 Project in which this position is based:

 Title: Resilience Strengthening of vulnerable pastoral communities to cope up with the changed climate through improved Natural Resource measures in Afar Region of zone 1 & 4, Chifra, Ewa, Awra, Yallo and Gulina Districts, 

Duration:  22 Months 1st December 2022 until 31st May 2024, with possible extension    

Implementers: Welthungerhilfe (registered as German Agro Action) and two local partners: Action for Integrated Sustainable Development Association (AISDA), Afar Pastoralist Development Association (APDA)

 
Short description:

The Dry Valley Rehabilitation Project (DVRPU) is financed by GIZ with the purpose to  enhance the resilience to environmental change and degradation of natural resources of the targeted community in Afar Region of five districts; namely in Yallo, Gulina, Ewa ,Chifra, and Awra  . The proposed two years project will be implemented at larger scale focusing on the Participatory planning, Physical and Biological NRM measures as well as the productive use of the rehabilitated dry valleys and the capacity building of community and government stakeholders. The project will play a key role in contributing to the rehabilitation of degraded natural resources and support the community in managing the grazing lands and to produce food crops as well as to increase their household incomes in the five districts. In addition to the rehabilitation efforts, the capacity building of the community through active participation and monitoring throughout the project activities will be one major component of the project. The sustainability of the schemes will be strengthened through the creation of ownership by the community and their capacity to maintain schemes with the application of the acquired knowledge from the project. Therefore, capacity building of different stakeholders (community, WUCAs, cooperatives, government) in the five districts will be achieved. To realize this effort, this two years project is intended to be implemented in the above mentioned five districts of Afar Region with the total budget volume of 1,744, 380.42 Euro funded by GIZ

I. General Information

·       Reports to: Project Coordinator

·       Contract Period: until 31st May 2024

 1.    Objectives of the position

The purpose of this position is to overseeing implementation of livelihood project activities in accordance with approved time schedules, budgets and to ensure the overall success of this project by managing the livelihood components of the project effectively and efficiently in terms of results, schedule and budget while making sure participation, accountability and sustainability are ensured. He/ she is responsible for coordinating the livelihood activities mentioned in the project with the partners and ensuring good communication and collaboration within and with other stakeholders in this regard. He/she ensures that the activities are carried out in accordance with standards of Welthungerhilfe and BMZ as well as the government. The livelihood officer is Responsible for the technical support to the partners in the implementation of the corresponding livelihood activities.

  2.    Duties and areas of responsibility

specific Tasks and Responsibilities

·       Provide technical support in the Design, implementation, monitoring and evaluation of the project livelihood activities.

·       Support in the design and coordinate for baseline surveys, market assessments, feasibility studies and Identify livelihood opportunities in relationship with the Project and supervise the proper implementation of the activities.

·       Provide technical direction, leadership and training to the livelihoods beneficiaries on business planning, income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small scale businesses for the beneficiaries to enhance their self-reliance.

·       Participating in proposals development and budgeting for new projects in accordance with the provided guidelines and standards

·       Responsible for overseeing implementation of livelihood project activities in accordance with approved time schedules, budgets.

·       Responsible for promoting and facilitating the selected vulnerable community groups such as women groups and cooperatives to engage in the income generating activities.

·       Responsible for strengthening synergies with stakeholders in regard to Livelihoods.

·       Represent WHH in regional Cluster meetings particularly where the topics are in line with livelihood improvements.

·       Perform any other duties and responsibilities assigned by the supervisor or designate.

Job Requirements:

Job Requirement

·       Required Minimum Qualifications, Experience and Skills:

·       University degree in Community Development, agricultural economics  or other related field;

·       Vast experience in livelihood and IGA management projects

·       Minimum of 3-years’ working experience with development programs in the fields of livelihoods  and/or other vulnerable populations in economic strengthening interventions.

·       Excellent command of the most common methodologies to identify, assess and monitor livelihood activities, with proven record of achievements.

·       Experience with Household Economy Approach (HEA) will be an added advantage.

·       Excellent interpersonal, written and verbal communication skills

·       Strong analysis skills (qualitative and qualitative)

·       Strong cultural awareness and sensitivity

·       Good understanding of complex emergencies and crisis contexts

·       Flexible and creative

·       Strong organizational and logistical skills

·       Goal oriented with ability to work under pressure, independently and with limited supervision.

·       Ability and willingness to work and live in challenging conditions
