Job Description:

 Introduction

The Leprosy Mission (TLM) is a leading international Christian Organization with over 147 years of experience, active in over 30 countries, working towards the vision of “Leprosy Defeated, Lives Transformed.” In Ethiopia, TLM-Ethiopia is involved in leprosy, disability and socio-economic related activities.  TLM Ethiopia seeks to empower Persons affected by Leprosy and Persons with Disabilities to increase their capacity and dignity. As legal entity, TLMI-E re-registered according to the Federal Democratic Republic of Ethiopia Agency for Civil Societies Organization Proclamation 1113/2019.

Background

We Are Able! Program is a five-year consortium project. The project objective is to successfully influence laws, policies, practices and norms for improved food security for all through engagement with public authorities (formal and informal power holders), men, women, youth with disabilities and other excluded group through resilient and capable local CSOs/OPDs in Ethiopia. The project has been implemented in four woredas of East Hararghe zone in Oromia Regional State, Dire Dawa City Administration, Harari Regional State and three sub cities of Addis Ababa City Administration.

The project is implemented through three path ways for change: Community Mobilization, Strengthening Civil Society Organizations / Organizations of persons with disabilities and engaged public authorities.

Objective of the assignment

Designing disability inclusive livelihood strategic manual taking into consideration the best lessons and gaps on the existing intervention strategies.

Scope of Work 

  • Extensive desk review on the inclusiveness of the livelihood approaches and strategies followed by international and national non-profits; and government authorities.
  • Identification and analysis of various livelihood intervention strategies/approaches, conduct assessment on its disability inclusiveness (for persons with disabilities and persons affected by leprosy).
  • Conduct key informant interview and FGD with selected partners and stakeholders.
  • Conduct field level observation to practically understand disability inclusive livelihood activities; and prepare a separate field level observation report based on designed template
  •  Identify organizations, OPDs and private sectors which are working on disability inclusive livelihood activities; and their level and thematic expertise areas.

Deadline and submission of expression of interest

  • The leprosy Mission International-Ethiopia invites interested consultancy firm and individuals to submit the following documents by 06 July 2022.
  • Expression of interest outlining how the consultant meets the selection criteria and their understanding of the ToR.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.
  • An example of similar pieces of work completed recently; along with at least two letter of support/recognition) for whom similar work has been conducted.
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial and technical proposal (for both the training and preparation of training manual).

Evaluation and Selection Process

  • The selection process of the consultancy firm will be based on the set of criteria developed by TLMI-E Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%.

 Final Submission

  • The deadline for submitting the final manual will be within 45 days since the date of signing an agreement.

Job Requirements:

Deliverables/outputs

  • High quality disability inclusive livelihood manual.
  • Key reference materials used for the preparation of materials.
  • Identifying key inclusive livelihood related issues that will be used for lobby and advocacy; in line with tailored and feasible recommendations

 Desired qualification and competences

  •  Minimum of master’s degree in Development studies/Food Security, Sociology/Psychology/Social Work/Public Health/related fields;
  • Strong and extensive experience in in preparing livelihood related manuals.
  • Extensive knowledge and experience on OPDs and civil society sector in Ethiopia;  
  • Disability and Leprosy related program specialty will be considered an asset;
  • Excellent communication and presentation skills;
  • Renewed business license; and TIN number
