Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

 

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. REACH’s field interventions benefit from ACTED’s operational support. REACH/ACTED staff span across 6 regions in Ethiopia, with a central office in Addis Ababa.

ACTED/REACH is looking for professionally confident, self-motivated, experienced and committed team player to fill REACH Research Coordinator position in Addis Ababa, Ethiopia.

Position profile

The Research Coordinator will play a key role in the implementation of all research and analytical activities across Ethiopia. S/he will be responsible for ensuring REACH’s mixed-methodologies and approaches are addressing priority program objectives, for external representation and leading joint analysis with high-level partners, and providing briefings and tailored dissemination of analytical findings.

Responsibilities

Program Design and Implementation

Activity preparation and planning

·       Ensure that all assessment or analytical processes are in-line with relevant project and programme objectives and with REACH research cycles, country and regional strategy, and other relevant guidelines;

·       Ensure that all internal departments, including Assessment, Data, GIS, and Field teams are comprehensively briefed on broader objectives and specific outputs of all activities including research cycles, joint analyses processes, and capacity building initiatives, and that the overall implementation strategy is clearly understood;

·       Support Assessment, Data, and GIS teams in ensure that required secondary data analysis has been conducted and incorporated in preparation for an activity;

·       Ensure relevant stakeholders and partners are meaningfully engaged in assessment design and planning, data collection, and management.

Activity implementation

·       Provide technical backstopping and review capacities to the activity team during activity kick-off and training, support to adaptations and decision-making during field work, support and validation to data cleaning and analysis, and product drafting

·       Lead and provide technical backstopping to critical joint analyses processes with humanitarian actors and stakeholders

·       Support in communications and joint analyses with global technical and analytical humanitarian partners

Product dissemination, knowledge sharing, and learning processes

·       Ensure that lessons learned are gathered and documented at the end of each research cycle;

·       In collaboration with the Country Coordinator and Research Managers, engage in the dissemination of research products, including through articles, targeted e-mails, coordination body presentations, and bilateral meetings, in line with IMPACT Dissemination and External Communication Guidelines and Research ToRs;

·       Ensure the development and application of a M&E system/plan for the country, in line with IMPACT’s M&E guidelines;

  • Lead on internal and external program evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary.
  • Liaise with Research Units across the region to foster cross-country or regional analysis and harmonized approaches

External Engagement

·       Senior external engagement with relevant UN agencies and NGO stakeholders, as well as coordination of technical external engagement by all unit staff;

·       Senior external engagement and support to the Country Coordination team in liaising with regional and national governments entities;

·       Actively participate and contribute to improved analytical methodologies and approaches within the wider response, through participation and representation within the response coordination structure;

·       Under the guidance of the CC and Research Managers, support the development content for country level advocacy;

·       Develop strategic partnerships with key humanitarian stakeholders and decision makers;

Strategy Development & Implementation

·       Support to the Senior Management team with Context analysis through and regular updates on:

-   The country’s socio-economic situation, the impact of crises and the humanitarian situation;

-        The aid/humanitarian coordination and response mechanisms, as well as key stakeholders.

-      Key areas of humanitarian planning, prioritization, and needs analysis facing gaps affecting humanitarian action

·       Support in the implementation of Unit Strategies in alignment with country and global priorities, and fully integrated into country strategy; including:

-       Ensure Unit’s activities are relevant and have a measurable impact on the response;

-  Support the Senior Management Team in identifying new programs and approaches in which the Unit can add value to the response;

Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every IMPACT staff member.

Confidentiality and Data Protection

All  ACTED/ IMPACT / REACH staff are expected to maintain the strictest confidentiality on all data collected and related processes. S/he/they will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

Job Requirements:

-       At least 5 years of relevant and progressively increasing working experience in applied social research, early warning analysis, food and nutrition analysis, and/or development economics research activities;

-       Demonstrated experience in mixed-method (quantitative and qualitative) research, design and evaluation, in development and/or humanitarian settings, preferably 1) including both university/research institution and international non-governmental organization (INGO) or United Nations experience; and 2) experience working in the areas of food security, cash transfers, safety net programs, demographic and health surveys, nutrition surveillance analysis, impact evaluations.

-       Strong knowledge about humanitarian analytical frameworks, including but not limited to: MIRA, multi-dimensional poverty index, Household Economy Approach (HEA), Vulnerability and Capacity Assessments (VCA), development economic models, Integrated Phase Classification (IPC), Cash feasibility analytical frameworks, Humanitarian Emergency Settings Perceived Needs Scale (HESPER), Joint Intersectoral Analysis Framework (JIAF);

-       Strong knowledge about development economic models and methodologies, food and nutrition security indicators and methodologies (e.g., SMART), communication of action-oriented findings, gender and protection integration into monitoring and evaluation.

-       Excellent academic qualifications, with a Master’s degree preferably in fields related to Development Studies, Statistics, Sociology, Public Health, Economics, Nutrition, International Relations, Applied Research, etc.;

-       Proven communication, coordination and external relations skills including experience with public presentations of technical matters and/or facilitation of technical discussions with stakeholders

-       Excellent organizational and drafting skills for effective reporting;

-       Proven analytical skills, including required skills in Excel and desired skills in SPSS, R or other statistical languages;

-       Proven understanding and experience working within humanitarian coordination structures;

-       Written and spoken fluency in English required; professional proficiency in at least 3 federal working languages of Ethiopia is an advantage (please specify in your CV);

-       Ability to operate in a cross-cultural environment; 

-       Ability to work independently and with flexibility;

-       Ability and willingness to travel to all regions of Ethiopia;
