Job Description:

General

USAID Eliminate TB is a five-year USAID-funded project implemented by MSH and its international and local partners to reduce TB incidence and mortality to achieve End TB strategy milestones and targets by increasing the quality, access, utilization, and sustainability of TB services in Ethiopia. USAID Eliminate TB project’s support focuses on improving access and utilization to quality and patient-centered comprehensive TB services.

Purpose of the Job

Under the supervision of the Regional Manager, the Regional TB Coordinator implements to strengthen TB program implementation and improve performance through high impact activity interventions and focused health facilities support including public, private, and other health facilities in collaboration with regional, zonal and woreda TB teams. He/ she is the lead technical TB expert for USAID Eliminate TB project which is funded by USAID in the region.

She/he will develop close working relationships with RHB and ZHDs and other stakeholders in the region that have responsibility for strengthening and improving TB control and prevention program. She/he will lead preparation of regional project annual plan and budget.

She/he will work with the RHB and project team to effectively address operational challenges for TB case finding and treatment including accessing key population and TB drug supplies. She/he will collaborate with the other USAID projects and other partners in the region.

Duties and Responsibilities

1. Capacity building and technical support

  • Oversight regional level TB (DS/DR) program implementation.
  • Facilitate monthly regional technical working group monthly meeting and share minute.
  • Building the capacity of Regional, Zonal, Woreda & HF TB officers/ focal.
  • Work with the RHB and project team to effectively address operational challenges for TB case finding and treatment.

2. Health Facility Monitoring

  • Conduct/ coordinate regular supervision to HFs which require more support including high load HFs/Hospitals, MDR TICs, etc.
  • Conduct selected facility mentoring and provide onsite orientation and guidance.
  • Plan and communicate monthly HF support.
  • Ensure quality of care and service provision along with the patient pathway.

3. TB Program M & E

  • Lead preparation of regional project annual plan and budget.
  • Support the RHB in organizing and coordinating regional meetings, trainings, and regular supportive supervisions.
  • Assist the RHB in data analysis and utilization of the data for local decision making in collaboration with the regional M&E Advisor.
  • Lead the quarterly and annual report preparations and submission to the regional office.
  • Develop and share best practice and success stories.

4. Partnership

  • Develop close working relationships with RHB, ZHDs, Woreda Health Offices & HFs and other stakeholders in the region.
  • Collaborate with the other USAID projects in the region.
  • Collaborate with the other partners in the region.
Job Requirements:

Required Minimum Qualification

Required:   BSc in health sciences field or MD from recognized university.

Preferred: MPH/ MSc in health sciences field from recognized university.

Required Minimum Experience

Required:  Minimum six (6) years of relevant experience and skills in a similar position.

Preferred: Significant experience working with an international donor or organization, and experience working with USAID-funded programs.

Knowledge and Skills

  • Previous experience as regional TB program coordinator or equivalent.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Demonstrated ability to successfully coordinate activities with other project staff and proven ability to work successfully on a team in a fast-paced environment.
  • Strong organizational skills and attention to detail.
  • Excellent oral and written communication skills in English. 
  • Demonstrated computer proficiencies, including Microsoft Office Suite, especially Word, Excel, PowerPoint, and database management.
