Job Description:
Position Summary:
The Finance & Operations Manager reports to the EKHCDC Finance and Operations Director and provides direct technical and managerial supervision and support to Finance and operations staff for ensuring effective and efficient implementation of EKHCDC financial policies and procedures. S/he will manage all aspects of finance and grants activities, including providing technical expertise, ensuring finance and budget compliance, supervising staff tasks and performance, coordinating with partners, building staff and partner capacity as required. S/he is also expected to work closely with other departments for finance and grants related issues. 

 Major roles and responsibilities: 
  • Responsible to manage finance and grants activities of the EKHCDC.
  • Oversee all duties of finance and grants management staff.
  • Review the donor acknowledgement letter for the grants transferred and submits the grant receipt to donor as soon as the grant is deposited to the respective bank account.
  • Budget preparation for proposed projects in collaboration with business development team of EKHCDC.
  • Participate in fund raising when calls are posted.
  • Reviewing finance and procurement policies and recommend revision if needed.
  • Lead finance and grants management staff.
  • Staff performance evaluation and coaching to address inefficiency.
  • Providing staff training on finance and grants management and related issues to build staff's capacity.
  • Take a leading role in monthly and year end closing.
  • Lead annual audit work.
  • Check reconciliations, bank/cash, ledger, and assets/assets register book
  • Check and daily follow up of cash balance.
  • Follow up for long outstanding (receivables and payables) and communicate for subsequent clearance.
  • Provide aging report for advance payments 
  • Provide technical support for finance and grants officers and specialists.
  • Review all financial documents of the EKHCDC
  • Responsible to prepare annual budget of the organization/EKHCDC.
  • Prepare annual Cash flow forecasting and update in each quarter based on the previous period performance.
  • Prepare periodic financial reports; such as monthly, quarterly and annual of the Organization EKHCDC.
  • Review and submit donors report on timely base.
  • Prepare monthly budget versus actual report for EKHCDC.
  • Control budget, cash flow and project funding, by providing timely information to budget managers, Directors.
  • Prepare quarter report for EKHCDC's management/board.
  • Provide regular analysis of financial reports and timely feedback to grant managers and directors for decision making.
  • Review monthly staff Payroll.
  • Ensure timely settlement of payroll deductions and government taxes such as; income tax, withholding tax, pension, and etc.
  • Ensure implementation of Ethiopian government law and CSO's policies.
  • Manage appropriate financial systems and controls and ensure they are in place.
  • Check projects expenses whether complied with donor agreement.
  • Work in collaboration with other program teams.
  • Review GL records and documents pre-internal and external audit.
  • Coordinate management responses to finance audits performed to EKHCDC are ensure they are sent on time to the Audit firm, and that finance related audit recommendations are implemented timely at all levels.
  • Follow up proper and timely settlement of transfers to projects and staff work advances.
  • Frequent monitoring of the finance and the grants activities.
  • Periodic, quarterly monitoring of the field office finance activities
  • Ensure the Compliance of the EKHCDC's Policies and Procedures.
  • Ensure the implementation of the Federal Democratic Republic of Ethiopia Authority of Civil Societies Organization law. 
  • Ensure whether internal control has taken place.
  • Design and manage systems, policies and procedures that provide appropriate levels of security and control of EKHCDC’s assets, resources and operations.
  • Check financial the position of performance of projects and EKHCDC at all and communicate with responsible program directors and managers.
  • Responsible to maintain all financial and grants agreement documents in professional Manner.
  • Responsible to carry out additional duties assigned by his/her immediate supervisor.

Job Requirements:
Qualification and Experience:
  • MA/BA degree in accounting, finance, business administration or related fields with six/ten years of demonstrated work experience.
  • Certified in adoption and implementation of IPSAS
  • Working knowledge of accounting and financial management in NGOs, INGO is more preferable.
  • Proficient in MS office applications; excel, word, power point , Peachtree accounting  and advanced financial analysis tools,
  • Applicable knowledge in ERP is highly preferable.
  • Excellent communication skill.
  • Excellent knowledge of writing and speaking in the English language.
