Job Description:

TEAM/PROGRAMME: IDP Humanitarian Response.

LOCATION:   Horo Guduru Wollega Zone, Oromia Region.

GRADE:  3B

POST TYPE: National

 CONTRACT LENGTH: 6 months with the probability of extension

Child Safeguarding:

Level 3- The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

Background:

The Primary Purpose of the Position: Ensuring the smooth implementation, technical supervision, sound budgetary management, and close follow-up of the Humanitarian response projects through coordination at the Zonal levels.

SCOPE OF ROLE:

The Humanitarian response Coordinator will oversee the overall coordination and implementation of the HF Humanitarian response projects which require considerable coordination and facilitation at the Zonal levels in terms of logistics & procurement, budget management, award management, staffing, technical assistance, MEAL, and liaising with all concerned at a different level. In addition, this role will be central to keeping track of the deliverables of the projects and that MEAL are providing the necessary support. Also, He/she will ensure that the project keeps in line with the overall response strategy of SC and the government coordinated response. The position holder role with responsibility across the project cycle from start up till closeout ensuring the project is implemented on time and desired standards/qualities within the allocated budget and scope. The role will also have a role to closely work with the field team and Nekemte project Office SMT for regular project reporting and program quality monitoring. He/she will also be responsible and accountable for the donor, Save the children policy and procedures, and Government compliance attainments.

The Position holder Reports to:  Program manager

Staff directly reporting to this post: Health & Nutrition Officers and Cash Transfer Officers.

KEY AREAS OF ACCOUNTABILITY:

Program implementation.

  • Ensure that Save the Children’s interventions are implemented to a high quality and effectively coordinated and managed with appropriate levels of technical support,
  • Strengthen all areas of SC’s response by providing management support and mentoring to the field-based Officers,
  • Ensure high-quality program implementation at a scale that impacts positively the lives of children and other vulnerable IDPs and Host Community, that meets with SC’s Standard Operating Standards, SPHERE standards, and our commitments to donors and the Government requirements.
  • Conduct regular visits to field implementation sites in conflict and violence affected areas to update program analysis.
  • Work closely with logistics to follow up and ensure the procurement done at the Project office level is initiated and processed timely.
  • To ensure project activities and budget utilization are periodically and adequately planned and reviewed with full participation of all project teams.
  • To conduct regular field trips, and undertake periodic reviews to follow up on the status of project implementation against implementation plan,
  • To assess security environment regularly and strictly and to guide the implementation of the security standards and procedures,
  • To ensure that project visits of guests, funders, supporters, and stakeholders are conducted safely, smoothly, and effectively,
  • To ensure quality monthly, quarterly, bi-annual, and annual activity and financial reports are developed and submitted to SC Nekemte project Office, government, and other relevant stakeholders such as selected donors,
  • To lead / participate in organizational or multi-stakeholder assessments at field, in the zone, analysis the data and communicate the finding project office and the concerned bodies,
  • To ensure relevant lessons, best practices and innovations are captured and shared with relevant partners and stakeholders,
  •  Ensure reports are disseminated to the field and recommendations are implemented,
  • Ensuring Human resources development, staff performance evaluations, staff goal settings etc. in collaboration with PM and HR &SG Officer,
  • Ensuring effective and efficient utilization of the resources,
  • To ensure that gender issues are properly addressed during the process of the project planning and implementation,
  • To maintain ongoing communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges,
  • Playing a vital role of partnerships with all key stake holders and partners representing Save the children.

Representation and Coordination

  • Coordination with other partners and implementers at the field level and Project Office level as needed.
  • Sharing minutes of the coordination meeting and disseminating these to the project Office manager and all relevant parties.
  • Ensure Field -level coordination with other Stakeholders, specifically stakeholders those who work in the Conflict and Violence affected areas and response programs.
  • To represents and lead SCI at target Humanitarian cluster meetings, or other meetings organized by cooperating agencies (donors, UNDSS, platforms etc) as required.

 Reporting and MEAL

  • Ensure that effective M&E and accountability mechanisms are in place and that relevant information, statistics, and analysis are provided in a timely way for donor reports, situation reports, project proposals, case studies, and communications.
  • To facilitate joint monitoring and experience sharing activities among SCI team and partner organizations,
  • Contribute to the development and documentation of best practices and their dissemination to a variety of internal and external audiences.
  • Coordinate the data input and be co-responsible for report writing for all narrative and program data reporting requirements, segregated where needed, and timely compiled. Ensure partners deliver timely and all have joint and consistent indicators.

Job Requirements:
  • Master or Bachelor in humanitarian assistance, Public Health, Nurse or related field relevant to Save the Children's program themes/sectors.

EXPERIENCEs and REQUIARMNETES

  • A minimum of 5 years of experience in program management, specifically she/he must be familiar with emergency response and coordination with an INGO, UN Agencies, and local NGOs.
  • Experience in managing UNOCHA, and other Humanitarian Emergency response-funded projects.
  • Excellent analytical writing skills in English.
  • Strong interpersonal communication skills and experience in managing diverse teams of international, national Regional and field-level staff are prerequisites.
  • Ability to take personal responsibility for completing tasks to a high standard and meet deadlines.
  • Willingness to work flexibly and professionally in a dynamic and fast-moving environment.
  • Ability to work in a complex and challenging work environment with minimal direct supervision.
  • The functioning language is English, and fluency in the local language- Afaan Oromoo is an advantage.
  • Profound knowledge and skill in quality report writing –Donor, internal and government reports writing experiences.
