Job Description:

Ethiopia ACT is a non-profit organization based in the USA. It was also registered in Ethiopia in 2016 in accordance with Ethiopian law to legally operate in Addis Ababa. It holds registration certificate number 3722. It was serving the target community in Addis Ababa under the umbrella of SIM Ethiopia for more than 13 years. Ethiopia ACT is a community health focused organization. Currently, Ethiopia ACT is implementing its project in two sub cities of Addis Ababa in collaboration with Addis Ababa city administration line bureaus, including the Bureau of Finance, Health Bureau (HB) and Women and Children and Social Affairs bureau. These are key stakeholders. Ethiopia ACT reviews its salary scale periodically and adjusts to stay within the market range. As part of this goal, Ethiopia ACT has scheduled to conduct a salary scale survey and job analysis in this fiscal year by qualified experts.

The General Objective of the project

The general objective of the project is to reduce the impact of extreme poverty and disease on the most vulnerable and impoverished people in Addis Ababa.

The Specific Objective of the project

 Enabling 481 families, who are adversely affected by chronic illness (such as HIV) and extreme poverty, to care for themselves and their families through provision of Conditional Basic Income Grant and appropriate assistance that addresses the families’ situation during the project cycle.

Consultancy Objective

  • Analyze current salary scales and benefits and provide strategic recommendations on the salary structure of Ethiopia ACT in comparison with salary rates of similar organizations and trends in the labor market.
  • Conduct a systematic job analysis of the duties and responsibilities of each job including the necessary skills an employee  needs  to adequately perform the job and come up with the job descriptions equivalent to position titles.

Scope of the study

  • Review existing documentation on the salary scale, benefits, and position titles.
  • Conduct a survey, targeting similar organizations to confirm the salaries, allowances, and benefits.
  • Produce an appropriate salary scale tool for Ethiopia ACT employees and salary ranges for positions with specified minimum and maximum salaries.
  • Report with recommendations from the findings of the survey.

Deliverables

  • Detailed and comprehensive inception report including the evaluation matrix, sampling strategies and the data collection tools to be used in capturing all the required information as well as data collected.
  • Draft a final report Presentation of the revised draft report of the Evaluation during a validation workshop to be organized by the Consultant.
  • Final report revised by considering and incorporating the feedback obtained from the workshop and submit both in hard (3 copies) and soft copies with flash disk.

Timeline

The time frame for this work will not exceed three months after signing a contract agreement. 

 Evaluation Criteria                               

Proposals will be evaluated based on: 

  • Financial Proposal which will account for 40%                                                                                                
  • Technical proposal including methodology, previous experience of the consultancy firm which will account for 60%

Job Requirements:

The consultancy work should be undertaken by a legally registered firm having Tax Identification Number (TIN) and a renewed license. The firm should propose a team of consultants with the following qualifications and experience. 

Qualifications

  • MA degree in Management, Business Administration, or other relevant area.
  • In-depth understanding of the current labor market.
  • Proven experience in conducting evaluations in the areas of job analysis and salary scale development.
  • Proven experience in qualitative and quantitative data collection and analysis.
  • Proven experience in conducting salary scale survey and job analysis in similar setting.
