Job Description:

ROLE PURPOSE

The position holder will be responsible to manage cash and voucher-based in the Oromia region which is designed to respond to disaster-affected communities both for immediate needs and long-term recoveries.

This role is primarily in charge of the implementation of the cash transfer program from the initial feasibility and risk assessment stage to the selection of a delivery mechanism which includes liaising with the external finance service providers when appropriate.

The position holder spends most of his/her time in the field, identifying priority needs and target communities affected by the natural and manmade crises, conducting market assessments in the areas of a needy community, conducting post-distribution monitoring, establishing relationships with the community, local government, and leaders, overseeing field-level operations, such as the delivery of materials/inputs, registration of complaints and payment to beneficiaries.

Accountabilities and Main work activities

   Market Assessment and feasibility study (30%)

  • Lead and facilitate market, need, and cash feasibility assessments after the disaster happened and before cash interventions are planned.
  •  Engage Plan global market functionality assessment tools for cash-based response interventions in collaboration with partners and affected population; ensure assessment findings are documented, determine priority activities and cash disbarment or transfer modalities including CVA system
  • Ensure that cash-based intervention implementation could be possible through a local financial institution that has the experience, capacity, and mandate and clary identified the partnership modalities.

Project design and management (25%)

  • Provide technical support for concerned staff on the development of the sector response strategy and make sure that the cash-based response area is presented in light of benefiting children & adolescent girls in the Plan operation area and linked to the global strategic interest of the organization.
  • Ensure that effective planning, implementation, and coordination of cash intervention mainly focus on multipurpose cash transfer and other support modalities which will address most of the needs of affected communities.
  • Ensure that monitoring, evaluation, and learning systems for cash-based response interventions are in place in collaboration with the MEAL team of the humanitarian unit. Collection of quantitative and qualitative data and document key learning from the sector response and ensure the implementation of accountability and feedback mechanisms through active engagement of the affected population and other relevant stakeholders.

Coordination and communication (15%)

  • Ensure the active involvement of Plan International in the regional coordination forums including field-level market and cash-based response intervention feasibility assessment participation and information sharing with the government sector, UN agencies, local civil society organizations, regional level technical working groups, and forums.
  • Ensure the representation and participation of Plan International Ethiopia in humanitarian coordination meetings, Emergency Operation Centre (EOC), related taskforces, clusters, and technical working groups that are related to cash-based interventions mainly in the sub-national cash working group.
  • Provide and update all humanitarian teams at all levels about the market assessment and feasibility study outcome, emergency response implementation, strategies, project plans, progress reports, budget, and other significant developments in the specific department.
  • For cash-based response interventions, document best practices, share lessons and insights from experiences, and evaluation of program and project effectiveness, feeding these into local, regional and global networks.

Resource mobilization (15%)

  • By ensuring the market functionality and feasibility study for cash-based innervations and cash-based response and economic recovery humanitarian standards, participate in the proposal development with the Cash Specialist and the business development team.
  • Collaboration with the cash specialist to provide technical support to the country business development department team to find appropriate partners in line with cash response by identifying and assessing partners and developing working relationships with them.
  • Increases effectiveness of resourcing and resource mobilization efforts through technical inputs to proposal writing team and business development unit and by addressing donor’s compliances and reporting time with the required quality.

Human resources and administration (15%)

  • Provide technical guidance and support for the human resources unit and program area on the recruitment of competent technical staff including designing their Job description for cash-based intervention experts and community-level facilitators.
  • Ensures effective delivery of project outputs, quality, and timely reporting of financial and human resource management for the cash-based response responses.
  • Provide technical guidance and direction to ensure effective planning, implementation, monitoring, and evaluation of cash-based responses and/or CVA for the field and program area team and other response portfolios.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Technical expertise, skills, and knowledge

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications:

Master’s degree or bachelor’s degree in microfinance, rural development, banking, humanitarian response project management, and other related fields of studies.

Experience desirable:

  • Minimum of 5 years of experience for bachelor’s degree holders and three years for Master’s degree in the related field of the design and implementation of cash, market-based programming, and Livelihoods areas.
  • Minimum five years of NGO experience in cash-based response or humanitarian livelihood and food security for Bachelor’s degree holders and three years for that of master degree.
  • Moreover, experience of cash transfers and other social safety net programmes is an advantage.
