Job Description:
Background
Biodiv Inc. is a private company based in S.Korea aiming to provide international development project management consulting services in climate resilient agriculture, rural development, and forest restoration sectors. 
Biodiv has a performance management consultant service project in Ethiopia for the Ethiopian Climate Resilient Forest and Landscape Restoration (CRFLR) Programme (2022-2025), implemented in partnership with national and regional government partners by GGGI Ethiopia office and funded by Korea International Cooperation Agency (KOICA). 
The main objective of the CRFLR programme is to restore degraded forests in selected watersheds in a holistic landscape approach on 10,000 ha of degraded forest and farm land in Oromia and Sidama regions.

Mission /Objective 

The Ethiopian Project Management Office (EPMO) is a key local branch of the Biodiv’s PMO for the consultancy work. EPMO’s main task include,

  • Regular (Quarterly) on-site/field review on the project’s process, results, and quality, based on the field visit plans coordinated with the Biodiv’s PMO (Project Management Office)
  • Monitoring and check on the MRV-related activities/training implementation
  • Support of the Korean experts’ consultancy/dispatched activities
  • Advocacy/promotion of the project performance/lessons
  • Communication support and information collection for the post-project development
  • Technical support of the GGGI PMU’s M&E tasks (POD/OD/PDM revisions, etc.)

Main task and Responsibility

  • Main tasks of the M&E officer include,
  • Conduct regular (monthly/quarterly) monitoring and data collection on the project activities/progress of the GGGI PMU, WGCF, the Regional Project Implementation Team (RMFT), local government (Regional, Zonal, Woreda, and Kebele level) officials, CBOs leaders and draft monthly/quarterly monitoring reports.
  • Review and provide feedback on socio-economic survey reports (baseline, midline, endline survey, etc.) implemented by the WGCF and GGGI PMU/RMFTs and other consultants CBO related studies (like livelihood change) within the project.
  • Assist in developing/modifying CRFLR project performance monitoring tools that meet reporting requirement of KOICA.
  • Assist in collecting project performance review data from local stakeholders (GGGI, MoA, EFD, WGCF, RSC, WSC etc.).
  • Support coordination of visiting/meeting schedules with local organizations and logistical arrangements for local activities such as performance sharing meetings and workshop activities of Korean experts dispatched and local EPMT. In addition, support the development of workshop required content and documentation of workshop outputs through meeting minutes.
  • Provide technical support for the GGGI PMU and WGCF with regards to the CRFLR project M&E activities such as socio-economic survey, forest and farm livelihood change studies, CBOs and benefit sharing mechanisms, value chain activities, gender etc.
  • Management of data collected and tools from the EPMT as well as primary data from the baseline/midline/endline survey conducted by the WGCF.
  • Perform any M&E relevant tasks requested from the Team Leader and Biodiv HQ level M&E consultant.
  • Perform and assist in developing the promotion video for CRFLR (pre-post), it includes finding a filming provider, accompanying them on a site visit when EPMT plans and relevant logistic arrangements.
This job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from an officer. Other tasks may be assigned as necessary according to project’s needs.

Contract Period : Until End of 2025.
Job Requirements:
Qualification and Experience

Required Knowledge
  • Master’s Degree or equivalent in Agricultural/Economics, Agribusiness, Development Studies, Project Management, or related social science fields etc.
  • Knowledge of research tools and methodology Skills
  • 5 and above years proven experience in undertaking similar M&E assignments, agriculture/forestry project performance management, scientific survey data collection, and management, etc. 
  • Practical experience in publishing documents or reports on socio-economic and livelihood activities implementation, agricultural/forestry projects, research/survey/assessment, etc.
  • Proficiency in written and spoken English and good communication skills
Attitude

  • Commitment to, and demonstrated ability to work well as part of a team
  • Ability to work unsupervised, in a rapidly changing environment.

Preferred Knowledge

  • Strong analytical (data analysis) with MS Excel and report writing skills. 
  • Practical experience in video-clips or contents development for promotion or advocacy strategy, is preferred
  • Working experiences in government agencies, large or medium scale of companies, or other relevant organizations are preferred.

Working Relationships

Internal

  • As part of EPMO, works with a team leader and MRV officer of EMPO. Collaborate with PMO in Bioidv HQ members.

External

  • Relevant Partners (KOICA, GGGI Ethiopia office, MoA, EFD and external professional service organizations, governments
