Job Description:
LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem and Hawassa. We are looking to recruit a qualified applicant on behalf of our client.

Background 

In Ethiopia, significant progress has been made in creating an environment that enables nutrition. The first-ever Food and Nutrition Policy was endorsed by the Council of Ministers in November 2018. Several line ministries, along with a range of partners, developed a comprehensive Food and Nutrition Policy (FNP) to guide the delivery of a range of effective nutrition-specific and sensitive interventions to reduce the high burden of malnutrition. To support this policy, the 'Costed National Food and Nutrition Strategy 2020–2030' (FNS) is developed and launched, which identifies key interventions that would be implemented at a significant scale within the next ten years. The Food and Nutrition Strategy sets objectives, general strategies, and a monitoring framework to expand a core package of nutrition-specific and sensitive interventions. Moreover, Ethiopia made an ambitious plan to end child undernutrition by 2030, named the 'Seqota' Declaration. The Seqota declaration demonstrates the government's commitment to ensure high-level and multi-sectoral engagement, which recognizes improving nutrition as a foundation for human and economic development. 

Food and Nutrition Policy /strategy needs to have and maintain a robust digital presence and have brand visibility from a digital vantage point. 

Rationale

Social media is an excellent means of sharing information among various bodies. There is a need to increase the visibility of Ethiopia's Food and Nutrition policy and strategy and its implementation by maintaining digital presence and brand visibility. Establishing and using social media and digital marketing for the Federal Ministry of Health (FMOH), the Nutrition Coordination Office will increase awareness and create a platform to promote Ethiopians' Food and Nutrition Policy / Strategy and coordinate social media campaigns on identified nutrition-related thematic areas. Furthermore, it will help the Ministry document best practices, lessons learned, and shared information and experiences among FMOH partner organizations. Cognizant of this, Client  supported the MOH in creating a social media platform (Twitter, Facebook, and YouTube) and supported the posting of different nutrition-related events and key nutrition messages. However, due to a shortage of communication persons in the MOH, managing social media accounts has faced limitations. Therefore, MOH has requested technical assistance in developing content and posting in social media accounts and building experts' capacity to manage the accounts.

The Main Responsibilities of the Post are:

Content development and posting  

  • Reactivate the existing Facebook, Twitter and Youtube account and set up new accounts such as  Instagram, Linkedin , Telegram, WhatsApp, and others)
  • Develop the nutrition content, gets approval from the Nutrition Coordination Office and  regularly post to social media account.
  • Map out potential target audiences and assess their social media preferences and trends of utilization for each social media platform
  • Audit the newly created social media accounts regularly and ensure they are properly established and managed. 

Creating the Plan and Measurement Framework: 

  • The social media and digital marketing plan will act as the FMOH primary document to ensure the Food and Nutrition Policy/ Strategy visibility and authenticity are maintained throughout the Food and Nutrition Strategy’s entire life cycle Policy/Strategy’s online presence. To ensure that the consultant is expected to: 
  • Support the Ministry in developing a social media plan that should include a list of digital assets market components and meet the digital platforms' FMOH primary objectives and objectives.
  • Develop social media and digital marketing measurement framework to track the content of posts, view their relativity, and track the framework to document successful positions versus those that do not gain traction. 
  • Support the Minister in regularly exporting metrics from established social media platforms, updating the Food and Nutrition Policy/Strategy measurement framework, and conducting all necessary analyses.
  • Document best practices  
  • Build the capacity of an expert at the Ministry on the development of a social media plan and social media monitoring who will manage the account in the future.  
  • Develop social media guidelines for the FMOH to be used for the staff who will take over from the consultant. 

Ensure development and use of the Content Calendar

  • Support the FMOH in developing a month-to-month content calendar that will help plan, disseminate content, and track social media initiatives 
  • Ensure the use of the content calendar for pre-planning of content of posts, video uploads, email newsletters

Job Requirements:
Qualifications
  • Master's degree in communication  and digital marketing with more than five years of experience  
  • Prior experience with developing digital marketing strategies, building and managing various social media accounts
  • Strong ability to multi-task and a drive for on-time delivery required. 
  • Excellent written and spoken language skills( English and Amharic)  and strong interpersonal communication skills.
  • Prior experience working in a team and in partnership with various organizations 

Expected Deliverables

  • Report on Audit of the websites 
  • Develop a digital marketing strategy for the Food and Nutrition Policy/strategy for visibility and advocacy.
  • FMOH, active and manage organizational accounts (Facebook, Twitter, Youtube, Instagram, Linkedin ,Telegram, WhatsApp and others)
  • Monthly Social media plan  
  • Monthly content 
  • Monthly activity report and document lessons learned 

Deployment/Placement Arrangements 

  • The Communication officer will be based in Federal Ministry of Health, Nutrition Coordination Office, Addis Ababa

Payment Modality

  • The proposed monthly salary grade is NOB and DSA for 10 days at monthly basis

Policy both parties should be aware of: 

  • A third-party HR firm will manage all the administrative issues and aspects based on the HR policies and procedures. 
  • All remuneration must be within the contract agreement through the third-party HR firm. 
  • No contract may commence unless the contract is signed by both the third-party HR firm and the consultant. 
  • Travel will be facilitated after the travel request is approved by the consultant's supervisor and managed by the third-party HR firm. 
  • Consultants will not have supervisory responsibilities or authority on the Client budget.
