Job Description:

Background

The FINISH - Financial Inclusion Improves Sanitation & Health – programme aims to achieve sanitation for all through a market based (diamond model) approach - an integrated model that addresses both the demand and supply side of the sanitation challenge.

The programme works with a multistakeholder approach which involves the entire value chain. By mobilising the supply side of sanitation while integrating financial resources into the value chain, the programme raises awareness on and creates a demand for sanitation services amongst end-users.

We ensure that:

  • People are aware of the need for a safe and durable toilet,
  • People want to buy one and can afford it,
  • Local people can build one.

FINISH Mondial is a five-year programme being implemented from Jan 2021-Dec 2025. It builds on 11 years of implementation India (since 2009) and 7 years of implementation in Kenya (since 2013). In 2018 the programme expanded to Bangladesh, Ethiopia, Tanzania and Uganda through financing of a one- and one-and-a-half-year bridge funds.

FINISH Mondial Mid-term review (MTR) process

A mid-term review is planned for Q1-Q2 2023 to determine whether the programme design (ToC and underlying assumptions) of FM still stands, addresses the needs and is able to reach the set targets. The midterm review encompasses the following elements: midline assessment, sustainability check, review of baseline against midline resulting in a management response and input for the remainder of 2023 and Annual Plan 2024 and remainder of the programme, and country specific Theories of Change (ToCs).

As part of the FINISH Mondial (FM) requirements from DGIS, FM is tasked to conduct a midterm review. In addition to the measurement of the current progress, a partnership assessment at global and country level will be conducted based on which suggestions for the remainder of the programme will be formulated.

MTR objectives:

The MTR has following objectives:

1.       Assess to what extent the FINISH Mondial Consortium is making progress towards the (global & country level) programme targets (KPIs and against the MEL indicator Framework) since programme implementation start (Jan 2021) and the midterm review (Q1 2023)

a.       In terms of strategy (theory of change pathways of the diamond) and

b.       common approaches (GESI, CVR, Financial Inclusion and sustainability)

Based on the insights gained under objective one

2.       Make a judgment whether 2025 targets will realistically be met and adjust TOC at country and Global level to maximise results.

3.       Reflect and gain insights on management and governance towards greater programme impact.

4.       Providing input for programme planning & governance for the remainder of FM (2023-2025) (country/global).

At country level:

  • Assess the effectiveness of the programme with respect to country level applicability of the ToC and towards the targets set during the baseline. Review if adjustments are needed (including regarding the assumptions and objectives) during rest of implementation phase.
  • Measure progress and assess if the country programmes are on-track to reaching expected results (service levels and sustainability factors) and if not, define follow-up strategies and/or adjust associated targets.
  • Assess in what way gender and social inclusion (GESI), climate vulnerability and resilience (CVR), sustainability and Financial Inclusion have been addressed in the sub-programmes.
  • Assess the impact of COVID-19 pandemic on the realization of the targets.
  • Identify country level opportunities and risks for the coming period;
  • make recommendations for the second half of programme implementation to be taken up by the SB and / or country coordinators and relevant local authorities through a management response.

With regards to objective 3: Reflect and gain insights on management and governance towards greater programme impact:

The aim is to internally assess and learn how the Consortium is functioning on a more strategic level both in the programme countries as well as in the Netherlands. This covers both the way the FINISH Mondial internally steers processes in support of the execution of the (global and country-level) programme and the way in which country level procedures function. The answer to the questions should give insight into the added value of the FINISH Mondial Consortium in its current structure and implications for the future.

  • Assess the extent to which Consortium collaboration in the implementing countries and in the Netherlands add value and enhance a comprehensive implementation of the programme.
  • Analyze if the management procedures and implementation processes lead to effective programme implementation.
  • Gather input to jointly reflect on what improvements can be made to increase collaboration.

Content

The midline will be conducted based on the FM results framework that was also used for the baselines, covering all pillars of the diamond. In preparation of the midline assessment, the framework will be updated. Findings on financial inclusion (FI), GESI and CVR and sustainability will be used to create 3 new position papers or reviews, building on the position papers of 2019-2020. The fourth position paper, on sustainability, will be measured through the now finalised sustainability check at midline (also done at baseline). The FSM-CE and GESI WGs will therefore be directly involved in supporting the country specific plans for the MTR.

Geographical Scope

Since FM began in 2018, it has been expanding geographically on a rolling basis. This means that every year, countries expand to other counties/districts/cities/woredas. It will cover areas for which has been done in 2018, 2019, 2020, and early 2021.

Amhara regions

Debremarkos, Aneded district (Amber), Sinan, Debay Tilatgen (Kuy) District, Sinan district (Rebu Gebay)

Oromia Regions

Adama, Ade’a, Gimbichu, Mojo, Lume, Bishoftu

 Ethical considerations

Each Consortium partner is committed to ensure that data collection follows good practices and uses ethical considerations of informed consent, voluntary participation, confidentiality and anonymity.

Data quality

The methodology section in the midline assessment report should explain how data collection was designed and carried out.

Although differences may exist in terms of the data collection process defined per partner, partners have committed to ensure that the midline assessment report will present good quality data (reliable, credible and valid) and analysis that will be delivered in a timely manner following the established workplan and deadlines.

Data management

For quantitative data collection, the Consortium will use digital technology (e.g. mobile phones). Each Consortium party is free to choose its preferred data collection tool. The data will be made available - to the extent possible, respecting privacy - for (local) stakeholders to use.

Data analysis

After data collection, the data on the 11 programme indicators will be analysed taking into account the following considerations:

  • Disaggregation of data by sub programme intervention site, gender and rural/urban residence, as described in the M&E guidelines.
  • Each consortium partner will ensure the comparability of the indicators between midline and baseline, and across sub programmes, by closely following the M&E guidelines and using the JMP score questions as a reference.
  • Data analysis is not limited to finding indicator values only, but also the underlying contributions of the programme.
  • Reflect on any contributing or hindering factors identified.
  • Compare progress in indicators between baseline and midline

2.       Submission of the Bid documents

I.  Cover letter: Signed one page cover letter containing, the name, mailing, address, telephone number and brief relevant information of the applicant.

II.   Detail Technical and financial Proposal: In addition to detailed technical matters, the technical proposal shall provide a description of the consultant including an outline of the consultant’s recent experience in similar undertakings and a detailed plan for accomplishing the tasks described in the specific task section and submit the soft copy of technical proposal to AmrefETProcurement@amref.org; Subject should be clearly stated “MTR and sustainability check report FINISH Mondial on April 5, 2023.  Please also submit the detail financial proposals in hard copy to the below address. The financial proposal should list itemized details of costs associated with the survey. All proposed costs should be expressed in Ethiopian Birr and this proposal should be submitted with a separate sealed envelope.We will consider financial proposal for technically qualified (≥75%/100) firm.

Annexes: Any documents such as curriculum vitae, work experiences, renewed license and other information, which the applicants feel, will assist the proposal review team in evaluating the proposal may be attached as annexes.

Logistics

Amref Health Africa in Ethiopia will not provide office space, computers, copying, printing and telephone services, vehicles to the consultant, but can facilities for the presentation of results to be made.  And the assignment will be completed by max 45 days.

Others

  • The consultant will work closely with Amref Health Africa ET and liaise with M&E Department in particular. The Department will provide relevant projects documents to the consultant for his/her review;
  •  Amref Health Africa Ethiopia will check the recruitment of data collectors, supervisors and translators. The cost will be covered by the consultant.
  • Amref Health Africa in Ethiopia will check data collectors, translators and supervisors who will be recruited for the assignment.
  • All relevant documents should be submitted to Amref Health Africa ET upon completion of tasks both in hard and soft versions. These documents include the schedule of the field survey and dataset and analysis and final report; the evaluation protocol/inception report which focuses on the methodology of sampling (description of …if any sampling weigh for clusters) and data collection; tools for data collection and analysis details.
  • The consultant should not share any of the evaluation results to any third party

Payment

The payment for the consultancy work shall be made in two phases according to the following schedule.

  • The first payment of 30% advance of the total agreed contractual amount will be made after the signing of the contract agreement and submission of field work plan.

The second payment of 70% of the total agreed contractual amount shall be made effective to the consultant upon the approval and acceptance of the final evaluation report

Amref Health Africa has the right to partially of fully cancel the bid as any changes or

 

 

Job Requirements:

 Required Experience

  • The consultant will consist of professionals in the fields of Environmental Health, climate change and epidemiology in master or PhD. In addition, to the above requirement, consultancy firm or individual is required to meet the following minimum requirements in order to qualify for the submission of its proposal:
  • Significant Previous experience in similar tasks or consultancies; previous experience in similar tasks or consultancy.
  • Analytical and conceptual ability, demonstrated understanding of survey design and social research methods to understand climate change and its impact on health.
  • High quality English report writing
  • The consultant should be a registered and should have renewed license for the current Ethiopian fiscal year.
