Welthungerhilfe/German Agro Action is an international NGO with Head-Quarter in Bonn and working in Africa, Asia, and Latin America. Welthungerhilfe/GAA is fighting to help free the world of hunger and poverty. This vision is the basis of our organization’s character and activities. Welthungerhilfe/GAA secure funds from private donations and international funding organizations, for example STARTFUND, UN-OCHA, ECHO, SDC  and German Government. We work in the sectors of Rural Development, WASH, Shelter NFI, Nutrition , Cash based response, Agriculture in Emergency, CCCM (Camp Coordination and Camp Management) , Natural Resource Management and Social Development. Welthungerhilfe/GAA Ethiopia follows partnership approach for project planning, implementation, and in some cases WHH/GAA implements projects by itself.

General Information 

·       Duty station:  Addis Ababa, Ethiopia

·       Job Title:  Human Resource and Admin Officer

·       Reports to: Head of Operation

·       Contract Period: till 31.12.2024 with possibility of extension.

1. Objectives of the position

The aim of the position is to manage Welthungerhilfe’s personnel administration and human resources development. The Human resource and Admin officer will be responsible for handling personnel functions such as Human resource planning, recruitment and selection, staff benefits, performance management, grievance, and other areas of Human Resource activities and to ensure that the organization HR policies and procedures are fully applied.

2. Duties and area of responsibility

Support employment planning and recruitment for new positions

·        Assist the management in defining future personnel needs (employment planning)

·        Continuously review and adapt existing standard job descriptions.

·        Update existing standard requirement profiles for each open position.

·        Ensure vacancy announcements correspond to the requirement profile and Welthungerhilfe standard, publish them.

·        Keep the candidates informed about the selection process (acknowledgement of receipt, results)

·        Pre-select candidates based on requirements and propose suitable candidates to the management.

·        Organize and participate in the selection process.

·        Manage and regularly update the personnel files for Welthungerhilfe national personnel.

Manage compensation and benefits issues.

·        Assess the competitiveness of Welthungerhilfe salaries through benchmarking with other agencies.

·        Document conditions for benefits to be paid and report the need for adjustments.

·        Keep track of country legislation concerning compensation and benefit issues and identify need for adjustments.

·        Prepare Welthungerhilfe standard employment contracts (national personnel, consultants) according to specifications in the service request.

·        Advise the management on the proper classification of positions and/or suitable remuneration according to Welthungerhilfe’s remuneration system for national personnel and consultants.

·        Check contracts (legal aspects, classification, remuneration) and whether they correspond to Welthungerhilfe rules and agreements.

·        Submit proper contracts to the management, Monitor the contract implementation and process requests for subsequent payment.

Maintain good employee relations.

·        Organize the election of an employee representation and inform elected representatives about important issues (upon request of the management team)

·        Synchronize training and development measures.

·        Monitor the timely execution of personnel assessments in projects and programmes

·        Ensure the original version of the personnel assessment is filed in the personnel records at the Welthungerhilfe office.

·        Advise the management on training and development issues

·        Set up and continually update a database of external training providers

Filing and Documentation of Personnel Records

·        Organize, compile and update personnel records and documentation.

·        Maintain scanned copies of HR records and correspondence in designated files (electronic or hard copy).

·        Establish and manage new personnel files and record data of all newly recruited personnel.

Provide Administration support.

·        Mange and coordinate overall office activities and provide administrative support to the leadership.

·        Provide appropriate, timely support to national and field offices on all office-related and administrative issues.

·        Handles work permits, visa processing, air ticket bookings and international travel arrangements for staff and visitors.

Others

·        Assist the Head of Operations in formal employment related panels such as disciplinary, grievance, performance and absence management, ensuring managers are briefed and follow the correct process.

·        Ensure safeguarding and code of conduct practices are adhered to in line with the organizational policy.

·        Implement all aspects of the risk management framework relating to HR management.

·        Manage the onboarding and probation period of new staffs; liaising with management to ensure that they are performing as expected and providing appropriate support / corrective action.

Job Requirements:
Education

·        BA Degree in Human Resources Management/Management/

Experience

·        Minimum of 7 years of work experience in Human Resources in INGO.

Skills

·        Previous experience from working in complex and volatile contexts.

·        Fluency in English, both verbal and written

·        Excellent communication skills

·        Having strong team spirit and willing to work under pressure
