 About MSF

Médecins Sans Frontières (MSF) is an independent international medical humanitarian organization that delivers emergency aid in more than 70 countries to people affected by armed conflict, epidemics, natural or man-made disasters, or exclusion from healthcare. 

The main purpose of the Position

The L&D manager provides strategic and functional expertise and advice in learning development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the missions’ operational goals effectively.

Accountabilities

  • With the support of the HR Coordinator and in collaboration with the coordination, responsible to define, develop, promote, apply, follow up, and advising on the learning and development strategy of the mission
  • With the aim to develop MSF staff (and external collaborators, where relevant) to achieve the mission’s operational objectives effectively.
  • Contribute to developing advanced, innovative, and useful L solutions and initiatives for the global workforce that enable continuity and transfer within and across the missions and other MSF entities and local partners, i.e. talent development, securing a variety of L applications – including coaching mentoring - adequate onboarding, etc. 
  • Advise and support coordinators, managers, and supervisors to create supportive learning environments and apply appropriate learning and development processes, tools, and best practices, including how to identify and address learning needs, gaps, and opportunities.
  • Influence stakeholders by building buy-in for the most appropriate learning and development approach for specific situations in accordance with the mission and OC-level and OPS strategies.
  • Proactively plan and lead the learning and development annual planning and budget process based on learning needs analyses and strategic operational and organizational objectives. 
  • Proactively seek to increase access to learning and development opportunities for all employees of the missions – including identifying synergy/exchanges/collaboration with other MSF sections and other local institutions.
  • Plan, develop and follow up on mission-wide or project-specific staff learning and development activities by identifying and addressing learning needs and opportunities that maximize staff development to achieve operational objectives.
  • Advise employees and coordinators, managers and supervisors in the mission on the application of individual development and potential growth paths for themselves and their direct reports.

MSF Section/Context-Specific Accountabilities

  • Oversee the L&D responsibilities including managing and coordinating all training held within the mission (e.g. logistics related to MSF local/regional/international training & communication with L&D dept./trainers/facilitators).
  • Focal point for all L&D (Learning and Development), training applications (National & International Staff) within the mission, whereby the L&D implementer receives and assesses applications, provides feedback as needed, and submits applications to HQ.
  • Follow-up and oversea L&D-related reporting carried out, in collaboration with the HRCo.
  • Provide the mission with L&D tools, knowledge and skills
  • Develop a clear framework for L&D - with a focus of knowledge, understanding of L&D activities and increased transparency
  • Ensure that the objectives within the L&D strategy are met and that all guidelines for carrying out learning and development activities are being enforced.
  • Create, update, and refine all tools, policies, and documents relating to L&D
  • Ensure that coordinators, managers, supervisors and staff are properly informed on L&D processes, policies, and resources via briefings, presentations, workshops, and regular updates by the L&D manager
  • Responsible for developing the capacities of supervisors and supporting managers, teams, and projects with their Learning Needs Assessments in preparation for annual planning cycles. Assembles and monitors mission L&D Matrix.
  • Support projects to assist the MoH in increasing the capacity of MoH-employed staff if necessary
  • Responsible for the L&D activities within the mission HR Action Plan. Activities currently centered around 3 main priorities: 1) Onboarding 2) Mobility 3) Strengthening operational resilience.
  • Strengthen cooperation with the OC’s L&D managers, in order to share best practices and look for synergies between the two sections. Develop collaboration with other sections where possible/relevant. 
Job Requirements:

Required Qualifications and Professional Experience

  • Education: Degree in the field of HR, learning and development, organizational development, or relevant experience. 
  • Experience: Working experience of at least two years in a learning and development position. Desirable previous experience in MSF or other NGOs in developing countries.
