Job summary

The GBV Coordinator for Tigray will support the SPs Protection Manager in leading SP’s GBV programming in northwestern Tigray as well as any other relevant location. He/she will provide technical oversight to SP’s GBV activities across relevant locations in Tigray, ensuring the improvement and application of harmonized quality standards and supporting a consistent integration of protection principles into all SP's program activities across Tigray. He/ She will technically supervise GBV officers, SP MMNUs, Psychosocial and Protection as well as provide any needed support to protection assistants and community workers. He/ She will additionally work closely with the Protection Coordinator in Shire to ensure quality implementation of SP’s activities across Tigray.

KEY RESPONSIBILITIES

Management and supervision

·       Provide technical supervision to SP’s GBV team in Shire and surrounding areas, in collaboration with the Protection manager and the health manager;

·       Contribute to the recruitment and performance management of protection staff as needed;

·       Develop staff capacities on GBV as needed including case management, AGD, PSEA…;

·       Develop tools and guidelines to support protection programming in coordination with Protection Manager and Protection Coordinator.

Technical Oversight and Management of Protection Programming

·       Ensure that SP's protection interventions are implemented according to international best practice standards;

·       Contribute to the design of GBV projects for Shire Office under the guidance of the Protection Manager;

·       Responsible for overall planning and timely implementation of GBV activities, ensuring adherence to SP policies and procedures.

·       Ensure GBV guiding principles and approaches are adhered to in project interventions;

·       Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international GBV minimum standards;

·       Initiate prevention and response activities based on community recommendations including PSEA activities;

·       Build capacity of staff in GBV prevention and response through regular trainings, on the job coaching and mentoring. This includes providing specialized trainings for staff, including (but not limited to): case management, GBV, PSS, GBV mainstreaming, GBV prevention approaches for the community, economic empowerment initiatives…;

·       Actively collaborate with the health, nutrition, protection, shelter and WASH colleagues to seek program synergies and opportunities for innovative integration and to ensure comprehensive assistance to the persons of concern;

·       Contribute to mainstreaming protection efforts across SP programs including lead on internal protection mainstreaming initiatives at the state level

·       Monitor and analyze main GBV concerns and advocate with relevant stakeholders with the aim of mitigating risks;

·       Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and conduct regular project reviews;

·       Ensure timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports;

·       Spearhead all PSEA related campaigns/sensitizations and build the capacity of the GBV staff and partners on SEA in addition to actively participating in the interagency PSEA network, jointly with the Protection team;

·       Lead or contribute to protection/multisectoral assessments and mappings, and identify protection needs related to GBV and PSEA;

·       Ensure a strong service mapping is developed, regularly updated and shared and develop referral pathways where needed;

·       Conduct regular needs assessments to inform program design and strategic direction as well as identify risks and vulnerabilities;

·       Develop, adapt and oversee the roll-out and application of quality measures for SP’s protection activities, in line with SPHERE standards, the Inter-Agency Minimum Standards for Child Protection, guidelines defined in national coordination forums, and similar;

Coordination and Representation

·       Represent SP in GBV coordination/Cluster meetings as agreed with the Protection Manager;

·       Promote improved understanding of protection issues among all relevant stakeholders and ensure the observance of international protection and humanitarian law standards;

·       Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, GBV, and AGD approaches.

Monitoring, Reporting, and Development

·       Support the Protection manager and Area Manager on protection related proposals as relevant;

·       Develop protection-focused program monitoring tools as relevant and upon request;

·       Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards;

·       Conduct program monitoring as per expected outputs and outcomes;

·       Ensure that the design and implementation of protection activities address protection needs of IDPs, and other vulnerable populations within SP's mandate, and contribute to the relevant durable solutions;

·       Ensure that quality assurance systems are developed and applied, with particular reference to the Core Humanitarian Standard and Age, Gender and Diversity throughout the program;

·       Explore new partnerships and work closely with the Protection manager and the other relevant staff to develop quality proposals, concept notes, and budgets.

Job Requirements:

Education and Experience

·       Bachelor’s degree/MA in social sciences, law, social work, Public health, Reproductive health, international development, or another relevant field from a recognized institution.

·       Minimum 3 years' work experience within the field of GBV and protection, particularly within the field of migrant/IDP/refugee protection;

·       Several years of experience working with international NGO's, UN agencies, local authorities in IDP/migrants/refugee settings in complex emergencies;

·       Demonstrated experience in developing and delivering high-quality trainings on GBV core principles and other protection concepts;

·       Demonstrated experience coordinating with and supporting national and local authorities as well as humanitarian coordination forums;

Language

·       Fluent English (written and spoken) is mandatory.

·       Local language Tigrigna is an asset
