Job Description:

Job Purpose:

  • To provide start up support at the project area levels and to provide cover if there is a gap in such positions at project implementation areas.
  • To provide financial support activities to Concern World wide’s Country and Field Offices during project implementation and to ensure compliance with policies and procedures and that Concern Worldwide and donor requirements are met in all Country and Field Offices.
  • The position involves high level of travel to field offices (70%) and requires flexibility in terms of movement and duration of assignments.

Main duties & Responsibilities:

  • Assist in gap filling Finance roles at field level
  • Support to ensure the necessary accounting, documentation and reporting procedures are completed in line with policies.
  • Ensure that all financial records & accounts are compiled timely, accurately and in line with accounting standards & donor regulations.
  • Maintain an effective & efficient system of internal controls which comply with Concern World wide’s financial guidelines.
  • Ensure timely & accurate preparation of monthly journals, cash and bank books
  • Ensure that steps are taken to mitigate the risks of fraud, including conducting random spot checks in project locations, such as cash counts and review of purchasing processes.
  • Ensure adequate controls over cash & bank management are constantly monitored to minimize the risk of fraud or misappropriation.
  • Conduct regular field visits and provide the necessary technical support to the local support team, producing a report highlighting any issues or concerns that may need management’s attention
  • Lead operational start up in new project locations, including identifying appropriate banking availability etc.
  • Provide support at the project area level on induction and training of project areas based Finance staff and training non-finance staff on finance policies and procedures.
  • Support the field offices in their effort to rectify internal/external audit findings
  • Provide input for internal control gaps observed that the Country Finance team take action on.
  • Dealing with VAT and related issues

  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopian Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

  • Able to document safeguarding concerns, and maintain appropriate record keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.
Job Requirements:

Personal specification

Essential:

  • BA Degree or Maters in accounting, finance or related field of studies with minimum of five years or above for degree holders or three years or above for masters holders in finance or similar experience required
  • Computer literate (Excel with formula, word, power point and email, etc.)
  • NGO experience in emergency projects is an advantage
  • Field work experience- experience working remote field is an advantage
  • Good communication and report writing skills
  • Abel to work under pressure and remote areas
  • Self-motivated and can significantly work under less supervisions

Desirable:

  • MA/ACCA/CPA accredited is an advantage
  • Knowledge of international institutional donor rules and regulations, and experience in preparing reports and budgets

Competencies:

  • Ability and willingness to frequently travel and stay at the field
  • Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children.
  • Proven capacity to supervise, train and coach staff and working with community members
  • Fluent spoken & written English
  • Excellent management capacity
  • Good communication and administrative skills
  • Excellent Financial management capacity
  • Excellent coordination and facilitation skills
  • Know what constitutes a child or adult at risk and need for a safeguarding intervention
  • Know what to do if there are concerns about child or adult abuse, harm and neglect, including local policies and procedures around who to contact, where to obtain further advice and support, and have awareness of how to raise concerns
