Job Description:

Key Functions

To be responsible for the overall coordination, implementation and monitoring of malaria project activities in line with HDAMA core values.

The malaria expert will be responsible for preparation of detailed implementation plan, effective implementation of planned activities, coordination of implementation, technical oversight, financial follow up and monitoring and evaluation. The post holder will be involved also in preparation of technical and financial reports to be submitted to donor and government. S/he will work closely with the project team throughout the planning, implementation and reporting stages of the project. S/he will be working very closely with government structures and partners for smooth implementation of the project.

Descriptions of Duties:

Project Management

  • Coordinate project design, planning, implementation, review, stakeholder engagement and community involvement.
  • Responsible for coordinating overall project implementation and ensure activities are carried out on time and within budget
  • Provide technical support and strategic guidance to the program management staff at head and field office level to ensure that program operations are going smoothly 
  • Take part in periodic planning exercises and carry out the task in close collaboration with internal and external stakeholders
  • Facilitate and lead trainings, workshops and experience sharing visits in program areas
  • Work to develop and implement annual work plans
  • Responsible for preparing project progress and narrative reports on time and according to donor agreement
  • Responsible for project budget follow up. Ensure efficient and effective expenditure of project funds
  • Work with the finance team and budget holders to prepare financial reports according to donor agreement
  • Ensure project implementation and lessons learned are comprehensively documented, and success stories produced for internal and external dissemination
  • Responsible for building functional partnership with GO and project’s stakeholders

Technical Contributions

  • Lead the development of technical project documentation
  • Ensure implementation of the project with high technical quality and standards
  • Work with the project teams and the program manager to determine technical support needs during project implementation
  • Provide technical support in response to the projects’ need and project proposal design
  • Ensure development, production and dissemination of experiences, lessons and success
  • Participate as a member the organizations’ technical team through regular reviews and technical team meetings

Performance management and Quality Assurance

  • Work with the program manager and project leads to put a system to assure the quality of works
  • Coordinate monitoring of the performance of the project
  • Keep up-to-date with evidence and best practices related to the project

Documentation 

  • Document activities; develop feedback reports and other external communications materials to communicate program findings and activities to collaborators, the donor and other stakeholders as deemed necessary

Job Requirements:

Person specification

Qualifications and experience:        

  • A bachelor’s degree or graduate degree in related discipline
  • At least 7/5 years of experience of which three in a team management role
  • Knowledge of project management techniques and tools
  • Familiarity with the Ethiopian health system
  • Experience of working with government and non-government partners in project implementation

 Desirable: 

  • A qualification in public health, project management, Social, Behavioral Sciences
  • Knowledge of malaria programming, gender approaches, social and behavior change and communication methodologies, capacity strengthening
  • Familiar with current malaria prevention and control policy and strategy.
Experience in designing and implementation of behavior change communications, community-based activities
