Contract duration: 31.10.2023

Application deadline: 08.04.2023

Duty station: Addis Ababa

The Higher tier Cooking Component (HTCC), as part of the larger ‘Strengthening the Entrepreneurial Ecosystem for the Clean Cooking sector’ project, aims to support the development and growth of the higher tier clean cooking market in selected countries.

The HTCC project will be implemented by a consortium of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and SNV Netherlands Development Organisation. GIZ is the consortium lead, whereas SNV is the component partner. GIZ will oversee the overall steering of the project and thematically will implement the Innovation Challenge Fund (Pillar 2), Government Capacity Building and Strategic Sector Coordination (Pillar 3). SNV will be responsible for the Results-Based Financing (Pillar 2), pipeline development support (Pillar 1) and will also support sector coordination at implementation/operational level (Pillar 3).

Both, GIZ and SNV continuously support improvement of the enabling environment for the sector and provide targeted capacity building and institutional support. Through the Sector Enabling Environment for the Clean Cooking Sector (SEECCS) project, GIZ and SNV have been instrumental in the development of a strong enabling environment and strengthening of the Ethiopia Clean Cooking Alliance (ECCA) the most important, multi-stakeholder national lobby and advocacy body for clean cooking. The establishment of ECCA was initiated by SNV in a RVO funded project (2017-2019).

With a dedicated component for improved cooking under EnDev, both GIZ and SNV Ethiopia have been providing technical expertise as well as awareness and marketing support to ICS artisans, entrepreneurs, and stove manufacturers. To date, EnDev Ethiopia’s work has enabled more than 1,200,000 people to obtain sustainable access through the market-based dissemination of solar mini-grids and improved cookstoves and fuels. EnDev has supported the distribution of ICS to 863,282 people resulting in the creation of 320 new jobs and annual savings of 288,906 tCO2e. Against this background, as well as with the broad and well-established partnerships with Ethiopian energy sector stakeholders at all levels (see Table 4), GIZ and SNV are in a unique position to lead the HTCC in Ethiopia and achieve tangible and sustainable results.
