Job Description:

1. About AEDWU

Andinet Ethiopian Domestic Workers Union (AEDWU) or in its Amharic name Andinet Yeethiopia Yebet Serategoch Hibret has been legally registered on December 31, 2019, by 10 DWs CSOs. It envisions seeing Domestic Workers free from modern slavery by 2030. Its mission is to create a decent working environment for domestic workers by organizing, providing effective representation, skillful negotiation, aggressive advocacy, and working the professionalization of domestic work as a respectful and productive profession. The Union was established to alleviate domestic servitude and end modern slavery in Ethiopia.

2. Function of the Job

The Project technical coordinator will be responsible for the overall coordination, M&E, management and successful implementation of Promoting Policy Dialogues and Civil Society Action to reduce DWs servitude through Human Right based approach-HR4DW project which is part of Civil Society Support Programme Phase Two (CSSP2) which will be implemented in Dire dawa and Bahir Dar cities. This will include managing the entire components of the project and required deliverables, ensuring technical, management, and operational requirements are met, and managing pertinent government stakeholders, beneficiaries, and donor compliance requirements.

3. RESPONSIBILITIES

a) Project coordination and management 

  •  Coordinate the overall planning, implementation, monitoring, and Evaluation of the project.
  • Develop each activity’s TOR and lead the publication of communication materials.
  •  Lead and coordinate the project agreement with the government stakeholders in Bahir dar and Dire Dawa cities.
  • Develop different policies of the organization.

b) Project planning and implementation

  • Review project documents and develop the Detail Implementation Plan (DIP) of the project as per the project document.
  • Lead the establishment of the project beneficiary’s selection committee and coordinate the selection process.
  • Organizes the implementation process of all set targets planned for each activity with two DWs Associations in Bahir Dar and Dire Dawa.
  • Engage directly in activity implementation and follow-up process.
  • Periodically visits field activities and provides formal and informal feedback to the project’s small staff for improved performance.
  • Provide technical input and backup to two facilitators in the project area for timely implementation as per the project set strategies.
  • Maintains ongoing communication with project stakeholders regarding project progress and challenges.
  • Continuously assesses the project’s context, assumptions, and changes in the working environment to ensure that the project focus, strategies, and activities remain relevant and to propose adjustments when needed.
  • In collaboration with the finance section track program spending, analyze deviations and suggest and take corrective action as needed.

c) Project Monitoring, Evaluation, Learning, and Reporting:

  • Develop project-level monitoring and Evaluation framework.
  • Conduct project monitoring and impact assessment as per the log-fame and baseline design and update regularly.
  • Establish and update regularly the database of project activities’ achievements.
  • Facilitate midterm and terminal evaluation of the project for the project signatories and the donor.
  • Prepare monthly, quarterly, and terminal comprehensive and high-quality project progress reports and submitted to the donor.
  • Prepare quarter and terminal governments reports and submitted it to them.
  • Capture the lessons learnt and good practices of the project.
  • Implement other M&E related tasks based on donor requirements.

d) Project Staff Management:

  • Supervises, leads, guides, orients, trains, coaches, and supports at least 3 project team members.
  • Builds the technical and management capacity of the project staff in planning and implementing of the project activities effectively and efficiently.
  • Ensure that all project staff has appropriate individual weekly plans linked to project precedence.
  • Conduct all performance management activities including performance planning/ToRs, monitoring, and semi-annual performance appraisals.
  • Provides ongoing feedback to project staff, recognizing and praising successes and pointing out failures that needs corrective action.
  • Ensure safeguarding in all area of AEDWU.

e) Project Budget, Logistics, and procurement Management:

  • In collaboration with the accountant prepares monthly budget based on the project proposal and ensures compliance with donor requirements.
  • Take part the monthly budget expenditure analysis and ensures appropriate utilization of the allocated budget.
  • Ensure timely financial reporting is done and shared with the donor and government signatories.
  • In collaboration with the union president prepare monthly field movement plan and act accordingly.
  • Prepare and update the monthly procurement plan.

f) Partnership and Networking management:

  • Facilitate project related agreements documents including ToRs, MoUs and other partnership agreements.
  • Build strong relationships with the national, regional, and local government authorities and arrange regular progress review and technical working group meetings.
  • Promote and maintain effective partnerships with PEAs, Labor, Enterprise and Training Offices, Women, Children, Social Affairs and law enforcement bodies and beneficiaries.
  • Conduct one-to-one meetings with national and regional level government and CSOs stakeholders to advocate the rights of DWs and promote the Union.
  • Other job-related duties as assigned.
Job Requirements:

3. Job Requirements:

  • BA/MA/ on Project Management, Sociology, Social Work, Gender, and Psychology.
  • Three (3) years’ and five (5) years’ relevant experience in management roles for MA and BA holders respectively. 
  • Experience of managing teams, strong coordination skills.
  • Strong experience with PCM, ability to meet deadlines.
  • Experience with working with diversified teams including domestic workers.
  • Competent in using computers, operating excel, Word, outlook, online meeting platforms and other systems.
  • Fluency in English and Amharic languages.
  • Strong organizational and interpersonal skills.
  • Positive and professional attitude, able to organize and prioritize work under pressure.
  • Able to coordinate multiple tasks and maintain attention to detail.
  • Believes domestic work is a professional job like other jobs.

Preference will be given to candidates with one or more of the following expertise

  • Experience in working in Decent domestic work in the CSOs sector.
  • Experience with writing quality donor reports.   
  • Experience with managing right-based projects.
  • Familiar with the situation of local, migrant, and returnee Domestic workers.

4. Additional Skills and Competencies

  • Detail-oriented and comfortable both building out and enforcing processes and procedures for financial and administrative functions.
  • Great analytical skills in budget development and financial management.
  • Ability to identify discrepancies in administrative functions and problem-solve in a prompt manner.
  • Ability to hold oneself and staff accountable to agree upon processes and procedures.
  • High degree of ability to manage confidential and sensitive matters.
