Job Description:

The Donkey Sanctuary is looking for an experienced and reputable organisation / individual consultant to conduct an impact evaluation of the 25-year partnership between The Donkey Sanctuary and Addis Ababa University (1995-2020). The impact evaluation will shed light on whether the partnering endeavour’s activities directly or indirectly had an effect (positive or negative) on the target groups or focus area, and whether this effect can legitimately be attributed to the intervention.

The main objectives of the impact evaluation are to understand:

  • What impact have graduates from the College of Veterinary Medicine and Agriculture had on equine welfare in Ethiopia.
  • What effect has research on equine related topics had on the wider world.
  • To what extent has the provision of clinical care to working donkeys (supported through the partnership) contributed to improved donkey welfare?
  • What effect has community training and education had on the target group’s understanding of animal welfare and/or change in behaviour towards donkeys and mules.  
  • What has been the value and impact of working together through a partnerships for  AAU and TDS
  • What unintended results/impacts – positive and negative – did the partnership’s interventions produce? How did these occur?

The Donkey Sanctuary requires the work to be completed by no later than 30th November 2022. However, it is desirable for the work to be completed prior to this, and as soon as is practically possible. It is expected that the total cost of the Impact Evaluation will fall within the range of £10,000-£20,000.

Job Requirements:

Methodology Requirements

The work will be carried out in Ethiopia (Bishoftu and surrounding districts), and our preference will be for an Ethiopian-based Consultant to carry this out (but we still welcome proposals that involve an alternative way to deliver the required outcomes, should this not be possible).

The different tasks involved in this assessment will require a combination of primary and secondary data collection and analysis, meetings with TDS and AAU project team members, and engagement with diverse stakeholders in Ethiopia (including, CVMA graduates, service providers, and donkey owners and users). Depending on the health and security status in Ethiopia meetings may be conducted remotely.

Consultants should be prepared to work with a diverse range of people to collect information pertinent to the impact evaluation. Safety and security strategies surrounding Covid-19 and conflict/civil unrest should be considered and included in proposal. Consultants should be able to meet with and report to The Donkey Sanctuary staff virtually and in person in Addis Ababa.

PLEASE NOTE – it is important that you do not approach Addis Ababa University in connection with this requirement, unless and until a formal contract has been entered into. If you do approach AAU about this requirement at any stage prior to being contracted to complete the work, you will be automatically excluded from this process.

Consultants should consider the following further considerations:

  • The work will require relevant secondary data review and primary data collection in order to answer the questions detailed in the scope of the impact evaluation
  • It is expected that the Consultant will use both conventional and a participatory approach to impact evaluation
  • The Consultant will require experience in gathering information through a variety of means, including but not limited to reviewing project records, developing and conducting interviews, surveys, comparative case studies, focus group discussions, self-assessment forms.
  • The collection of information should take into consideration the safety of both the Consultant and the information provider
  • The final approach and methodology will require the approval of The Donkey Sanctuary

Experience Requirements

  • The Consultant will possess the following minimum qualification and skills:
  • At least five (5) years’ experience of conducting assessments/evaluations, research and ideally, programme development
  • Excellent analytical, facilitation and report writing skills
  • Experience in the use of participatory and gender sensitive assessment
  • Proficiency in English, in addition to local language skills and cultural awareness
