Job Description:

FRC Ethiopia is looking for a qualified, professional and energetic GBV Officer (Ethiopian national) who has previous experience in working in post-conflict/IDP settings, in humanitarian projects, and is a great communicator and networker. The position is based in Dessie, with extensive travel in South Wollo. 

Purpose of the Role

GBV Officer (Technical Officer) role is a new role at FRC Ethiopia. As the technical officer for GBV in FRC’s jointly implemented humanitarian project, she/he will support and provide the technical expertise for the successful delivery of the FRC-led emergency response project’s GBV component in the project woredas, based on a needs analysis and using appropriate strategies. S/he will provide the FRC and partner organization’s project teams with all expertise and knowledge required in the field of GBV and Gender.

Key Responsibilities:

Project Delivery 40%:

  • Coordinate GBV prevention & response activities in target sites and communities in Amhara regional state and more specifically, the project-specific woredas
  • Develop and provide ongoing and meticulous technical support to project partner’s program staff and key stakeholders regarding the GBV prevention and response activities
  • Support the delivery of project-specific gender safety assessment from planning to final reporting and implementation of the identified actions
  • Plan and participate in the selection and identification process of target beneficiaries according to set criteria
  • Work together with the project partner in identifying community facilitators for the joint project implementation and community facilitation
  • Facilitate the GBV related trainings and awareness raising of the project community facilitators
  • Ensure that community members, including men and women, are mobilized to participate in anti-GBV activities on the project sites
  • Plan, attend & facilitate regular meetings with local partners, community leaders, support groups, and other stakeholders as relevant and appropriate and regularly update its outcome to the immediate supervisor and others if deemed necessary
  • Facilitate interventions including awareness-raising, training, and support to community-based protection structures to strengthen GBV prevention and response based on data
  • Organize, attend, and facilitate workshops and training sessions for community members, partners, support groups, as identified

Support to Project Management 20%

  • Ensure the participation of the different stakeholders, including project staff, and community members
  • Inform and support the Humanitarian Project Coordinator and other relevant personnel in identifying gaps and evidence on overall GBV activities in operating woredas
  • Participate in the development and production of project communication materials (leaflets, posters, brochures) to raise awareness on GBV and related topics and referral pathways
  • Support the FRC Protection Specialist in ensuring that FRC policies on gender and PSEA are enforced in all project activities
  • Participate in the procurement of GBV related materials and goods to ensure timeliness and quality of the purchases (e.g. conduct a quality check for dignity kits)

Project Monitoring & Evaluation 20%

  • Monitor trends and needs related to GBV in the project sites and recommend activities improving the project prevention and response to instances of sexual and gender-based violence
  • Regularly keep track of the implementation of project activities and submit regular reports to concerned bodies
  • With the support of MEAL specialist, collect, compile, analyze, and share baseline, monthly or need-based data (disaggregated age/gender/vulnerability) to inform programming
  • Assist in mid-term and/or end of project evaluations
  • Ensure proper documentation of all project activities including distribution lists, beneficiary profiles, attendance sheets, and reference documents, including case studies/stories.
  • Ensure and actively engage in joint project monitoring and evaluation procedures with the key partners

Networking and Partners 10%

  • Promote a positive profile of the GBV project among other sectors, partners, and the target communities
  • Coordinate and collaborate with the project partner to ensure effective delivery of outcomes
  • Provide GBV-related information and reports to key stakeholders and working groups
  • Participate in government review and reflection meetings in the project operating woredas

Documentation and reporting 10%

  • Develop referral pathways depending on the available services and the survivors’ needs
  • Compile and prepare quality weekly, monthly, and periodic project progress reports, contribute to the final report, and feed in other information as required
  • Collect replicable good practices and lessons learned, including pictures to be used in other programming

Professional Standards: 

FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct. 

EDUCATION/TRAINING

  • Bachelor’s degree in social work, social anthropology, human rights, or related field of studies 

EXPERIENCE:

  • Minimum 4 years of relevant work experience, out of which at least 2 years in GBV response projects in the humanitarian context

COMPETENCIES

  • Knowledge and practical experience of GBV response facilitation,
  • Excellent communication skills, takes initiative to identify areas for improvement in the project and brings their ideas to the front,
  • Familiarity with humanitarian principles;
  • Previous experience with International NGOs;
  •  Excellent written and spoken English language skills;
  • Strong interpersonal and advocacy skills;
  • Good team spirit and respect for diversity;
  • Proficiency in Microsoft Office package.

DESIRABLE COMPETENCIES

  • Experience in training facilitation materials and delivering training independently, 
  • Partnership management experience
  • Previous experiences in emergency response projects with particular focus on protection, GBV
  • Joint/collaborative implementation experience with partners
