Mahibere Hiwot for Social Development (MSD), is a Non-Political and non-profit making Ethiopian Resident Charity organization that currently is implementing diverse projects in Amhara, Addis Ababa, Sidama, Benshangul Gumuz and other regions and administrative cities with close alliance and collaboration with a range of stakeholders and partners structured at various levels and with grass root level community arrangements since 1999. In Amhara region, Since its establishment, MSD has been implementing diverse projects having diverse thematic areas such as HIV prevention, care and treatment services, Sexual and Reproductive Health (SRH), prevention & mitigation female gentile mutilation, GBV, human migration & trafficking, good governance, social accountability, education, child development, emergency responses, livelihood and food security in close alliance with stakeholders, partners and community structures at large. 
MSD is a child safe organization and all successful applicants will be required to sign the Safeguarding Code of Conduct. The safety and wellbeing of children and at-risk adults are priorities of MSD. The organization provides a safe environment in all its programs and activities. It has strong recruitment procedures to make sure the safest and most suitable people work with the children in its programmes.

Job Summary:
Under the supervision of Finance & Admin Manager, the HR & Admin Officer is responsible for human resource activities of MSD. She/he plans, organizes, coordinates and controls the functions of human resources tasks; orients new employees about the objectives of the organization and its human resources policy and procedures manual; maintains employees’ personal files; and follows up staff development activities. She/he also ensures that properties of the organization are kept properly; procurement and transport services are properly provided.   

Specific duties and Responsibilities
Job Responsibility 
HR Management:
  • Plans, organizes, directs, co-ordinates and controls the day-to-day functions of human resource.
  •  Ensures that new staff are adequately oriented on HR policies and procedures of MSD emphasizing their rights and responsibilities.
  • Undertakes personnel matters according to HR Manual and establishes organizational procedures.
  • Keeps and maintains personnel records of individual staff including leave salaries contracts, personnel files as well as confidential records.
  • Ensures the proper implementation of MSD’s HR Policy Manual and the Labor Law of Ethiopia in all offices to support the business needs of the organization.
  •  Participates in recruitment and selection of team members as required in consultation with the Finance and Admin Manager.
  •  Ensures the timely renewal/termination of staff contracts and liaises with all work units. 
  • Ensures that all staff have submitted their leave plan each year and follows up the implementation of the plan accordingly.
  • Assists in coordinating regular performance management programs of MSD.
  • Prepares periodic reports on HR related activities.
Procurement and Property Management:
  •  Ensures that all items in the store are properly registered and kept.
  • Maintains fixed asset register of the organization with necessary details and identification numbers.
  •  Ensures that all necessary formalities of goods received and dispatched are adhered to at all times.
  • Ensures the established procurement policies and procedures are adhered;
  • Prepares yearly inventories and reports to the supervisor.
Office and Transportation Management:
  •  Supervises activities such as, cleanliness, safeguarding of property, compound security, and gardening of the office.
  •  Ensures the timely maintenance and repair of buildings, communication facilities, office furniture and other equipment, water and heating system, toilets and sewerage pipes, office electrical appliances of the office.
  •  Makes sure that work clothes and other materials required by security guards are supplied on time.
  • Ensures the efficient utilization of vehicles, office equipment, telephone and other organization properties and equipment.
  •  Ensures proper utilization of fuel and spare parts and reports monthly vehicle expenditure reports.
Staff Management: 
  • Supervises, leads guides and supports the staff responsible to her/him; 
  •  Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals. 
Other:
  • Prepares periodic reports of HR and administrative activities and submits to Finance & Admin Manager.
  • Performs other duties as assigned by Finance & Admin Manager.

Job Requirements:
Education/Training
  • BA in Human Resource Management, Business Management or related.

Experience

  • 4 years of work experience, in relevant field.
Technical and Other skills
  • Demonstrated leadership ability to inspire and empower others.
  • Integrated knowledge and understanding of human resources concepts, practices, systems, and procedures. 
  •  Excellent planning, organizational, analytical and decision-making skills.
  •  Computer proficiency.
  • Good interpersonal communication skill.
