Job Description:

JOB-SPECIFIC ROLES AND RESPONSIBILITIES

Project development and management

·       Conduct an Assessment to Identify the contextual need  of IDPs related to FSL with Woreda and Zonal Agricultural experts  and prepare the assessment quality reports

·       Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with SCI program quality principles and standards, donor requirements, and good practices.

·       Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.

·       Coordinate, supervise, and provide technical assistance for proper implementation of Emergency response food security and livelihood(FSL) activities like homestead vegetable production, productive livestock rearing, food safety, and postharvest handling planned by the project with respective governments at woreda and kebele levels.

·       Facilitate the implementation of activities to secure the livelihood of beneficiaries, including providing technical training in agronomic practices of horticultural crops, livestock husbandry, business development skills, saving, cooperative management, and financial literacy.

·       Ensure target committee establishment with respective woreda partners.

·       Lead and coordinate selection of beneficiaries for seed/seedling provisions.

·       Ensure timely distribution of vegetable seedlings to beneficiaries.

·       Coordinate and facilitate the provision of training/orientation to selected IDP beneficiaries on improved agronomic practices and techniques in production and management to promote and strengthen HHs resilience

·       Led post-distribution assessment/monitoring of beneficiaries before the provision of seed/seedling.

·       Coordinate selection of beneficiaries for cash transfer/provision, prepare beneficiary master lists and other necessary documentation.

·       Ensure cash disbursement on monthly bases (for four months) based on standard payment procedures and agreed-on timelines

·       Conduct regular follow-up and joint close post-distribution monitoring on the proper use of cash for the intended purposes.

·       Ensure appropriate and timely supply of inputs to targeted beneficiaries.

·       Conduct and facilitate livestock purchase process, vaccination, treatment, and provision to clients.

·       Ensure allocated resources reach the right beneficiaries, for the right objective, and promptly.

·       Conduct monitoring and evaluation of beneficiary resilience level as a result of livelihood interventions 

·       Verify and review targeted beneficiaries eligible for the provision of vet medicine/drugs

·       Support reporting and monitoring and evaluation, assuring that quality reports are submitted using standard project formats and promptly.

·       Design, print, and document the FSL inputs supplies

·       Provide refresher training for SCI staff, government staff, and CAHWS on the Voucher Scheme

·       Follow up on the selection process of project beneficiaries for the project services.

·       Develop monthly cash disbursement plans & ensure appropriateness & timeliness of cash transfers to Conflict and Violence affected beneficiaries

·       Ensure timely procurement & distribution of crop seeds to target beneficiaries

·       Handle the communication with CAHW for vet services

·       Timely preparation of vouchers

·       Provides quality technical support to SCI staff, and partners in the course of project implementation.

·       Facilitates and ensures strong community participation in the implementation of the project.

·       Initiates and facilitates linkages, coordination, and integration with others similar or related to the project.

·       Serves as the technical focal person for both internal and external actions as it pertains to the project

·       Experience in multi-sectoral coordination.

·       Ability to travel throughout the focus Zone, Woredas, kebele, and other rural areas as needed

·       Experience working in the region and understanding of local context.

Budgeting and Budget Management 

·       Prepares monthly & quarterly project activities based on budget

·       Follows up on budget utilization and project budget expenditure.

·       Makes periodic project budget revisions.

·       Facilitates Cash transfers to target beneficiaries on a timely basis.

Partnership and Capacity Building

·       Facilitates communication and interaction between the target communities, local government authorities, and SCI as necessary.

·       Closely work with FSP in the areas for timely cash transfers

·       Facilitates and supports the field-level project officer & facilitators to work closely with partner NGO staff in the course of project planning, implementation, and monitoring. 

·       Organizes experience-sharing forum

·       Experience conducting training, training of trainers, and organizational capacity building

·       Knowledge and learning ability to integrate gender issues in agriculture and livelihood interventions.

Documentation, Learning, and Advocacy

·       Ensures proper documentation of experiences and lessons (including pictures and video documentation) learned in the course of project implementation

·       Organizes and properly maintains database and information related to the project.

·       Facilitates and participates in studies and reviews related to the project

·       Participate in the recruitment of facilitators, undertake studies, reviews, development of cash-based intervention guidelines, etc. 

·       Participate or create a Cash working plate form at the woreda and zonal  level

·       Facilitate and ensure dissemination of information and study/review

·       Provides information/inputs to be used for SC information and communication materials.

Undertakes advocacy activities at the woreda and zonal levels
Job Requirements:

QUALIFICATIONS AND EXPERIENCE

  • BSc degree and above in relevant fields of study (Agriculture, Food Security, Developmental study, DRR & Early Warning, Climate Change, etc.) Of 10years  and above work experience  at relevant working areas and having more than 5 years of work experience in INGO work setup specifically in IDP Emergency response setup.
  • At least four years of relevant experience including staff and FSL management experience
  • Strong Emergency FSL response experience and working with local government authorities and other partners  on the subject matter are highly essential
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Experience in solving complex issues through analysis, the definition of a clear way forward, and ensuring buy-in
  • Experience in the areas of cash-based interventions particularly in Oromia
  • Ability to present complex information in a succinct and compelling manner
  • Fluency in the English language is required & local languages of the project area are desirable
  • Good report writing skills

Familiarity with the local culture including Language is highly desirable
