Job Description:

CARE seeks a Sr. Gender & Advocacy Advisor for an anticipated $25-49 million USAID-funded Climate Resilient WASH activity in Ethiopia. The goal of this activity is to accelerate the expansion and sustainability of climate-resilient water services and the adoption of key hygiene and sanitation practices in targeted pastoralist areas in Somali, Oromia, SNNPR, and Afar. The Activity will work to fulfill this purpose through four complementary intermediate results:1. Professionalize and expand climate-resilient water services; 2. Increase adoption of key hygiene behaviors, including MHH, and end open defecation; 3. Improve gender power dynamics; and 4. Strengthen the enabling environment for climate-resilient water and sanitation services.

This position is subject to project award and funding. Ethiopian national candidates are encouraged to apply.

The Sr. Gender & Advocacy Advisor will have in-depth knowledge of best practices, standards, and innovations in violence prevention across sectors as well as substantial knowledge and understanding of the Gender and Gender Based Violence (GBV) context in Ethiopia. The Advisor will lead specific project objectives relating to the provision of technical assistance, capacity development, and direct implementation for the recovery and empowerment of GBV survivors.

Primary Responsibilities:

  • Provide technical and strategic direction and leadership on Climate Resilient WASH gender priorities to shape project activity implementation, including contribution to work plans, reports, and reflections and reviews.
  • Develop and lead the implementation of a gender strategy for the project consortium.
  • Engage and maintain effective relationships with community and regional stakeholders to shape opinions and develop buy-in from local leadership on WASH programming technical approaches.
  • Design and conduct GBV analyses and assessments, toolkits, resource guides, and training and workshop materials.
  • Facilitate meetings, trainings, and workshops using utilization-focused, appreciative, participatory, adult learning methodologies and approaches.
  • Use problem-solving and consensus-building skills to promote coordination among diverse interests and institutions.
  • Develop and deepen innovative approaches to gender integration, gender equality, and inclusive development, and participate actively in relevant professional (formal and informal) communities.
  • Serve as a technical resource lead and build the capacity of project staff and implementing partners to strengthen knowledge and programming across these gender priorities as they relate to climate resilience and WASH; stay abreast on the latest developments in the field of gender and GBV programming.
  • Actively participate in the relevant technical communities of practice, and contribute to project information sharing, coordination, and collaboration as appropriate.
Job Requirements:
  • Master’s Degree in social science or related field. Training in gender studies, women’s studies, research or practical experience related to recovery and empowerment of GBV survivors preferred.
  • Demonstrated experience managing complex advocacy initiatives in developing or conflict prone contexts similar to Ethiopia.
  • Demonstrated experience with capacity building of local organizations and government leaders to support their design and implementation of community-driven advocacy campaigns.
  • Amharic and English language fluency.
  • A minimum of five (5) years of practical experience working on community development projects with demonstrated assessment, analytical, and planning skills, and an ability to translate analysis into recommendations for practical action.
  • Minimum three (3) years of experience implementing USAID-funded programs in East Africa; experience in Ethiopia preferred.
  • Conceptual knowledge of, and applied practical experience, in gender analysis and underlying causes of gender inequality, including strategies for engaging men and boys in gender equality and violence prevention.
  • Excellent interpersonal skills, including strong presentation, facilitation, negotiation, influencing, and coaching/mentoring skills.
  • Ability to analyze and think critically, working constantly through iterative processes, including the ability to establish and nurture a reflective learning culture.
  • Experience with social analysis and action research approaches, including Participatory Rural Assessment (PRA) tools.
  • Knowledge of impact measurement-oriented M&E systems.
  • USAID project implementation and reporting experience preferred.
  • Commitment and belief in transformative social change and/or experience and skills in organizational change processes.
  • A good understanding of participatory development processes with a high level of cultural sensitivity.
