Alight is currently in the process of responding to humanitarian situation in Ethiopia.

Alight focuses on lifesaving humanitarian interventions as well as recovery and resilience building programs designed to create lasting positive change in the lives of vulnerable people. Alight works closely with displaced persons, returnees, refugees and communities affected by natural and man-made disasters, providing a range of integrated assistance including primary and curative health care, water and sanitation, protection services, restoration of strategic health and water infrastructure, dignified housing for returning refugees, and sustainable job creation. Alight has also built strong relationships with development partners, agencies, as well as federal and local governments in order to approach challenges in an inclusive and holistic manner and come up with innovative solutions that best fits the local context.

PRIMARY PURPOSE OF THE POSITION

The HR Officer has the overall responsibility of assisting a smooth implementation of day-to-day Human Resource and ensuring implementation of the organization and donor’s rules and regulations as well as ALIGHT HR policies & procedure.

Major/key responsibilities.

  • The Human Resources officer is responsible for day-to-day Human Resources operations and activities will closely work with the Human Resources Manager. 
  • Ensure compliance with ALIGHT policies and the local labour law in all procedures and processes 
  • Be a focal point person in the recruitment, contracting, induction and placement activities in Addis and support field offices in recruitment when needed 
  • Advice and support line manager in the recruitment and selection processes 
  • Ensure that all new staffs have filled ID forms and make sure every staff has the organization ID card. 
  • Follow up the pension forms to be filled; have one copy for personal files; submit the forms to Pension Office; collect pension ID cards from this office; and give the ID card after getting signed by the respective staff 
  • Provide administrative support to projects in all Human Resources functions in consultation with the Human Manager. 
  • Assist in advertisement of open positions as appropriate by identifying relevant advertising forums ensure that all vacancy bulletins are circulated to relevant offices. 
  • Support the Human Resources Manager on Human Resources arrangement, including preparation of appropriate documents and liaising with candidates as instructed. 
  • Ensure that the induction pack is maintained and kept up to date including coordinating all the inductions and orientations. 
  • Work with Human Resources Manager to maintain the staff database and the personnel files for all staff in the Programs. 
  • Coordinator with Human Resources Manager on contracts update, probation dates, Performance review dates and constantly ensures that the contracts database is up to date for Ethiopia staff. 
  • Responsible for travel arrangements for visitors (visas, accommodation, transportation).
  • Liaise with Finance department and provide payroll information by collecting staffs’ timesheet records and other monthly staff updates needed for payroll preparation.
  • Coordinate trainings at field level working closely with Human Resources Manager, Operation Manager and line managers to ensure all trainings undertaken are recorded and submitted for reference and certification where necessary.
  • Support other Somali Human Resources officers in coordinating Human Resources communications when necessary and with the consultation of the Human Resources Manager. 
  • Monitor leave balances such as annual leaves, sick leaves and unpaid leaves and advise staff and managing accordingly.
  • To ensure that when a member of staff separates from the ALIGHT exit interviews and clearance is conducted, equipment or documents are retrieved, final payments have been arranged with Finance and that the personal file is closed. 
  • Prepare Monthly Human Resources reports and share with them with the Human Resources Manager.

Duty Station: Addis Ababa, with frequent visits to other regions.

Job Requirements:

Professional competencies 

  • BA Degree in Human Resources Management/Management
  • Minimum of 5 years of relevant work experience in Human Resources 
  • Experience from working as a Support Function Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts 
  • Documented results related to the position’s responsibilities 
  • Good knowledge of English

  • Understanding of the relevant laws and statutory requirements. 
  • Good communication and interpersonal skills 
  • Wide knowledge of the NGO operations and the dynamics of the humanitarian sector 
  • A strong administrative service orientation

  • High level of confidentiality and integrity. 
  • Experience of working under high pressure, in fast-paced environments. 
  • Strong service orientation with the ability to proactively approach staff to understand their needs and to find effective solutions. 
  • Strong organizational skills ability to handle multiple priorities in an autonomous manner.
