 GIZ operates in Ethiopia on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and other national and international partners. In line with the Ethiopian Government’s objectives, Germany’s development cooperation with Ethiopia focuses on three priority areas:

  •  economic development and vocational education and training.
  •  agriculture and food and nutrition security.
  •  conservation and sustainable use of natural resources (biodiversity)

For our Human Resources Unit at the GIZ Country Office Ethiopia and Djibouti in Addis Ababa, we are looking for an HR Manager, deputizing the Head of HR and taking responsibility for important strategic and operational topics and tasks.

Job Requirements:

The HR Manager

 Supports the Head of HR of steering and keeping the minimum standards of all tasks of the HR Unit (for example but not limited to office and work facilities, compliance, managing consulting contracts, audits, recruitment and selection, benefit & compensation management, performance management, employee and labor relations, taxation, and social security. challenging single cases, data protection management etc.)

  • Coordinates and prepares successful team meetings and minutes
  • Ensures active participation representation in committees and working groups like gender, diversity, Country Management etc.
  • Supports cooperation and continuous progress with the National Representatives Committee
  • Supports the Head of HR in continuous learning and growth of all staff in the HR-Unit
  • Identifies and solves process or communication gaps for continuous improvements
  • Takes over research and drafting of new guidelines, analyses or similar independently and proactively
  • Implements national personnel policies in line with labor legislations in consultation with the HR Team and other actors
  • Implementing software rollouts and changes
  • Deputizes the Head of HR during absences or in selected topics and tasks
  • Ensuring a professional and sustainable knowledge management (ranging from updating the employment handbook to keeping know-how and guidelines up-to-date and readily available)
  • Taking over further tasks and topics as required by business need

Required qualifications, competences, and experience

Formal Education: 

  • University Degree or above in HR, Management, Business Administration, Law, or similar area (preferably with a focus on HR management)

Professional experience and personal / social skills

  • At least 7 years professional experience in a Human Resources function in an organization managing at least 500 employees or more
  • Professional experience in implementing HR strategic topics
  • Profound technical know-how in all functions of Human Resources, being a specialist in some HR-functions and a generalist in other HR-functions
  • Positive personality with humour, joy and team spirit
  • Experience in an international organization is an advantage
  • High level of digital literacy and willingness to learn new tools and functions independently (e.g., MS Office, Excel, Outlook, Word, PowerPoint, SharePoint)
  • Excellent listener, advisor, analyst, and problem-solver in the best interest of GIZ
  • Ability to analyze and apply processes and rules, laws, guidelines, and strategies in a target-oriented manner
  • Fast and independent learner with a can-do attitude
  • Intercultural sensitivity and understanding
  • Endurance and patience to handle busy times
  • Ability to prioritize a high number of parallel requests
  • Ability to move tasks forward using sound judgment for the best solutions
  • High proficiency of English language both in speaking and writing

Other experiences and skills

  • A strong will to gain thorough knowledge about GIZ’s leadership instruments and HR development guidelines fast
  • Excellent interpersonal and communication skills to maintain good relations with clients, trainees, training providers, staff members etc.
  • Tact and the ability to deal with difficult situations
  • Stability, attention to detail and a positive attitude are essential to this position
  • Willingness and ability to self-reflect and learn
  • Excellent verbal and written communication skills in English and Amharic
  • High level of digital literacy including MS Excel, Outlook, Word, PowerPoint, SharePoint
