JOB SUMMARY

Working with and reporting to the Programs Manager, the Private health Sector Support Officer will be responsible for the planning, organizing, coordinating, and controlling of the Private sector Support program and enable them to deliver high-quality service implementing MSE commercial business model in their respective Area Programs Office.  He/ She will assist and lead in the implementation of the commercial business model and identify potential partners from the BlueStar members or new willing partners private clinics; forge strong partnership and develop mechanisms to support individual clinics with tailored demand generation, client center quality services, and business management activities. The incumbent will also closely work with the other departments/ and team members in the realization of the new business model. He/ She will compile performance reports; participate in selling, training delivery marketing, and business development activities. He/she is also responsible for the timely preparation and submission of monthly performance reports and requests to the Programs Manager. They have a technical and working relationship with the Commercial Department Private Sector support team at the support office.

 

 

1.       DUTIES/TASKS

1.1   Clinical quality and training 

Clinical quality is integral to MSI’s 2030 strategic plan. Building durable markets for safe abortion and long-acting family planning services requires that we build trust amongst our consumers. Accordingly, the Private Sector Health Support Officer will undertake the following as part of quality support.

·         Ensure Our Private sector support offering must always include: Client-centred counselling; (which applies equally to FP, PAC, and PAFP), provide a range of family planning methods that must include LARC

·         Ensure all franchisees offering franchised abortion or post-abortion care services must offer a full range of FP services including counseling, LARC, and report PAFP (FP provided within 14 days of SA/PAC service)

·         Conduct timely Clinical Quality Internal Audits and Competency assessment at each respectively assigned BS clinics annually by using a globally standardized checklist and submitting the result to the respective quality officers and area program managers and updating the status of individual clinic level action plans and properly documenting both at the area and clinic level

·         Make sure that all private partners are adhering to the MSIE Policies & Guidelines: especially MSI Pain Management Policy & Guidelines, MSI Infection Prevention Policy & Guidelines, MSI Medical Emergency Management Guidelines

·         Make an on-time report for the clinical incident that happened in the supported clinics as per the MSI guideline.

·         Conduct on the job training or clinical update based on identified needs

1.2   Demand generation and referral, cross-selling support, and Performance management

·         Recruit and provide necessary capacity buildings to the potential referral partners/Blue star promoters and track their contributions towards the clinic level productivity and business growth

·         Organize and lead the individual clinic level demand generation activities with full PSS partners cost recovery and track the impact of the Demand Generation and share by using the Marketing Activity Reporting tool to the respective area program manager and/or regional MIS team member

·         Document best experiences and share with the other private sector membership partners and sell to other new members to join the scheme in their respective catchments and support office

·         Monitor progress against each of PSS channel KPIs through a regular (monthly) performance management review meeting, channel level commentary, and address any under-performance by implementation and monitoring of a SMART corrective action plan

·         Undertake market analysis and provide evidence to program manager and the channel lead for program improvement 

·         Performs periodic onsite and remote supportive supervision and performance reviews of the franchise activities.

·         Evaluate the progress of the PSS activity of the Area Programs Office against set targets and key performance indicators (KPIs), prepare and submit annual and monthly project performance reports in line with MSI requirements.

·         Assess and timely document and disseminate best practices and /lessons learned from MSIE's PSS.

·         Undertakes follow-up and interim performance evaluation of franchisee clinics;

·         Reviews existing criteria of franchisee selection and prepares recommendations; 

·         Assesses best franchisee program success stories from MSIE and MSI and prepare a proposal to introduce the same in MSIE Area Programs Office;  

·         Assists and gives guidance to the Driver and Liaising Agent during FP/MA products delivery to the private clinics;

·         Carries out other similar activities as assigned by his/her line manager;

 

1.3   Program Sustainability

A.      Technical and Business capacity Building activities

·         Recruit and sign a commercial business partnership with clinic owners willing to participate in the commercial business franchising program

·         Ensure that the franchisee understands the business-to-business partnership and equip them to have a clear understanding of the new business to business partnership

·         Needs to be clear on all of the sustainability road maps and deliver the messages to the respective franchisee with proper value propositions

·         Actively engage and participate in the development of the PSS sustainability strategy

·         Work out with the PSS partners/ owners in the identifying of  potential areas of the commercial partnership with full program cost recovery

·         Undertake support package audit for each clinic biannually and tailor the support based on the findings and as any support needed from the program manager and support office PSS team

·         Provide or facilitate the respective franchisee get support related to human resource management, marketing, and business management and link them to get access to finance, Blue-loan, and help them run and grow their business successfully

B.      Lead medical and equipment/supplies and training sales activities

·         Prospect and qualify new sales outlets, create demand and sell equipment/supplies and Medical emergency management supplies/equipment

·         Create demands and deliver value-adding and attractive training in collaboration with the MSE Continuous Professional Development team

·         Create a plan, Schedule meetings, and deliver presentations on company products, equipment’s/training services

·         presentations with potential outlets and trainees

·         Meet and/or exceed quotas, track all sales activities in the company system, catchment area and keep current by updating the information regularly

·         Communicate customer and prospect product pain points to appropriate departments

·         Maintain a well-developed pipeline of potential partners and clients

·         Develop strong, ongoing relationships with sales and health professionals and customers

·         Coordinate with sales, quality department, and other MSE team members and departments to optimize the sales of equipment, supplies, and Medical emergency drugs. supplies effort

Job Requirements:

a.       Education:

BSc/MSc/MPH in Nursing or Public Health; having an additional educational background in business and other related fields will have the advantage 

b.      Experience:

Six years of experience as a clinical service provider and in managing SRH activities, working with the private sector is an added advantage.

·         Good interpersonal/communication and trainer skills - both oral and written;

·         Advanced analytical and organizational skills;

·         Negotiation skills;

·         Knowledge of local Languages where applicable is required;
