Job Description:

Context of the mission 

Médecins du Monde (MDM) is an International Non-Governmental Organization (INGO) involved in humanitarian interventions, operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

The most recent multi-sectoral project in Somali Region was implemented from 01.07.2019 to 30.06.2021 mainly in Gerbo District, Nogob Zone, and it created the foundation for the follow-up project in Gerbo. Working together with the local partner, OWDA, MdM provides health/medical, nutrition and WASH support to meet the humanitarian needs identified in the health centers, health posts and surrounding communities.

In late 2020, MdM conducted additional assessments in Qoloji IDP camp and Tuliguled Woreda in Fafan Zone. To this extent, MdM-G supports Health Centre at Qoloji IDP camp and Gabogabo Health Centre in Tuliguled Woreda

This project is being directly implemented by MDM Germany along with OWDA (specifically for Gerbo Woreda in Nogob Zone)

Job summary:

The MEAL Manager will oversee the design and implementation of a quality, comprehensive and integrated MEAL System that meets MdM-Ge standards; MEAL staff management, mentorship, and development; strategic and annual planning, internal reporting, as well as program development and MEAL resources.

 Essential Functions:

More specifically, you will:

1. Monitoring and Evaluation

    1.1 Implementation and Management of M&E Systems

    -          Contribute to the development and updating of the M&E country strategy, consolidation of the M&E work plan and M&E framework for all ongoing projects;

    -          Ensure that M&E observations/conclusions are taken into account and recommendations are incorporated into future concept notes, project proposals, and implementation plans;

    -          Contribute to the effective deployment of M&E collection and reporting systems for all staff and partners through trainings, site visits, manuals, and as many technical supports as needed.

    1.2 Technical Systems Development

    –         Develop terms of reference and mission plans and conduct surveys, monitoring and evaluations;

    –         Develop analytical tools, methodology and data/information dissemination/use plans;

    –         Closely supervise data collection and ensure that data collection teams are organized and documented as necessary;

    –         Ensure that data collected is securely stored in databases;

    –         Measure and report qualitative and quantitative data on processes, outcomes, deliverables, impact, target and performance indicators for all projects;

    –         Provide data to project teams for use in reporting;

    –         Contribute to donor project proposals and funding efforts

    –         The MEAL Manager will develop monitoring systems and tools which address indicators set out in project proposals. And she/he will be responsible for supervising MEAL activities, particularly during times of assessments required for proposal development, track donor and MdM G reporting requirements, and deadlines and provide MEAL information to Head of Programs and Program Coordinators for drafting reports.

    –         She/he works closely with the Head of Programs and Program Coordinators to process, analyze and use information collected to improve management, make necessary adjustments, and assess trends.

    2. Training

    –         Contribute to the proactive dissemination and use of knowledge gained through M&E activities to Country Coordinators, Project Coordinators and Officers;

    –         Contribute to organizing and facilitating training sessions, to capture best practices and lessons learned.

    –         Provide technical support supervision to the field-based staff and implementing partner(s) through regular field visits and meetings including capacity building of staff on data collection mentorship, and on-job training

    –         Identify MEAL-related learning and training opportunities for staff and work as a mentor

    –         Build capacity of project staff and key government stakeholders (RHB) through training to ensure adoption of data monitoring tools and improving the quality of data collected.

    –         Provide coaching, mentorship and on-job training of project staff and implementing partner, and RHB staff to improve the skills in HMIS processes and MEAL techniques.

    3. Contribute to the Beneficiary Complaint Response Mechanism (CRM)

    –         Contribute to the implementation of the Beneficiary Complaint Response Mechanism (CRM)

    –         Oversee proper management of the central CRM database;

    4. Other

    -          Participate in conferences and workshops related to M&E when possible and keep up to date on best practices and new knowledge in the M&E sector;

    -          Perform any other related activity as assigned by the direct manager.

    -          Lead MEAL emergency preparedness and response within existing MEAL frameworks, systems, tools and processes, adhering to the Core Humanitarian Standards and Sphere Charter

     Contract duration: 6 months with possible extension 

    Location: Jigjiga, with frequent travel and and overseeing to projects in Fafan & Nogob Zones, Somali Region.

    Job Requirements:

    Expected Skills and qualifications

    -          Master’s degree in Economics, Development Studies, Anthropology, Sociology, Social Science, Statistics, Business/Public Administration, Public Health, statistics or in relevant field.

    -          At least 5-7 years of professional experience in humanitarian and/or development organizations

    -          Experience and knowledge of monitoring systems, including robust and responsible data collection and use.

    -          Experience with participatory appraisals and project cycle management encouraged

    -          Good organizational and communication skills with international, national staff and rural communities

    -          Ability to prepare and facilitate technical MEAL trainings and workshops and feedback and reporting mechanisms and direct experience working with communities in participatory activities

    -          Proven success in building and managing a team and dedication to developing staff capacity through training, supervising, coaching and mentoring.

    -          Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure

    -          Excellent communication and drafting skills in English

    -          Proficiency in statistical software packages, Stata, EPI Info

    -          Strong remote-working abilities and self-motivated and willingness to travel to field sites

    -          Knowledge of Somali Region an asset
