About Internews:

Internews is an international non-profit organization dedicated to giving people the information they need, the ability to connect, and the means to make their voices heard. Internews’ Voice Up! Information for Peace (VIP) project is a two-years European Commission (EC) funded project that promotes peace education and culture among the Ethiopian society by working with universities and the media, and by leveraging the power of community radio, and culture, music, and sports. VIP will be implemented in mainly four regions of Amhara, Tigray, Benishangul and Afar. As part of the project, Internews intends to conduct an Information Ecosystem Assessment (IEA) in Amhara, Tigray, Afar and Benishangul regions.

The Information Ecosystem Assessment will have a strong focus on access to information on themes such peace building, elections and conflicts. Tin terms of target groups, the assessment will focus on youth, women and other vulnerable and marginalized communities. The assessment aims to gain a comprehensive understanding of the full spectrum of the information system in the study areas. Specifically, the assessment will look into channels that target groups have access to, what kinds of channels are available, what kinds of information do information providers provide and who the main actors in information delivery are.

To carry out the above-mentioned undertaking, Internews intends to contract a lead researcher to coordinate, design and lead the process.

Study Purpose and Objectives

The overall objective of the assessment is to gather detailed data on how information is shared, types of information, information needs of the recipients and who trusted sources are. Specifically the assessment will:

  • Identify the information sources of the community included in the assessment
  • Explore about the communication channels information providers and recipients use
  • Learn about trusted sources of information of the community
  • Explore about the information needs of the community

Study areas and study population

The study will be conducted in four regions; namely Amhara, Afar, Benishangul Gumuz and Tigray.

Assessment Methodology, Approach and Tools

The assessment will mainly use a human centered approach where an in depth and engaging methods will be employed to achieve best results. Thus the methodologies to be used shall include a combination of qualitative and quantitative methodologies, observation and desk review of previously done assessments. The assessment shall follow through the phases outlined in the IEA guideline.

Job Description

The lead researcher is expected to design, coordinate and conduct the assessment. Specifically, the lead researcher will:

  • Develop Inception report for the IEA.
  • Develop quantitative and qualitative tools and pretest.
  • Draft budget for all activities including personnel and logistics.
  • Organize qualified assessment team members
  • The researcher is expected to use relevant technology-based digital data collection tools.
  • Secure required permits from relevant authorities for all assessment locations.
  • Conduct the assessment in at the target regions
  • Conduct validation workshop
  • Compile final report.

Job Requirements:

Qualifications and Experience

  • A masters degree or equivalent in Monitoring and Evaluation, sociology, journalism and communication or related social science fields
  • Minimum of ten years of experience conducting research
  • Experience working in the areas of communication, journalism and community engagement is essential
  • Extensive knowledge of the country’s political context is an asset


  • The assessment shall be completed in Eight (8) weeks from the commencement of the assignment.
