Job Description:

Ethio Wetlands and Natural Resources Association (EWNRA) is a registered nongovernmental organization working to improve food security, livelihood bases and enhance sustainable management of natural resources in Ethiopia. EWNRA is going to implement REGRADE II Project in East Belessa woreda (district) of Central Gondar in partnership with and funding of Concern Worldwide. EWNRA would like to invite dynamic and creative applicants for the following positions:

Job Purpose:

  • In line with the principles of Ethio Wetlands and Natural Resources Association and donor rules and regulation; effectively and efficiently administer and manage all resources pertinent to the Project. 
  • To provide effective professional advice and support for all REGRADE II project  coordinator and senior officers so as to effectively plan and manage their respective program budget
  • To ensure that all EWNRA and donor mainstreaming policies, procedures and practices are incorporated into financial contracts, planning and implementation 

Main duties & Responsibilities:

Program Design

  • In compliance with EWNRA and donor financial templates, prepare and compile yearly financial plans and breakdowns for finance departments and programs respectively. 
  • Work closely with Project cooridnator in preparation of project budget. 
  • Undertake periodic inventory on the organization assets and transparently communicate with the relevant programs and departments. 
  • Coach and support program cashier to effectively discharge his/her responsibility 
  • Provide technical supports and advices for budget holders, purchase committee and float holders to effectively manage financial assets of the project.

Program Implementation (direct implementation or through Partnership)

  • Ensure that all program and project costs plan and expenditures are within donor Financial and Accounting policies and procedures.
  • Periodically revise annual program budgets and control each programs not to go above the allocated yearly budget. 
  • Periodically execute and submit Donor, Government and Stakeholder financial reports and statements within the due date.
  • Properly operate program office bank accounts by signing checks jointly with Project Coordinator or the appointed or authorized person. 
  • Check all monthly financial reports compiled by the subordinates and submit both soft and hard copies to the EWNRA, Main Office in timely manner. 
  • Intuitively undertake surprise visits on the purchase processes and various program activities to ensure that activities are moving on the rules and regulations set by the organization. 
  • Check and approve weekly cash accounts, payrolls and other related documents are within the required standard and interest of the organization.
  • Reconfirm and approve payments initially done by project cashier/Accountant and properly post to the program/project budget.
  •  Ensure that the project casher is following up the timely settlement of floats, fuel payment, and cheque payments and deposing of all collections to the Finance and Administrative Officer.
  • Participate and facilitate conducive environment for proper execution of external auditing 
  • Fill the gap in due absence of cashier/Accountant
  • Maintain good communications within the team and ensure that all information is shared within the team, and that the Program Coordinator is kept informed of progress in meeting deadlines

Financial Management

  • Effectively and efficiently manage project budget and assets 
  • Assist in the tracking and managing  all finances allocated to program office
  • Assist in the monitoring of under and over spending in each program/project budgets so as to attain our common vision. 
  • Periodically provide management accounts to Project Coordinator to promptly control their expenditures

HR

  • Participate in the recruitment of local staffs 
  • Support in the program office staff by coaching and mentoring to enhance their capacity in the proper management of financial resources
  • Manage and support casher/Accountant to ensure that he/her is performing based on the organization financial policy and regulations. 
  • Ensure that the work of casher/Accountant is in line with his/her PDR, troubleshooting unexpected problems, and delegate and follow up his/her performance.  
  • Building team work with vertical and horizontal hierarchies 

Reporting

  • Provide financial expenditures printouts for all Project Coordinators before sent to HO
  • Circulate new financial rules and regulations, formats, memos and other pertinent documents across Project office staffs. 
  • Responsible for the preparation of monthly donor reports, quarterly government report and other reports as per EWNRA, government and Donor request.

Networking

  • Represent EWNRA at inter-agency, and coordination meetings pertaining to the project offices or when requested by senior management
  • When appropriate, represent the organization at all relevant local government  meetings 
  • Liaise with the Organization at all level of staff.
  • Representing the project office in liaise with banks and other financial institutions who are working with the Organization.  

Monitoring & Evaluation

  • Monitor and support field/woreda level financial and in kind activities.
  • Surprise visit/count field level organizational assets
  • Monthly evaluate bank statement and reconcile it.
  • Periodical Monitoring of procurement process at field and urban areas

  • Demonstrate understanding of EWNRA’s and Donor’s shared Gender Equality Strategy
  • Contribute to ensuring that EWNRA is a place where men and women are treated equally and with dignity and respect 
  • Demonstrate gender equality awareness and gender sensitivity and an ability to integrate a gender equality perspective into tasks and activities

  • Able to seek appropriate advice and report anxieties/worries, and feel confident that they have been understood.
  • Understand and practice local safeguarding structures and arrangements and practices in a manner that reduce the risk of abuse, harm or neglect.
  • Identifies and refers to appropriate services any other associated persons including careers, family members and children at risk.
  • Able to document safeguarding and maintain appropriate record keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

Accountability

  • In line with EWNRA’s commitments under the Core Humanitarian Standard (CHS): actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Person specification:
  • BA Degree in accounting , Management ,Business management with minimum of three years or Diploma with five years relevant experience
  • Good communication and report writing skills
  • Ability to communicate effectively in both oral and written English.
  • Good interpersonal skills and team player with sensitivity to cultural diversity
  • Ability to work under pressure
Competencies:
  • Knowledge of participatory approaches
