Job Description:

Overview

Strengthening Host and Refugee Populations in Ethiopia (SHARPE) aims to increase livelihoods opportunities for refugees and host communities using the market systems approach. SHARPE operates in 3 locations in Ethiopia, Jijiga, Dolo Ado and Gambella, with a coordinating office in Addis. SHARPE will run from September 2019 until March 2025. 

Role and Responsibilities

The Hub Lead will have managerial oversight over SHARPE activities and team in the Jijiga Hub, Somali region. This includes oversight of financial management, technical operations, and logistics for the Hub. S/he will be responsible for building relationships with government and UN stakeholders, for ensuring effective coordination and reporting with relevant authorities, overseeing the relevance and quality of all hub level interventions and for effective oversight, monitoring and adaptation of all interventions. The Hub Lead is responsible for ensuring that the office and team is operating effectively and independently, with effective team management, and contributing to the overall SHARPE objectives. The Hub Lead will work closely with the Addis based team - Team Leader, Senior Business Advisors and Finance and Operations staff – as well as with all technical advisors. He/she acts as the central point of contact for the Hub.

Management

  • Produce monthly and weekly hub level work plans. Oversee the implementation of these plans and support all hub level staff to achieve the objectives set out in the workplans
  • Contribute to strategic decisions regarding interventions and scaling up interventions, drawing on regional knowledge and operational expertise.
  • Provide expertise on the political economy of the region and how interventions should consider the context.
  • Support in the design of interventions, risk mitigation and solving of potential challenges that Business Advisors may come across.
  • Oversee logistics of the Hub, including the use of short-term technical experts and related security and programme requirements. 
  • Manage the Hub Team, providing performance management, career development and human resources support. 

Relationship management

  • Lead on all regional/hub level relationships with key stakeholders, particularly RRS and UNHCR. Ensure effective coordination with key stakeholders and regularly brief RRS and UNHCR about ongoing SHARPE activities.
  • Build strong relationships with RRS, UNHCR and relevant refugee camp stakeholders to facilitate ease of activities in the region. Act as point of contact for local government and high-level stakeholders.
  • Facilitate relationships with private sector actors and potential intervention partners.

Financial, Risk and Compliance

  • Oversee financial management and processes for the region, ensuring adherence to programme operations and finance manuals.
  • Ensure all partner expenses are in line with grant agreements and are genuine.
  • Ensure that due diligence and compliance regulations are adhered to at the Hub Level.
  • Ensure grant management follows SHARPE grant management processes and tools, including thorough due diligence. Conduct internal spot checks on grant compliance.
  • Act as security focal person and safeguarding focal point for the Hub. This involves ensuring all team are aware of security and safeguarding processes and that all Hub Team have annually completed security, ethics and safeguarding training. 
  • Hold overall oversight over staff movement in region, ensuring staff have security and logistical support required.

 Reporting

  • Contribute to the Hub Level reporting deliverables, including updates on risk management, team performance, activity progress, and political economy analysis of the region.
  • Oversee document management for the Hub
  • The Hub Lead line manages the Hub Team, supervising and managing direct line reportees, including providing performance feedback on a quarterly basis.
  • The Hub Lead is based in Jijiga with regular travel to all refugee locations in the region, and with regular travel to Addis Ababa as needed.
  • The Jijiga Hub Lead reports to the Team Leader.

Required Skills & Competencies

  • Post graduate qualifications in business, economics, agriculture, development or relevant field(s) with a minimum of 5 years work experience in related filed.
  • Relevant content / thematic knowledge and experience, with the ability to apply this knowledge to meet SHARPE objectives.
  • Strong analytical and problem-solving skills. Ability to think strategically and be solutions focused.
  • Strong commitment to gender equality, inclusion and do no harm principles.
  • Ability to build relationships and understand stakeholder needs.
  • Excellent facilitation and stakeholder management skills.
  • Ability to design and management a range of partnerships with diverse actors, both public and private sector.
  • Excellent coordination and team working skills

Strong project management and financial management skills.  

Excellent communication skills (written and verbal) in English, Somali and Amharic.
