Reporting administratively directly administratively to the Deputy Director and Technical Supervision of the Protection Coordinator, the Protection Manager will be responsible for leading implementation of Alight’s protection programme, coordination and management. In this capacity, the Protection Manager will be responsible for day-to-day supervision and oversight of Protection team, various protection activities including budget management, and implementation of the requirements of the program. The Protection Manager will work closely with line ministries, Protection sub clusters, and other protection actors in the area to promote enhanced collaboration and coordination.

The Protection Manager will work with implementing partners in the regions to ensure the principles of effective and high quality interventions in all sub sectors including GBV, Child protection, shelter, NFIs and MHPSS. The Protection Manager will responsible for providing technical support and supervision consistent with international, national standards and ensure that program design, and implementation creates no harm in the communities, promotes human rights and has positive impact.

KEY DUTIES & RESPONSIBILITIES

Technical Quality/Programme Management

  • Provide technical guidance to sub sector teams on protection activities, provide field offices coordination and implementation support.
  • Provide technical guidance to staff and partners, on confidential and safe data collection in line with internationally recognized best practices.
  • Maintain effective and safe referral pathways for protection concerns and other vulnerable cases between the protection programme, other internal Alight programmes and external partners, and ensure development and maintenance of SOPs for referrals.
  • Assist in the development of standard operating procedures on all protection SOPs including GBV, CP, PSS, protection monitoring and community based assistance to ensure appropriate trainings for
  • Alight staff and partners on basic protection issues, basic humanitarian principles, human rights concerns, Monitor ALIGHT’s relevant field programs through regular telephone calls, field visits, report reviews, email communications, and other methods to ensure that they adhere to best practices and guidelines.
  • Maintain open and professional relations with the Protection team members, promoting a strong team spirit and provide quality oversight and mentoring to enable staff to successfully perform in their positions.
  • Develop and implement a context-appropriate, scalable community-based protection approach to foster self-protection capacities and engagement of conflict and drought affected populations in IDPs and host settlements.

Staff Supervision & Development

  • Mentor and build the capacity of protection staff members from gender based violence, child protection, and MHPSS on all aspects or programming including technical knowledge, project cycle management, budgeting and budget management, team management, coordination and reporting.
  • Technically supervise all sub sector and provide quality oversight to and mentoring of the protection teams in the field, with a strong focus on building the capacity of staff to take on management responsibilities.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback.
  • Promote and monitor staff care and well-being, coordinate with respective area managers and HR to manage all leave requests to ensure adequate coverage.
  • In close cooperation with the Protection Technical Coordinator, actively participate in preparing technical documents when assigned.

Grant Planning & Project Implementation

  • Regularly update the Grants documents (Indicator Tracking Sheet, Activity and Budget Trackers) and share with Protection Coordinator
  • Provide significant input into donor reports in a timely manner, including up-to-date data for indicators.
  • Ensure that project activities are implemented within the assigned budget parameters, in consultation with the Finance Team to ensure that project activities are implemented within the assigned budget parameters.
  • Lead the overall implementation of the Protection program in designated fields and provide guidance to the protection staff from all offices to ensure that stated goals and objectives are met, that the project is appropriately monitored and evaluated.
  • Ensure project reports are written and submitted in a timely manner as finalized per set schedules (monthly, quarterly and annually) and indicators and achievements are followed-up and reported upon, according to the work plan.
  • Prepare program work plans that meet the program objectives and prepare appropriate operational guidelines for project staff.
  • Participate in strategic meetings in proposal development, and provide input from field- lessons etc. in establishment/update of overall protection strategy.

  • Participate and actively lead ALIGHT’s engagement in relevant working groups, advocacy initiatives, task forces, coordination activities, and committees convened by the Inter-Agency Standing Committee, coalitions, and others concerning GBV and those working to strengthen action related to SEA, Protection, GBV, CP and GBV Coordination.
  • Advise on protection trends to inform country-wide strategy and plans.
  • Analyse protection data to produce succinct, analytical inputs in to monthly quarterly and annual reports to be shared with both external and internal stakeholders, highlighting key protection trends and concerns.
  • Participate in other relevant meetings, representing ALIGHT’s programs, and giving presentations about ALIGHT’s work.
  • Participate protection proposals, lead assessments, data collection and reporting, designed and engage planning, monitoring, and evaluation of field programs.

Coordination & Representation

  • Develop and maintains effective coordination and long-term relationships with UN bodies, Working groups and other external stakeholders, representing Alight’s positions, promoting longterm strategy and resolving problems/conflicts.
  • Actively contribute and participate in the Regional Level Protection Cluster’s Protection Working Groups, and share updates with the Protection Cluster focal points for meetings held at the national level.
  • Act as the primary ALIGHT representative in the area of operation and attend all relevant fora/meetings in order to strengthen ALIGHT’s position in the area, including government authorities, relevant stakeholders; Foster relationships with Government authorities and other relevant stakeholders in the area of operation.
  • Through frequent visits to projects sites; Maintain close working relationships with donors, national and international organizations and local counterparts in the area.
  • Continuously and proactively engage in strategic analysis of evidence and document and implementation learnings for quality improvement in program strategies for project beneficiaries.
  • Identify, establish and maintain close working relationship with key stakeholders particularly the government.
  • Represent ALIGHT’s policies and programs to media in coordination with the Communication Manager, Horn of Africa Director and Deputy Country Director.
  • Perfom any other duty and responsibility, and projects assigned by the DCD and Director of Horn of Africa.

  • Position directly supervises: Technically supervises field based officers, Professional Counsellors and other GBV and CP staffs.
  • Indirect Reporting: Deputy Country Director (Administratively)

Duty Station:  Addisababa ( 60% Field visits to Tigray, Amhara, Somali and Afar region)

Job Requirements:

REQUIREMENTS

  • BA/BSc or MA/MSc degree in social work, sociology, psychology, child protection, Law, political Science, or another relevant field from a recognized institution.
  • Minimum 3-5 years of experience in the field of protection (Gender-based violence, child protection, Psychosocial support, protection advocacy/coordination)) and related areas
  • Rich experience of program/project development and management in emergency context
  • Experience with design and implementation of general protection and specialized protection services is highly needed
  • Prior experience in emergency response to displacement is required
  • Excellent writing and editing skills for external audiences (including governments and donors)
  • Experience working in conflict contexts desirable
  • Proven commitment to accountability and quality assurance.
  • Knowledge and experience of USAID/BHA is an advantage
  • Excellent report writing and fluency in both native and english languages.
  • Proficient in Microsoft Word, Excel and Epi-Info and relevant data processing software packages.
