Job Description:

Organizational Overview 

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Political Parties Affairs Documentation and Analysis Expert position who meet the following requirements to apply. 

Purpose of the Role

Reporting to the Head of Political Parties Affairs Department, the Political Parties Affairs Documentation and Analysis Expert will support and advise political parties through all registration activities, handle before and after political parties registration compliances. S/He will be responsible for handling documents related with the election process, will examine the validity of documents and compile, store and label all files. S/he will also be responsible for collecting and distributing letters to the responsible parties under the supervision of the Head of the department.

Major Responsibilities

  • Provides up-to-date information to senior officials regarding substantive political matters and country or regional issues;
  • Drafts plans for start-up of operations and participates in the activities of implementation;
  • Prepares analytical reports and papers on sensitive and high-profile matters of concern;
  • Participates in the development, implementation and evaluation of assigned programs/projects;
  • Assist in developing communication material that will assist effective implementation at the local level;
  • Provide input on documentation and communication issues to any election guidelines, manuals or other such documents;
  • Support to review and refine election information and communication strategy for the central as well as the local level;
  • Ensure all political party related documents and paper works (registration document, letters, reports and etc.) are filed properly;
  • Receive and check letters and deliver to the responsible offices;
  • Sort, organize and maintain documents in secured and designated places;
  • Develop an efficient filing system to make updating and retrieving files easier;
  • Ensures safety and easy access to the election registration documents;
  • Properly store documents into the record system;
  • Responsible for handing out files when requested;
  • Ensures the safe return of handout files;
  • Identify and isolate out dated files;
  • Develop and update file handling systems;
  • Perform any other task as required.

Expected Start Date:   Immediately after concluding the contract

Job Requirements:
Requirements on academic qualification:
  • MA/BA Degree in political science, Secretarial Science, International Relations, Law, Security, Development Management, conflict resolution or related fields.
Requirements on Professional Experiences:
  • For MA/M.Sc. holders: at least 5 years of relevant experience.
  • For BA holders: at least 7 years of relevant experience.
Skills And Competencies 
  • Proficient typing skills;
  • Proficiency in Microsoft Word, PowerPoint, Outlook and Excel;
  • Data organization and storage knowledge;
  • Able to work independently and in a team environment;
  • Experience in the development and delivery of guidelines, rules and regulations in an election context, or relevant and equivalent experience working with civil society organizations and implementing projects;
  • An excellent team player, positive change manager and result orient personality;
  • Ability to remain highly organized while handling multiple tasks under tight deadlines;
  • Experience in developing outreach strategies and initiatives;
  • Willingness to adhere to all principles of confidentiality;
  • Proven communication and presentation skills to large and varying audiences;
  • Ability to show initiative, good judgment, and resourcefulness;
  • An energetic self-starter with resilience, pace, interpersonal flexibility and comfort with ambiguity to succeed within the evolving and sometimes demanding context;
  • High sense of integrity, have a strong ethical and moral principles, confidentiality and initiating sound judgement.
  • Knowledge of Ethiopia’s political context;
  • Capacity to handle with diplomacy and in a responsible and flexible manner sensitive political issues;
  • Knowledge of the electoral cycle approach, election observation/electoral assistance is a must;
  • Sound analytical judgment;
  • Ability to prioritise work, multi-task and meet deadlines;
  • Strong planning, communication and writing skills;
  • Excellent computer literacy and ffluency in English and Amharic required;
  • Ability to perform effectively under high pressure, hardship conditions and long working hours;
  • Excellent working level of English and Amharic languages; in both writing and speaking;
  • Willingness to adhere to all principle of confidentiality;
  • Ability to show initiative, good judgment, and resourcefulness;
  • Ability to work with senior management;
  • Enthusiastic team player;
  • Not member of a political party.
