Job Description:

Finnish Refugee Council (FRC) (www.refugeecouncil.fi) is an international non-governmental organisation with Head Office in Helsinki.

FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginnings. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies. 

Education forms the foundation of an equal society, and FRC´s activities in Ethiopia place emphasis on capacity building for the most vulnerable members of societies and supports their active participation in communities, thus strengthening basic democratic structures. At the core of FRC’s work is inclusion of vulnerable groups and therefore, special emphasis is placed on the protection of persons with disabilities, women and youth in all activities.  

FRC has been registered in Ethiopia and accorded legal personality with Registry Number 4184 on 11th of June 2019 as a Foreign Organisation.  

Position Summary:  

The primary responsibility of this position is to plan, arrange and monitor adult education training to the adult refugees and host communities, also ensuring effective participation of women, girls and vulnerable groups including persons with disabilities (PWD), and to provide technical support and mentoring to the volunteer literacy and language instructors.

KEY TASKS AND RESPONSIBILITIES:

Technical Functional Adult Education Support and Training (40%)

  • Plan and implement functional adult literacy (FAL) courses, language training such as English for Adults (EFA), and livelihood skill trainings following the agreed curricula, topics, and themes.
  • Provide professional support and capacity building to peer facilitators in the field of adult teaching, literacy, and language training
  • Arrange and support practical exercises and livelihood activities in support of functionality in FAL/EFA courses and livelihood activities.
  • Plan, prepare, and conduct training of peer facilitators based on the outcome of capacity assessment
  • Prepare and provide advice on testing of learners, including design of final exam.
  • Identify and plan inputs required for the proper implementation of learning and have a conducive environment for the learners
  • Review and ensure relevant topics are delivered to learners
  • Continuously coach and build the capacity of FAL Facilitators and peer educators on gender-sensitive adult learning approaches and methods and follow up on their progress with the leadership of the Programs team specialists
  • Work with the Protection focal points on ensuring the integration of gender and PWD, and other inclusion matters in the FAL implementation

Monitoring, Evaluation and Learning (30%)

  • Establish learners’ profiles and lists according to FRC requirements
  • Support MEAL activities by developing templates and tools
  • Participate in regular project review exercises and cluster working group meetings as required
  • Collect and analyse data using FRC designed M & E tools and forms on learners’ performance and on peer facilitators’ skills and competences with the support of Programs Team specialists
  • Periodically analyse progress towards project outcome and outputs.
  • Record, document, and discuss the lessons learnt and possible corrective actions.
  • Continuously monitor and track the performance and skills of peer facilitators
  • Continuously monitor and track the progress of learners
  • Assess the performance of PF& FAL learners on regular basis

Innovation (10%)

  • Research and flag to Programs Team any methods and teaching approaches to enhance functionality and learners’ involvement.
  • Research and flag to Programs Team new learning materials to promote functionality and participation.
  • In consultation with Programs Team technical specialists, design and implement extracurricular activities that enhance the quality of FAL outcomes and improve the learning atmosphere
  • Facilitate grassroot reading materials development

Community Mobilisation (10%)

  • Engage partners in the mobilization and involvement in the functional adult education activities.
  • Mobilise and motivate adult learners (especially women and PWDs) to join the learning groups.
  • Work with formal and non-formal community structures to raise awareness and enhance enabling environment for the participation and benefit of women and girls and other vulnerable groups
  • Identify potential volunteers in the community to facilitate and teach literacy and language courses as instructors.
  • Support the coordination of the graduation ceremonies for learners.

Other(10%)

  • Identify and flag to Programs Team other humanitarian/development interventions implemented under the assigned location
  • Identify appropriate temporary learning locations in collaboration with responsible government and community structure for FAL learners and ensure its minimum standard maintained 
  • Participate at grassroot or camp level thematic area meeting representing FRC and in coordination with the Field Office Coordinator
  • Perform any other related duties as assigned by immediate supervisor  

Duration: One year contract with possible extension

Location: Gambella, Ethiopia (refugee camps and host communities across Gambella region)

Professional Standards

  • FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct. 

EDUCATION

  • Bachelor degree in Adult Education/Pedagogy or Community Development with strong experience in adult education and literacy and community facilitation

EXPERIENCE:

  • Minimum 3 years’ professional adult education work experience with refugee and/or rural communities
  • Strong experience on training, material development, participatory assessments.

Essential Skills:

  • Should be flexible, innovative, with good record keeping, report compilation, communication, and interpersonal and team work skills.
  • Able to fluently communicate in English verbally and in writing
  • A self-starter, and able to work with minimum supervision.
  • Able to work under pressure with competing deadlines.
  • Able to work with a multi-cultural environment within the organization.
  • Experience in community mobilization and facilitation skills
