Job Description:

Reporting to the eye health program manager, the project Officer will closely work  with eye health program officer at country office and project coordinators at implementing partners to effectively implement the child eye health projects.  The primary purpose of the role is to ensure high quality project planning, implementation, monitoring and evaluation as well as reporting and coordination of child eye health projects in Ethiopia. In addition to this main role, the post holder is responsible to provide the necessary technical support to the child eye health implementing partners to ensure proper planning and management of health care delivery system. He/she is also responsible for fostering networking with other stakeholders accordingly.

Key responsibilities:-

Ensure project planning, implementation, monitoring, Reporting and coordination of project activities with internal and external stakeholders

  • Participate in eye health, including child eye health planning processes to successfully implement eye health program and ensure objectives are met in line with Light for the World strategic objectives and national eye health plan.
  • Provide technical support during the development and implementation of the partners’ projects.
  • Provide technical support to partners for the planning and conducting of annual eye screening at target schools 
  • Participate and provide inputs in the development of child eye health proposal and concept notes development.
  • Participate in the bi-weekly eye health meetings.
  • Actively Participate in the eye health ReAL meetings and provide technical comments for improvements.
  • Support the facilitation of project activities within partners in co-ordination with Eye health Program manager and project officer within the organization
  • Support regular coordination and annual partners meetings with implementing partners in collaboration with Program Manager and Project Officer.
  • Participate in the project’s partners and stakeholders’ meetings as assigned by the Program Manager.
  • Engage in following-up and monitoring of projects to ensure proper and efficient implementation based on well-designed Monitoring, Evaluation, Accountability and Learning process of eye care service in coordination with Program manager and MERLA team.
  • Work in close collaboration with key Light for the World colleagues and project partners.
  • Ensure the partners budget are used for the intended purpose and on time. 
  • Ensure partners reports are made on time within the expected quality.

Support the Administration and Management of eyeglasses provision in the project

  • Support the production and delivery of eye health materials to partners and direct recipients in schools.
  • Establish and set -up system at Light for the World and partners stores for the effective management and use of lenses, frames and cases. 
  • Control stock of lenses, frames and cases, etc. and provide procurement guidance to Light for the World and eye health partners.
  • Carry out a bi-annual physical stock of Light for the World and its child eye health partners stores for frames, lenses and cases.
  • Lead the development of quality standard for eye screening, eyeglass provision and management at schools and partners.  

Ensure the quality of child eye health project implementation of partners:

·        In collaboration with eye health program manager, ensure the quality of eye health service and implementation of programs with special focus on child eye health project.

·        Draw lessons of other Light for the World Country offices, other child eye health partners in Ethiopia and globally for improving the quality and child eye services provision in target projects regions. 

·        Identify, develop, implement and evaluate new approaches and tools for programme implementation, quality improvements, project’s documentation and best practices in coordination with the program manager and MERLA team in the country office.

·        Identify and engage on child eye health research areas in collaboration with program manager and MERLA team for quality and service delivery improvements within partners in particular and eye health system strengthening at MoH, MoE, RBBs in general

Partnership, capacity development, technical support, networking and advocacy

·        Develop good relationships with Ips and other NGOs to support delivery of eye health services in the target regions.

·        Support various partners – federal and states’ Ministries of Health and tertiary institutions towards establishing and maintaining effective relationships in order to advance sustainable national eye health plans and integrate them into the existing public health delivery systems.

·        Build and maintain meaningful working relationships with a variety of partners and other stakeholders at national and regional level in order to strengthen opportunities for advocacy and visibility.

·        Organizing and facilitation of various eye care service training after conducting need assessments of involved stakeholders and communities, Prepare a training action plan for the project staff.

·        Assist project teams and various partners – federal Ministries of Health and education and tertiary institutions in disseminating information on eye health activities, studies, research and lessons learned at national and international level.

·        Provide technical support to partners and ensure quality teacher training conducted as per the teacher training manual/guide for schools screening 

Participate in the data collection and MERLA activities of the project

  • Produce bi-weekly and monthly activity updates/reports and contribute to the development of project reports as required by Light for the World’s MERLA team and donors
  • Maintain complete documentation for each activity using relevant tools and recommendations from the Program Manager
  • Contribute to the development of the Program Manager’s project’s reports as required
  • Participate in project review workshops and meetings as required.
  • Participate in assessments and project monitoring and evaluation activities at field level
  • Facilitate participation of stakeholders, donors and beneficiaries in monitoring and evaluation of activities
  • Ensure that field data collection is made in line with the MERLA templates and tools.

Other Responsibilities:

  • Ensure the strict adherence to organizational rules and policies including the code of conduct, child safeguarding, gender and disability inclusion.
  • Report any incidents in contravention of the code and policies of the organization immediately.
  • Perform any other tasks deemed necessary by the line manager

 

Job Requirements:

·        BSc in optometry or other health related discipline. Masters in the same discipline would be an asset.

·        A minimum of four years for masters and six years for BSc’ work experience on child eye health and or eye health program planning and management in a similar INGO or recognized NGO role which explicitly involved donor-funded and Health projects.

·        Prior experience on child eye health and/or eye health project implementation, profound knowledge and keen interest on pediatric optometry is mandatory.

·         practical, hands-on exposure and demonstration of commitment to community work, including school eye health activities would be an asset.

·        Strong presentation and facilitation skills with very good communication and negotiation skills.

·        Quality report writing skills with a sound project cycle management knowledge is highly required.

·        High level of interpersonal integrity and leadership skills with good team spirit.

·        Ability to coordinate project implementation with partners.

·        Language competency in English is mandatory.
