF HQ.
  • Prepare necessary financial documents for proper and authentic utilization of the project finance and ensure all the required compliance procedures by the donor agency.
  • Prepare payment vouchers and documents to utilize project finance as acquired from the HQ. 
  • Prepare and submit periodic financial reports to the HRF HQ and donor agency. 
  • Manage accounts receivable/ payable and ensure accounting data complied with relevant financial processes and standards.
  •  Analyse and maintain an adequate accounting records system and comprehensive set of controls designed to mitigate risk.
  • Reconcile financial discrepancies by collecting and analyzing account information. 
  •  Execute financial reporting tasks, managing prepaid accounts, schedules, reconciliations, event settlements, and month-end accruals.
  •  Draft and prepare journal entries, bank reconciliations, account receivables, and business budgets.
  • Enhance the accuracy of reported financial results, ensuring compliance with generally accepted accounting principles.
  • Reconcile and present bank statements and general ledger accounts.
  • Maintain the general ledger, adjusting entries and month-end closings.
  • Ensure all project invoices are correctly coded and documented for timely payment, working with vendors to ensure all invoices are paid accordingly.
  • Undertake other assignments as assigned by the Finance and Operations Department of HRF.

Job duties: The job holder should work in accordance with the New Labor Proclamation—Proclamation No. 1156/2019—for at least eight hours daily (Monday through Friday). The position requires physical presence in the workplace (HRF Head Office in Addis Ababa). 

Duration of contract: for one year with the possibility of extension.

Job Requirements:
 Required qualifications and competencies
The Project Finance and Compliance Officer (PFCO) must have a master’s in accounting and finance, Financial Management with 8 years of relevant experience or a BA degree in one of the fields mentioned above with 12 years of proven experience in project accounting, experience in an NGO setting is an added advantage. Familiar with and working efficiently on Office 360 and other project management software, as well as Accounting and Finance using smart technologies. Strong communication and presentation skills and an ability to prepare appropriate and timely reports. Proven command of written and spoken English.
