Project Background

This Opportunity:

Palladium International, LLC is implementing the $250 Million, 8-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region. Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.

USAID CATALYZE MS4G focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.

To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to deliver business development and financial advisory services to Small and Medium Enterprises (SMEs). The project leverages Business Advisory Service Providers (BASPs) and Pay-for-Results (P4R) awards and co-creates and co-funds partnerships to enhance enterprises’ performance, product/service delivery, and inclusion. The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality. As it enters its third year, MS4G is placing an increased focus on WASH Finance, enhancing livelihoods and enterprise to shocks such as the COVID-19 pandemic and responding to the food security risks related to the supply disruptions and increasing cost of agricultural production and fertilizer.

The Procurement Specialist will provide technical support and direction to MS4G in line with client expectations. S/he is based in Addis Ababa to enhance the opportunities to link more closely with other USAID/Ethiopia Mission-sponsored projects, other USG-sponsored cross-sector activities, private sector players and Government of Ethiopia (GoE) agencies and ministries on the urgent actions and partnerships needed to achieve the expected results.

Reporting and Supervision:

The Procurement Specialist will report to the CATALYZE: MS4G Procurement Manager.  S/he will be responsible for assisting in oversight of all aspects of the acquisition of goods and services for the project from requisition to disposition.

Primary Duties and Responsibilities:

  • Specific responsibilities of MS4G Procurement Specialist include, but are not limited to:
  • Assist preparation of procurement plan for the purchase of equipment, services, and supplies.
  • Assist in the identification and selection of appropriate suppliers and contractors, to promote good procurement practice and best value for money in accordance with Palladium International procurement guidelines and manual.
  • Work closely with CATALYZE: MS4G staff to determine procurement needs, quality and delivery requirements.
  • Responsible for purchase order placement timing, supply / demand alignment, material replenishment and supplier performance
  • Assist the Procurement Manager in market research and development of vendor database for wide range of goods and services.
  • Monitor, evaluate and maintain supplier performance records, according to an appropriate Service Level Agreement, purchase orders and subcontract agreements on a continuous basis.
  • Support in maintenance of supplier relations and negotiation of procurement terms and conditions including commercial item subcontracts, consultant agreements, Blanket Purchase and Indefinite Delivery Indefinite Quantity Agreements
  • Facilitate and track all project assets in project registry, periodically assess status and dispose of assets per USAID regulations and Palladium policies and procedures.
  • Support in maintenance and periodic update of procurement trackers in coordination with the staff.
  • Undertake and document vendor due diligence before issuance any purchase order and subcontracts to vendors and/or contractors.
  • Support the Procurement and Compliance Manager in maintenance of procurement records and documentations.
  • Other tasks as assigned by the Supervisor.

Location: The position is based in Palladium’s Addis Ababa, Ethiopia Office

Job Requirements:

  • Strong analytical and problem-solving skills.

Professional Expertise/Competencies Preferred:

  • A bachelor’s degree in Supply Chain Management, Business Administration or other related field relevant to the position requirements.
  • At least 3 years of work experience in operations/logistics of large scale, donor funded projects, preferably on a USAID funded project
  • Knowledge of and compliance to USAID Rules and Regulation in particular the Federal Acquisition Regulation
  • Strong supply chain management and/or operational management experience.
  • Professional level of oral and written fluency in English language.
  • Relevant computer software skills and familiarity with standard applications in MS Office.
