Job Description:
Background
The Hailemariam & Roman Foundation (HRF) is a non-profit international NGO established by the Former Prime Minister of Ethiopia, H.E. Mr. Hailemariam Dessalegn & the Former First Lady of Ethiopia, H.E. Mrs. Roman Tesfaye. It strives to support the efforts of government, communities and partners in bringing socioeconomic transformation in Ethiopia and the broader continental Africa. 

With three of its programmatic focus areas- maternal & child health and nutrition, climate smart conservation and agriculture, and economic empowerment of women and youth, synergizing each other, the foundation envisions seeing “A healthy and economically empowered community in a well-conserved environment.” Geographically, its support focuses on areas with the highest disparities where the foundation could add value.

Roles and responsibilities 
The field project officer for Agricultural Transformation and Food Security project will report to the Chief of Project for Agricultural Transformation and Food Security of the foundation and shall have the following roles and responsibilities: -
  •  Represent HRF in program intervention woreda and zone level
  • Network with relevant government and non-governmental agencies at zone and woreda level
  • Prepare and submit monthly, quarterly and annual progress reports.
  • Engage concerned governmental agencies and participating communities in planning, implementing, monitoring and evaluation of the project.
  • Ensure the right selection of the beneficiaries during or after screening beneficiaries.
  • Follow up and ascertain that all project provisions are efficiently reached to the beneficiaries as required by approved project guidelines.
  • Conduct beneficiaries and project field visit together with implementing partners and the project staff.
  • Ensure all project activities are delivered at the highest standards possible
  • Ensure the maintenance of optimum relations with the government & civil society organizations to position HRF as a trusted and credible Foundation.
  • Conduct day-to-day activities implementation and daily routine follow up the of the entire Agricultural Transformation and food security program activities of HRF at the zonal and woreda levels.
  • Provide technical guidance and supervise the program’s targets including implementing partner staff
  • Facilitate trainings, workshops, and community awareness raising sessions on program issues at the area.
  • Participate on collecting and analyzing base-line data to understand the situation on the ground in project areas
  • Ensure integration and mainstreaming of gender in all program objective, strategy and activities.
  • Participate on  preparation of project proposals and budget related to the program
  • Provide inputs to the Hailemariam & Roman Foundation’s internal MEAL team  regular monitoring requirements ( periodic reports, data and progress updates and field visits) and participate on regular monitoring mission to ensure appropriate management of the project
  • Provide inputs to the Hailemariam & Roman Foundation’s finance team for records and justifications of expenses, as well as staying within the project’s budget

Number of Position: Two

Place of work:  At Dimaka, Turmi and or Omo Rate towns of South Omo Zone in South Ethiopia  Region with regular field work travels to Hamer, Bena Tsemay, Gnagatom and Dasenech Woredas

Salary and benefits: Salary based on the Foundation’s scale with pension benefits and income taxes according to the applicable Ethiopian laws.

 Duration of contract: for a period of one year with the possibility of extension.

Job Requirements:
Educational
  •  BSc degree in Agriculture (Plant Science, Crop science, Animal and Livestock production), Agronomy, or other relevant field
Work Experience
  • At least 5 years’ relevant work experience in field-based project implementation and coordination of  similar interventions in pastoral and agro pastoral community context,
  • Experience in crop production, livestock production, agribusiness development and food security interventions
  • Experience in  data collection, analysis and report writing 
  • NGO experience has a plus
Competencies
  • Project management experience in agriculture and livestock is essential.
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups
  • Good Communications Skill both English and local languages
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Commitment to the vision, mission and Policies of HRF
  • Understanding of pastoral and semi-pastoral context of South Omo zone of South Ethiopia regions is preferred
  • Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment
  • Ability to work in hardship conditions
