Job Description:
LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem and Hawassa. We are looking to recruit a qualified-on Child Protection in Emergencies (CPIE) Consultants Advisor behalf of our client.

Background
Ethiopia is gripped in the midst of a mix of complex, enduring, and emerging emergencies, including the inter-communal, armed conflict and the drought in Oromia region, resulting in displacement which increases protection risks for women and children. The situation in Oromia remains highly unpredictable and dynamic, with severe impact on the population. The fighting in most parts of  western Oromia specifically in the four welegas, Eastern Borena,  western Guji  and most recently in west, north and East  showa zones affecting the  lives of civilanes including children and women.These armed conflicts exposed IDPs and host communities to a variety of protection risks and continues to be associated with a high number of displacements, civilian deaths, injuries, family separation, sexual harassment, gender-based violence, detention, and psychological trauma. IDPs are forced to use negative coping mechanisms such as begging, child labor, pick pocketing, and survival sex due to a lack of basic services and the inability to access the existing services. The protracted emergency situation in almost all parts of the region and in, the ongoing and active fighting in some zones of the region have resulted in large-scale displacements and suffering of people of which the majority are   women and children. Oromia has been affected by multiple emergencies (Conflict, drought, windstorm, cholera, Measles & flooding). As a result, over 2.6ML children are forced to be out of school and over 460 schools are still closed due to insecurity.
According to the Oromia DRMC, the number of individuals and households affected by internal armed conflict are increasing steadily covering 13 zones in the region. The region is also home to over 1,494,129 IDPs out of which about 438,326 are residing in the collective IDP sites as confirmed by Oromia DRMC.  Displacement is mainly triggered by conflict in various parts of the region where access to life saving services is negatively affected by deteriorating security.  The zones where security has impacted negatoively on communities. includes the four Wollegas, two Gujis, East Borena, East Hararghe, North, East  and West Shewa zones. 
Children and women are the most affected community members in all the conflict affected woredas in the region. Children are highly affected by sexual violence in conflict affected locations, while child labor, child rural-urban movements and associated trafficking and child marriage are concerns in affected areas. Report from the regional BOWCYA indicates that a total of 427,775 children are at risk of these CP/GBV concerns in the region.   Administrative data also shows an increasing trends of child marriage and VAC cases as the emergencies persist longer. 

The client is providing CP and Education response services covering over 30 most conflict affected woredas in the region through direct partnership with Government and partnership with  local and international partners through PCA in humanitarian settings. The interventions focuses on strengthening the child protection system (through capacity building support to partners , strengthening coordination and referral linkages) and delivering services like case management, supporting UASC, preventing and responding to VAC/GBV, MHPSS, providing Aclerated Learning Programme (BETE/MY HOME) for OOS and overaged children, support back to learning campaign and resumption of learning, provision of learning and play materilas ( full package schoolbags, recreational and ECD kits)   and provision of CP supplies mainly dignity kits. 
Lack of access and insecurity remain key challenges to identify major child protection and GBV concerns to identify and register UASC in IDP sites and to conduct regular field level risk monitoring. As we have significant number of children and women affected with GBV and associated distresses, specialized MHPSS services integrating with health and school system is required.  Children and Women survivors of Gender Based Violence are also denied access to services due to road blockages and security threats.  Lifesaving CP/GBV non-food items including dignity kits are also urgent needs in conflict affected areas.  Increasing number of children and women are forced to adopt negative coping mechanisms as an alternative for survival and to support and provide basic needs for their families. There is need for a multi sectoral and multi- agency response (including education in Emergency response) to promote resilience and durable strategies.  Social Cash Transfer initiatives are needed to meet the urgent needs of children and women. Limited humanitarian partners on the ground has made the situation much more complicated to provide adequate CPIE and GBV  and education responses for emergency affected locations. And above all these responses require a field level intensive technical support. 

Justification
As part of its  Integrated response to the emergency situation in the region, client seeks to provide and strengthen child protection and GBV and Education services to affected populations with special focus on the conflict which affects 13 zones and 151 woredas in the region. The quality of services being delivered at woreda level requires monitoring of the situation, technical assistance to implementing partners, and skillful and quality coordination mechanisms. 

As the nature of CP and GBV concerns has its own peculiarities, the service quality could be compromised under the current implementation arrangements. The deployment of Third-Party Child Protection in Emergency Consultants to affected weredas and zones will provide technical support to the implementation, monitoring and reporting of Client child protection and education programme response. The consultants will also play a convening role with child protection programme partners. 
The existing efforts to strengthen/establish zonal/woreda level coordination mechanisms requires further support and this will ensure continued monitoring of the child protection situation, children’s learning and on-going responses in highly dynamic emergency contexts. This technical support will be linked with strengthening the capacities of Government sectors and other Client PCA partners to provide CPIE and GBVIE and Education response services in line with Client Core Commitments for Children. . These dedicated Child Protection and Education in Emergencies Consultants are therefore required to provide the highly needed field level support to ensure a coordinated, quality assured responses in dynamic and complex emergency settings. 

Key function, accountabilities and related duties/tasks 
In line with the Core Commitments for Children for Child Protection and Education, the consultants are expected to  provide field level technical and programmatic support for the design, implementation, monitoring and reporting of child protection and education in emergency response in partnership with BoWCYA,REB and NGOs. They are responsible to ensure that interventions included in the child protection and education priority focus areas are implemented, monitored, and managed in a timely and effective manner.

The following are some of the the specific roles and expectations.
  • Support the implementation of the CPiE and EiE Response action plans by regional and Zonal office of women and Children Affairs (ZoWCYA), Zonal Education Offices ( ZEOs) and NGO partners.
  • Support the establishment of school and community-based MHPSS services including facilitation of socio-emotional learning and positive parenting skill packages for children and parents in affected locations.
  • Strengthen the implementation of case management including referral pathways for children experienced and at risk of violence, exploitations, abuse and neglect by mapping different service provision outlets.
  • Strengthen the capacity of IPs to complete registration and documentation of the caseload of all unaccompanied, separated and traficked children in emergency affected communities.
  • Facilitate Back to Learning campaign of  OOScC in collaboration with all level partners.
  • Ensure children’s are learning in a safe and protective environment.
  • Ensure an appropriate and confidential filing system is maintained by social workers and case managers for all identified and registered cases of child protection in woreda offices of BoWCYA.
  • Assist BOWCA, ZoWCYA and WOWCA to facilitate family tracing, verification, and reunification efforts for unaccompanied and separated children in coordination with PCA partners and community structures, where appropriate. 
  • Assess alterative care options and ensure all the necessary safeguards are in place and ensure partners abide by the relevant standards and principles.
  • Support social workers and ZoWCYA/WoWCYA staff to effectively implement case management and document poroperly.
  • Identify stakeholders, services, and partners (Attoreney General office, Courts) with the capacity to address violence, exploitation or abuse, including GBV; and build capacity of partners to provide multi-sectoral response services (e.g., health, psychosocial support, security and legal/justice) to victims and survivors
  • Support Attorney General office in facilitating the legal literacy sessions, strengthen the GBV response service based on the SOP at Health Center, Hospitals/ One Stop Centers through existing referral linkage and case
  • management to provide a comprehensive delivery of services to survivors especially to children and women in IDP sites and pastoralist areas.
  • Assist the strengthening of interoperability with Health through linking CRA with MNCH (maternal and new-born Child Health) and EPI (Extended Programme on Immunization) services by conducting outpost registration on immunization days and during zero dose campaigns to register under five years and immediately after birth and facilitation of BR in IDP sites, pastoralist communities to boost the rate of new-born registration.
  • Support the coordination and collaboration with CRVS stakeholders at all levels including with birth notifiers, HEWs, civil registrars, and model households to draw lessons and share good practices and document Human Interest Stories.
  • Provide oversight with the high and wereda court on children’s access to justice and interaction with formal and informal justice and administrative systems as victims/survivors or witnesses of a crime particularly for IDP’s and Pastoralist communities, support the establishment of virtual juvenile/children’s courts to move court processes online and maintain children’s access despite lockdowns.
  • Facilitate the engagement and support of civil society and community-based actors and structures, especially women’s organizations supported by Client to create demand for and action on GBV prevention and response at the community level.
  • an ongoing capacity assistance and monitor the implementation of the Standard Operating Procedure (SoP) for UASC in coordination with the BOWCA, ZoWCYA, their woreda offices and other implementing partners of client .Follow up and support the implementation of the Regional response plan and Program documents with Client supported NGOs: Provide technical support to BOWCA, ZoWCYA and NGO partners to implement the overall CP/GBV regional response plans and PCAs and support rapid assessments as deemed timely.
  • Support linkages and coordination with Education Cluster among other sectors and clusters; work to ensure strong linkages and coordination with different sectors, specifically with WASH, Child Protection and DRMC.
  • Assist implementing partners at zona/woreda level to provide timely education data and information on emergency impacted OOSC (including monthly school attendance/dropout, school distruction etc..)
  • Ensure/ Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization, reaching targeted children   and share report to client Oromia team
  • Support, follow and provide updated report on ongoing EiE PCAs/PD implementation ( ALP/APLP, BETE/MY HOME , school construction /rehabilitation) 
  • Child Protection in Emergencies situation and response monitoring and reporting including regular Sit Reps and 5W reporting: On monthly basis (and ad hoc requests as needed) collect, analyze information and report against the Ethiopia Country Office (ECO HAC Results framework and CP/GBV monitoring framework). Reports will be shared with the ECO through the Child Protection Specialist and P&M Officer for quality assurance. Ensure key reporting requirements are met including inputs for weekly/bi-weekly and monthly sitreps, donor reports and systematic coordination of appropriate responses on child protection in emergency operational response plan, with other relevant sectors, especially health, education, and WASH. 
CP GBV and Education Area of Responsibility (AoR) Coordination
  •  Provide Technical support to ZoWCYA to lead the child protection and GBV Area of Responsibility (AoR) coordination as needed, promoting, and facilitating active participation from key actors.
  • Participate on inter-agency needs assessments and support child protection concerns are identified and documented.
  • Support the capacity development of the CP AOR  members at zonal/woreda.
  • Ensure/Create/strengthen linkage between IDP school/temporary learning spaces/sites and host-community schools to promote technical and resource sharing.
  • provide timely education data and information on emergency impacted OOSC ( including monthly school attendance/dropout, school distruction etc..)
  • Ensure that the minimum standards for EiE and humanitarian response are maintained in accordance with CCCs and Sphere, etc.
  • Support, follow and provide updated report on ongoing EiE PCAs (Speed school PCA with GG and Life skill PCA with WV)
  • Promote the implementation of the Minimum Standards of Child Protection in Humanitarian Action, GBV Humanitarian Standards.
  • Monitor performance of the inter-agency CP/GBV response against agreed indicators and monitor the core cluster functions.

Job Requirements:
Expected Background and Experience
  • University degree:  an advanced level in the field of Sociology, Social Work, Psychology, Social Anthropology, Community Development, and related fields of study.
  • Extensive work experience relevant to child protection in both development and emergencies may be considered as a replacement for formal qualifications for an advanced level;
  • At least 4 years progressively responsible humanitarian and development work experience in child protection and gender-based violence including in emergencies with UN Agencies and/or INGOs. Experience, in the education sector is an asset.
  • Previous Client/ /NGO experience in child protection programme coordination, IDP/Returnee Situation is an asset.
  • Familiarity and experience working with government counterparts.
  • Strong knowledge and experience in establishing coordination architecture especially at zone and woreda levels.
  • Fluency in written and verbal English and Amharic/Oromiffa required.
