Call for Expressions of Interest

Consultancy for Gender and Conflict Analysis

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.

Preliminary gender and conflict analysis for the Danish Refugee Council (DRC) Ethiopia country program including operational sites in Somali and Gambella regions. Following initial analysis in coordination with the DRC field teams and technical advisors, facilitation of a gender and conflict analysis workshop with initial presentation of findings, consolidation of feedback followed by finalisation of gender and conflict analysis report.

Duty Station:        Ethiopia: Addis Ababa, Jijiga and Gambella

Time frame:          30 working days


Overall objectives: 

  1. Produce a high-quality gender and conflict analysis mapping of root causes and proximate factors, triggers, effects of local dynamics and actors involved in conflict, community dynamics and their relationship to each other in the area through desk research and interviews with key informants, focus group discussions and staff. This analysis should inform the participatory gender and conflict analysis workshop.
  2. In collaboration with the Head of Programs, Protection team and Area Managers, conduct a gender and conflict analysis workshop with a focus on gendered conflict-sensitive risks and opportunities of DRC programming.
  3. Produce a gender-sensitive conflict analysis report including recommendations to DRC on how to adapt gender and conflict sensitivity risks and opportunities to existing planned programming.
  4. To deliver the above objectives within approximately 30 working days in alignment with the timeline. 
Job Requirements:

Applicants must include the following documents:

Technical documents

  • CV(s) with details of qualifications and experiences indicating documentation of relevant assignments undertaken, including specifically for Ethiopia, and full correct details of three professional referees
  • Technical proposal / cover letter (maximum 2 pages) that summarizes understanding of the Advertisement including the proposed methodology
  • Financial proposal providing cost estimates of consultancy cost (assessed to 20 days)


Formal and required documents

It is mandatory for applicants to submit the below documents filled out and signed:

  • Annex A Financial proposal template providing total cost of service fees. Include break down of the budget, which shall cover all costs over the course of the consultancy.
  • Annex B (DRC general conditions of contract) – return it signed. (To be collected from the office)
  • Annex C (supplier Code of Conduct) – return it signed. (To be collected from the office)
  • Annex D (Supplier Registration Form) return it completed and signed. (To be collected from the office)
