CHAI Ethiopia is currently carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. We are committed to increasing our effectiveness through an innovative program approach that optimizes quality, impact and scale.  Being the one of largest CHAI field offices worldwide, we currently employ around 126 staff working in the following programs: Maternal, Newborn and Child Health, Cancer, HIV, Lab Services, Child Survival, Vaccines Introduction, Health Financing. 

Program Description:

The Ethiopian healthcare system is increasingly facing a range of complex issues that need innovative solutions to expand access and deliver high-quality healthcare services, while controlling costs. These pressures will only increase as the country seeks to implement universal health coverage (UHC), and achieve the Sustainable Development Goal 3: “to ensure healthy lives and promote wellbeing for all at all ages” by 2030. The health sector is currently implementing a number of strategies to move the country towards UHC including: increasing private sector engagement to expand access to quality health services through the introduction of public private partnerships (PPPs); scale-up of Community Based Health Insurance (CBHI) to ensure financial protection for the 80% of the country’s population in the informal sector; and rollout of Social Health Insurance (SHI) for the formal sector.

CHAI Ethiopia’s Health Financing Team has been supporting the Minister of Health and Senior leadership of the Ethiopian Health Insurance Services (EHIS) by way of providing comprehensive technical assistance in all of these areas to support the implementation of the national Health Care Financing Strategy and to ensure that the health insurance reforms have the intended outcomes in increasing access to and utilization of essential health services.

Responsibilities

CHAI is seeking a highly motivated individual with proven technical capabilities to serve as an Associate for the Health Financing Program. The Associate will support CHAI HF team in carrying out robust analytical work to help inform policy changes in how financial resource is pooled, re-distribute and used to purchase services. He / she will also support the Ethiopian Health Insurance Services as it oversees the launch of social health insurance and the expansion of community based health insurance. He/she will also work closely with the PCD of MOH to provide technical assistance to the Ministry to support various health financing related initiatives.

He or she will report to Program Manager, Health Finance.

 

Key responsibilities include, but are not limited to, the following:

·         Provide analytical and problem-solving support to the Ethiopian Health Insurance Service (EHIS) and the Ministry of Health of Ethiopia (MoH-E) on key strategic questions

  • Build process management and technical capacity within EHIS at headquarters and branch offices

·         Support analysis including prioritization and costing which will inform the Health Insurance Benefits Package list and provide technical support to the overall health insurance benefit package redesign efforts currently underway

·         Provide support to the Resource Mapping and National Health Account data collection harmonization effort

·         Participate in project-specific and general analytics meetings and TWG sessions regularly and provide updates

·         Proactively identify risks and issues affecting task or work stream delivery in the program team, and promptly communicate upward with solution options

·         Support in the design of innovative and sustainable PHC financing mechanisms

·         Support in the identification and implementation of interventions at regional and Woreda levels related to improved financial management of CBHI schemes and health facilities

·         Organize meetings among the different technical groups of the project team and external stakeholders as needed

  • Support completion of high-quality written documents and/or presentations
  • Work in collaboration with teams within Health Financing and CHAI in general

·         Prioritize assigned tasks and manage work streams from start to finish, including timelines, content, and stakeholder input and validation

  • Other responsibilities as requested by supervisor.

Qualifications

CHAI works in a fast-paced, results-driven environment and health financing work is a top priority for the government. We are seeking a highly motivated individual who is a fast learner and who is both detail oriented and has the ability to ask the key questions or see the “big picture.” CHAI places great value on resourcefulness, responsibility, tenacity, flexibility, independence, energy, work ethic and humility.

Qualifications include the following:

§  Master’s degree in a related field such as economics, statistics, public health, financial management, public policy; An advanced degree is an advantage;

§  3-5 years of professional experience in demanding, results-oriented environments in the public sector and/or private sector (e.g., management consulting);

§  Experience working in the public sector, health sector and/or insurance sector, and in public financial management in Ethiopia an advantage;

§  Excellent problem solving, analytical and quantitative skills, including attention to detail and fluency in Microsoft Excel;

§  Strong organizational skills;

§  Ability to handle multiple tasks simultaneously in a fast-paced environment;

§  Ability to learn on the job quickly;

§  Ability to navigate ambiguous and complex processes and be flexible;

§  Strong interpersonal skills and ability to build relationships;

§  Strong communication skills, including development of compelling presentations (in Microsoft PowerPoint) and documents (in Microsoft Word);

§  Strong command of English and Amharic language required;

§  Willingness to travel within Ethiopia;
