Job Description:

Background

The Federal Ministry of Health has initiated various innovative and homegrown leadership capacity-building programs. Leadership Incubation Program for Health (LIP-H) is one such initiative designed to incubate the next generation of leaders who can influence organizational culture and lead and manage transformational change in the health sector in Ethiopia.

The program intended to recruit, develop and nurture professionals who display exceptional commitment and passion for the population's health and have health sector leadership potential. It is being implemented in collaboration with MOH, International Institute for Primary Health Care Ethiopia (IPHC-E), and the American International Health Alliance (AIHA) through the Bill and Melinda Gates Foundation. This program's implementation approaches include course delivery, coaching, reflective journal, networking, shadowing, and graduation ceremony. Trainees are recruited from the FMOH, Regional Health Bureaus (RHBs), and agencies of the Ministry.

Purpose of the evaluation

The Project has been implemented from March 2019 to date. This project evaluation focuses on three training cohort implementation period. The evaluation focuses on the training curricula, training delivery modality, facilitators’ quality, whereabouts of the trainees and behavior change of trainees. The aim is to evaluate the cost effectiveness of the training program, the program’s outcome and impact, lessons learned and provides information on sustainability of the project and further document on challenges and proposed actionable recommendations for future programming.

Expected deliverables

  • Inception report: The inception report shall entail the evaluators understanding of the evaluation and how the evaluation questions will be addressed. During this phase, the team will finalize the evaluation protocol and submit together with the inception report
  • Draft Evaluation report: The draft evaluation report will be submitted to MoH, IPHC-E and AIHA for review and comments. Comments from the stakeholders will be provided after the Draft Report is submitted. The report will be reviewed to ensure that the evaluation meets the required quality criteria. The report should provide options for strategy and policy as well as recommendations.
  • The final report: This will include comments from the program stakeholders, content and structure of the final analytical report with finding, recommendations and lessons learned covering the scope of the evaluation 
Job Requirements:

Individuals, firms and consortia are invited to submit proposals to conduct the evaluation.

  • PHD/MPH/MSc/MA degree in public health, M&E, health service management and other related filed, with a minimum of 8 years experience.
  • Significant experience in designing, developing and implementing program evaluation in health or training programs
  • Strong quantitative and qualitative skills in evaluating health training programs.
  • Excellent communication and report writing skills both in Amharic and English
  • Able to deliver the assignment in TWO months
