Job Description:

Organizational Overview:

Global Communities is an international NGO with deep roots in over 30 countries across the world covering the Americas, Africa, Asia, Europe and the Middle East. In Ethiopia, Global Communities’ current main project is the Resilience in Pastoral Areas (RIPA) South - a five-year project funded by USAID Feed the Future and implemented by Global Communities. RIPA South is designed to improve the resilience capacities of households, markets, and governance institutions across 16 target Woredas of Oromia (Borana and East Borana Zone), Somali (Dawa and Liben) and South Ethiopia (South Omo Zone) regions, collectively contributing to enhanced food security and inclusive economic growth for over 107,533 households.

Under RIPA South, AfriScout is focused on the wide distribution and use of the AfriScout mobile app and the implementation of the Regenerative Grazing intervention within the pastoral communities in the target woredas.

AfriScout Overview:

AfriScout is an innovative, Base of Pyramid (BOP) social enterprise and a subsidiary of Global Communities. AfriScout is seeking to improve climate-smart management of Africa’s drylands and the livestock that rely on them by scaling access and use of the mobile application that provides pastoralists with actionable grazing data. With the support of USAID, Google, and other donors, GC developed grazing maps that fuse traditional livestock herding knowledge and practices with real-time satellite imagery on vegetation and water as well as crowdsourced alerts that are then integrated into an android-based mobile application.

Currently, AfriScout is focused on implementing regenerative grazing with the communities to reverse the effects of climate change on the rangelands. This is done by combining the technology, traditional knowledge and regenerative grazing principles to help the users to adapt to climate change, restore their dryland ecosystems to healthier grasslands, improve the value of their livestock and livelihoods, increase food security and earn from offsetting carbon emissions in the rangelands.

Job Summary:

The M&E Officer will serve as a resource person for the AfriScout activities in the assigned zone.  The job holder will lead monitoring and evaluation activities in the zone in conjunction with the Community Engagement Coordinators, the Field Agents and the larger operations team.

More importantly, he/she will closely work with the MEAL Coordinator, the Project Analyst, Field project team, project beneficiaries and other stakeholders in identifying, collecting, and disseminating good practices and lessons learned from implementing AfriScout activities in the assigned zone.

Major Duties and Responsibilities:

M&E Planning

  • Assist the MEAL Coordinator and Operations team with development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
  • Play an active role in the implementation of M&E plan and applicability of various approaches, process, tools, schedules, among others at zonal level.
  • Coordinate implementation of M&E activities as described by the M&E plan including assisting AfriScout’s analyst and MEAL Coordinator in disseminating relevant reports.

Data collection and management

  • Work with the MEAL Coordinator to design tools required as per M&E plan such as surveys, tracking sheets, FGD’s, along with the respective implementation guidelines.
  • Lead role in overseeing data collection, collation, storage, and reporting for routine AfriScout activities.
  • In collaboration with the MEAL coordinator, the larger operations as well as field teams, facilitate and lead data collection process of periodic evaluation and progress monitoring events by involving partners.
  • Collect and compile the case stories and success stories related to program activities in assigned zone.
  • Ensure the collected data in the assigned zone is of high quality to provide sufficient evidence of ongoing field activities.
  • Maintain data management system at zonal level.
  • Support the program team to incorporate key learnings in the upcoming plan and program.

Capacity Building

  • Ensure implementation of a supportive team culture, empowering with skill and knowledge of quality data collection, and timely reporting.
  • In collaboration with MEAL Coordinator, AfriScout’s Analyst, the Operations Manager and other Field operations staff, identify and propose the key M&E areas for capacity building.
  • Provide various capacity building and training sessions in collaboration MEAL Coordinator, Operations manager and field operations team.
  • Provide oversight and support to the CE Zonal Coordinator and Field Agents to ensure quality and timely execution of project M&E activities.
  • Build the capacity of implementing partner stakeholders (especially the RGUs’ management structures) in M&E functions by conducting M&E related training, technical support and advice and coaching.

Collaboration

  • Implement the M&E plan in close collaboration the MEAL Coordinator, AfriScout’s Analyst, the operations team, AfriScout’s partners, field staffs and other relevant stakeholders.
  • Facilitate and/or participate regular knowledge-sharing events through roundtables, and workshops among staff and other stakeholders at the assigned zone.
  • Attend weekly AfriScout meetings to provide progress updates to the larger AfriScout team.
  • Implement effective and sustainable feedback mechanisms for the beneficiaries/stakeholders at zonal level as outlined in the Communication Plan.
  • Support Implementation of effective mechanisms for timely sharing of quality data to various internal and external audiences for the purposes of data-driven decision making, quality improvement, and program management
  • Support and participate on production /compilation of well-organized quarterly, semiannual and annual reporting.

Job Requirements:

Required Qualifications and Experience:

  • At least 3 years of proven relevant work experience in development programming OR a degree in relevant field (Rural development, Economics, Public Relations, Statistical Analysis, Agriculture or related field).
  • Minimum 3 years professional experience in monitoring and evaluation and related role for international NGOs/aid organizations or social enterprises.
  • Creative, results-oriented, and guidance self-starter and effective communicator and active team player
  • Proven capacity to effectively work with large and diverse teams.
  • Experience with and demonstrated passion for data-driven decision-making.
  • Excellent computer and technology skills including Microsoft Office Suite (Excel and PowerPoint), statistical analysis software packages and mobile data collection platforms.
  • Strong writing skills to prepare evidence-based narratives for reports, success stories, lessons learned, guidance documents, etc.  
  • Excellent communications skills, both written and verbal
  • Strong writing and editing skills for a variety of audiences.
  • A passion for the mission and values of GC

Skills and Experience

  • Excellent writing skills in English and local language is required. 
  • Excellent planning/organizational skills, including the ability to prioritize and manage simultaneous critical tasks.
  • Ability to process and present information in creative ways to generate appropriate formats for different audiences.
  • Ability to meet deadlines under pressure and work successfully with a diverse team and stakeholders.
