About the Position: 

The Senior Internal Auditor will be responsible for regular auditing of GOAL Ethiopia’s programmes and operations to ensure compliance with GOAL policy, in-country operating procedures, and with donor rules and regulations. In particular, the audits will assess whether internal controls are adequate and identify improvements where necessary, across all departments, including programmes, finance, logistics, procurement, HR and IT. The Senior Internal Auditor will prepare reports detailing audit findings and recommendations to correct deficiencies in a timely manner. This role reports directly to the Internal Audit Manager. Senior internal auditors examine and monitor a company's finances and are responsible for overseeing the full audit cycle, developing auditing strategies, and creating solutions to make the company's financial processes more effective.

 KEY AREAS OF ACCOUNTABILITY/DUTIES

  •  Prepare, agree, and coordinate a risk –based annual IA plan, including field visits and HO department audits as appropriate with the support of the Internal Audit Manager.
  • Analyzing the results of the audit and presenting possible solutions for ineffective financial practices to management.
  • Conducting risk assessments to recommend aversion measures and cost savings.
  • Following up with management to ensure remediations are implemented into the company's financial practices.
  • To ensure regular internal audits are conducted at both country head office and field office(s) based on the agreed Internal Audit Plan, with particular emphasis on transaction testing, cash management, float transaction testing, program trainings, asset management, stock keeping, vehicle operations, personnel management, beneficiary distributions and records and general donor compliance.
  • To review and ensure walkthroughs and tests of GOAL Ethiopia systems and controls are conducted, assessing whether they are operating as per policies, procedures, and donor regulations, with emphasis on risk management, finance, cash handling, trainings, Logistics, procurement, stores, fleet management, HR, security, and distributions. This should include following transactions through the supply chain and to beneficiaries or recipients, and ad-hoc visits to trainings etc.
  • To produce internal audit reports, in the agreed standard format, for the presentation to the Internal audit manager with findings and issues identified during the audit, give appropriate recommendation and actions, providing advice and suggestions on improvements to GOAL Ethiopia systems and procedures where appropriate.
  • The Senior Internal Auditor will also ensure that issues log from their own audits are entered on the online GOAL consolidated issues log (CIL), complete re-testing once departments have addressed the issues, and test other audit finding resolution, following up on all outstanding issues until they are closed.
  • Independently assess risk management in Ethiopia to ensure that risk management processes are effectively embedded throughout the organization.
  • Conduct any ad-hoc internal audit, compliance and financial investigation assignments as requested by the management and/or as directed by the CD to the internal audit manager.
  • Coordinate the internal audit activity.
  • Liaise regularly with the in- country Donor Compliance Management when making field visits to follow up on any donor specific compliance issue required.
  • Ensure compliance with donors’ rules and regulations as well as GOAL’s policies and procedures.
  • Ensure that all donor files and sub-grant files contain the appropriate documents in line with the file checklist: signed contract, donor guidelines, approved budgets and/or modification, chart of account and so on.
  • Review beneficiary listings in respect of relevant projects ensuring same tie into the distribution summary and donor reports (interim & final) and liaise with programme management to ensure same will be available for external audit.

  • Have an understanding and awareness of GOAL’s M & E process and Guidelines, and how they contribute to the internal control environment.

 Fraud, Anti- corruption & whistle –blowing.

  •  To ensure familiarization with GOAL fraud, anti-corruption and whistle-blowing policies and help implement these policies to staff and GOAL Ethiopia’s partners/sub-grantees as directed by in-country management.

 Other Duties

  • Perform other tasks as requested by Internal audit Manager from time to time. All roles in GOAL may require some manual handling from time to time. 
Job Requirements:

  • BA and/or MA degree in Finance, Accounting, or related area of study with a minimum of six years of related work experience in audit and out of these two years at a supervisor level.
  • A minimum of 5 years' experience working in accounting or auditing.
  • Certified Internal Auditor (CIA) certification is an added advantage.
  • Strong knowledge of auditing standards, procedures, laws, rules, and regulations.
  • Excellent technical and analytical skills.
  • Advanced computer skills and working knowledge of auditing software.
  • Meticulous attention to detail and a high level of accuracy.
  • Ability to work with large amounts of complex financial data.
  • Solid communication and leadership skills.

 ·         Knowledge of audit procedures, including planning, techniques, test, and sampling methods involved in conducting audits as well as good attention to detail.

·         An ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports.

·         Continually look to improve personal skills, knowledge and work and contribute to capacity building within the team and organisation.

·         Excellent communication skills in English both verbally and in writing, local language other than Amharic is an added advantageous.

·         Excellent computer skill in Microsoft Word, Excel, and Outlook.

·         Ability to learn new systems and IT software quickly and effectively.

·         Organised and flexible, ability to respond to changing priorities, with good attention to detail.

·         Highly motivated, ability to learn and develop as well as the ability to work independently and take show initiative where appropriate.

·         Accountability & responsiveness within areas of responsibilities,

·         Willingness to travel to field sites on a regular basis and work in challenging environments.

·         Experience in dealing with institutional donors such as OFDA, USAID, ECHO, UNHCR UNOCHA and Irish Aid.

·         Good team player, flexible and capable of working with a multinational country team with a commitment to capacity building.

·         Excellent interpersonal, motivational and management skills
