TEAM PURPOSE:

The Humanitarian team is responsible for the strategic development, management, and intervention of the country's Humanitarian program. Supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring Humanitarian program alignment to the key strategic objectives and program standards.

JOB PURPOSE:

WASH Coordinador Will lead, manage and effectively deliver Oxfam’s overall WASH response to the Afar Region of Ethiopia. To provide high quality technical support and quality control in management, design, implementation, monitoring and evaluation of the Oxfam’s WASH programme in Afar; Maintain and improve established systems & structures required for the effective timely implementation of quality water, sanitation, and hygiene promotion component of the programme. A major aspect of the role includes meeting quality standards in WASH delivery, encouraging beneficiary participation, liaising with other stakeholders and managing and training of partner WASH staff.

Key Responsibilities and Accountabilities:

Technical Support:

KEY RESPONSIBILITIES

 

·  Coordinate, Lead, manage and effectively deliver Oxfam’s overall WASH response to confci affected communities in Afar region of Ethiopia.

·   Provide high quality technical support and quality control in management, design, implementation, monitoring and evaluation of the Oxfam’s Afar region.

· Ensure appropriate design, electrification, construction, and implementation of WASH hardware according to the technical standards, as well as proper maintenance and use of WASH equipment’s.

· Maintain and contribute to the improvement of established systems & structures required for the effective timely implementation of quality water, sanitation and hygiene promotion component of the programme.

· Ensure overall WASH response (design and implementation) strongly factor in gender, protection and accessibility dimension and promote empowerment of women and men beneficiaries.

·  Under the strategic guidance of the response programme manager, undertake overall technical support of the WASH component of the Afar response programme in line with the response strategy.

·  Provide professional and technical support to the WASH team (including partners) including elements of Public Health Engineering and Public Health Promotion for programme planning and implementation.

· Ensure appropriate design, construction and implementation of WASH hardware is undertaken according to technical standards (SPHERE, Oxfam WASH Minimum standards).

·  Promote community mobilization and ensure deployment of participatory approaches (community engagement) in project design and implementation.

· Carry out or lead assessments for effective planning and implementation of WASH projects for Afar response programme.

·  Undertake and document quality control and of all WASH activities through regular travel to all project locations in Afar in region and other project implementation site as required, identify challenges, solutions and implement quality improvement plans.

· Contribute for ensuring that all works are carried out in a way that is sensitive to community needs and gender and protection issues. In particular, to promote the full and equal participation of women in all aspects of the work.

·  Contribute to the development of donor reports and funding proposals.

· Liaise and coordinate with technical counterparts’ water bureau, WASH Cluster, NGO partners and relevant authorities on the project follow-up and monitoring.

·  Ensure project result indicator monthly progress tracking and quality assurance of WASH indicators reporting.

·  Ensure improvement of coordination within water, sanitation and hygiene activities and establish strong teamwork among the WASH team.

·  Conduct regular capacity gap of WASH team and propose appropriate capacity building activities.

·  Undertake other responsibilities as assigned by the line manager.

 

Technical Leadership

·  Coordinate Technical assessment of the existing and water infrastructures in the camps and provide recommendations and lead implementation for improvement.

·  Lead Carry out of innovative and inclusive design, BOQs & community led construction of durable sanitation and bathing facilities at household, community & institutions (e.g., schools, health posts etc) level in consultation with the women & men beneficiaries, other partners; Consideration of context and cultural aspect and active engagement of beneficiaries will be key.

·  Ensure robust planning and implementation of community-based PHP strategies and interventions with strong gender and protection considerations.

 

·  To ensure effective integration of Public Health Engineering (PHE) and Public Health Promotion (PHP) in all WASH interventions.

 

Team Management and Capacity Building:

·     To lead and assist a team of national PHE and PHP professionals towards effective delivery of integrated WASH; this will include supporting recruitment, writing of job descriptions, work schedules, training plans and appraisals.

· Build the capacity of Oxfam staff and partners through mentoring and coaching, on the job supervision and informal and formal training. Contribute to the joint facilitation of inter-agency training initiatives where appropriate.

· To design, plan, implement and monitor the work; accountability and transparency are addressed.

· Monitor and report regularly on progress and ensure that programme indicators related to all public health activities are set, measured, and used effectively

· Act as focal point for liaison between the MEAL and WASH teams and ensure integration of MEAL into the WASH programme.

· Document and disseminate good practice examples from programme development and implementation.

 

Coordination and Representation

· Represent Oxfam in technical coordination meetings such as the WASH Cluster, and with other technical agencies including government authorities, local, national and international NGOs and UN agencies.

·Share good practice examples from Oxfam WASH programmes both internally and externally such as at inter-agency coordination meetings and contribute to Oxfam’s influencing efforts.

·  Contributing to programme quality standards

· Ensure that wherever possible an empowering approach to working with communities is employed.

·      Ensure that all work is carried out in a way that is sensitive to community needs and gender, protection, and accessibility issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam’s Programme is an opportunity for peace building, rather than community division.

·   Contribute to programme reviews and evaluations where appropriate.

Essential:

·  MSc /BSc degree in Public Health Engineering, Public Health Promotion, Civil Engineering, Water Resource Engineering, Environmental or Public Health or any related discipline with an excellent technical understanding and demonstrated experience on WASH.

·  At least 7 years of solid practical experience as a WASH specialist at senior level and 3-5 years as a WASH TL/ Manager, working at field level in developing countries in different settings of refugees / displaced people.

· Excellent technical skills and practical experience of preparing technical drawing, designs, BOQs and estimates of water and sanitation infrastructure preferably in refugee / IDP camp settings.

·  Demonstrated experience of managing WASH programme with large budget and teams.

·  Excellent understanding and demonstrated experience of implementing integrated PHE and PHP strategies and interventions.

·  Demonstrated experience of integrating gender, protection and accessibility (inclusive) into emergency response programmes and longer-term strategies.

·  Demonstrated experience of working with UN clusters, local authorities and implementing NGOs partners.

·   Excellent command on English language; knowledge of local language is an asset.

·  A proven record of mentoring and capacity building of teams and partners in complex contexts.

·   Diplomacy, tact, and administrative skills in order to work with people at all programme levels and with external organizations as needed.

·  Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.

·   Ability to work well under pressure and in response to changing needs
