Job Description:

The Korea International Cooperation Agency (KOICA) was established in 1991 by the South Korean Ministry of Foreign Affairs as a government organization for Official Development Assistance (ODA) to improve the effectiveness of the Republic of Korea’s grant assistance programs for developing countries by implementing government grant assistance and technical cooperation programs. Present in 44 countries, KOICA provides rich and authentic experiences of Korea’s economic development. The Major areas of intervention of KOICA in Ethiopia are:

  • Governance and Democracy
  • International Development and cooperation, etc.
  • Job creation (for youth and women)
  • Capacity building of public institutions
  • Volunteer Program

As part of the implementation of the Bilateral cooperation program, Korea International Cooperation Agency (KOICA) is seeking to recruit a highly motivated and competent Professional for the following position:



  • Revising the job description and vacancy announcement draft and contact advertisement portal and facilitate negotiations, payment and activation of Link for the vacancy.


  • Screening CVs and other credentials accordingly, preparing assessment schedule and Interviews, process arrangement and facilitation of assessment of candidates, schedule and evaluation forms, preparation of Interviews and contacting candidates. 


  • Reporting selected candidates and contacting the selected candidates, announce arranged schedule of final interview and results to interviewees


  • Sending the draft of the Employment Agreement to the final awarded candidate, communicate hire dates and related issues, contact the candidates and arrange a face to face consultation for further details regarding the contract

Placement and Orientation                                                                       

  • Facilitation for placement of new joining employee in the organization.
  • Preparing stationary, placement, IT appliances and general orientation and buddy orientation, prepare Welcoming Ceremony.                                                  

Manpower Service management:

Updating Office Regulations                                                                                  

  • Update service management regulation regularly based on Ethiopian labor law, KOICA Internal guideline and labor laws, revising labor laws and updating internal guidelines and regulations accordingly.

Compensation and Benefits

Annual Medical Checkup                                                                              

  • Arrangement of schedule, announcement, overall facilitation and distribution of medical reports.

Staff Diligence Monitoring

Working Hour and Overtime management                                                           

  • Collecting the overtime records: compile approved forms, prepare summary and report to finance department, time keeping management and respective measures on tardiness, reporting Working hour and overtime status in Monthly HR Reports, business Trip Allowances, monitor business trip payments made to local staff quarterly

Leave Management                                                                                      

  • Manage leave status and Filing approved request forms respectively, make sure leave status is updated and informed to staff, reporting leave of absence status in Monthly HR Reports.

Performance Management

Performance Plan, Output and Submission Monitoring                                                                                  

  • Monitor the performance plan, prepare an output submission list based on the performance plan set, by department and by employee and Monitor the output submission of staff, Collect and compile output reports of all staff, Monitor the deadline according to the performance plan, Prepare a checklist and summary reports of submission, consult staffs accordingly.

Performance EvaluationAnnounce evaluation criteria and grading system, conduct interim and monthly monitoring, collect Self-Evaluation reports from all staff, announce final evaluation Criteria and grading system, results and ensure confidential distribution to each staff.

Training and Development

  • Collecting capacity development request forms and report, announce approved capacity development requests on the conditions of Budget and approval from HQ Liaising with Assistant Country Director, facilitate the training and development program supported and prepare summary report, Conduct Post Training Evaluation and Reporting and incorporate in the next year Training plan.

Perform other Overall HRM duties as required.

Duration of Contract for the position : Regular Basis (Contract extension by year depending on performance)

Job Requirements:


  • BA degree in Human Resource Management, Operations Management, Economics, Public Administration and any other related social fields
  • Excellent Basic Computer skills ~ MS Office and internet usage
  • 4-6 years Minimum related work experience mainly on HR Coordination and Management
  • Excellent in written and Spoken English
  • Excellent communication skills
