Organizational Context and Scope

 

1.       Project Context and Scope: The International Organization for Migration (IOM) Special Liaison Office to the African Union Commission (AUC) and United Nations Economic Commission for Africa (UNECA), has for several decades partnered with the AUC in addressing mutual priorities on migration in Africa. Both organizations advocate the role of migration in the continent’s development and integration agenda, and the subsequent need to enhance migration governance for safer, more orderly and humane migration practices. In this regard, IOM works closely with various AUC departments, including Health, Humanitarian Affairs and Social Development (HHS), Political Affairs, Peace and Security (PAPS), Economic Development, Trade, Industry and Mining (ETIM) and Citizens and Diaspora, among others, for the evolution and advancement of migration discourse and strategic policy development and programming for the Continent.

 

Since 2016, IOM has been collaborating with the AUC on its continent-wide initiative to facilitate free movement of persons in Africa, particularly through the popularization of the Protocol to the Treaty Establishing the African Economic Community Relating to the Free Movement of Persons, Right of Residence and Right of Establishment- also known as the Free Movement of Persons Protocol (FMP). The FMP was adopted in 2018 with 32 Member State signatories and is defined as “the right of nationals of a Member State to enter, move freely and reside in another Member State in accordance with the laws of the host Member State and to exit the host Member State in accordance with the laws and procedures for existing that Member State”. This flagship programme of the African Union is pivotal to the aspirations for Continental integration as postulated in Agenda 2063 – Africa’s blueprint for transforming the Continent and delivering on its goal for inclusive and sustainable development.

 

With funding from the Swedish International Development Cooperation Agency (SIDA), IOM and the AUC will be launching a new project phase to enhance the popularization of the protocol, fast-track ratification for the remaining 11 member States for it to enter into force, as well, lay the foundational building blocks to the domestication of the Free Movement of Persons protocol once in force. In this regard, the purpose of this consultancy will be to conduct an in-depth analysis of various stakeholders on the continent and beyond relevant the project implementation. The consultant will take into consideration activities of the joint IOM – AUC project and consider avenues for effective gender mainstreaming.

 

This consultancy will conduct an in-depth study of all stakeholders (government, INGOs, local NGOs, private sectors, media, academia etc) engaged in development and Africa’s integration agendas, critical to the achievement of the projects objectives. Further to this, the consultant will conduct a gender analysis for the project and develop a gender mainstreaming action plan for the various activities under this project.

 In this regards, the consultant will embark on the following core activities:

·         Identify key stakeholders (including civil society, government, UN, AU organs, academia, international and national NGOs, and private sector etc.) engaged in human capital development, security, mobility, trade, integration, gender/youth related agendas in Africa;

·         Interview, assess and analyse these stakeholders’ interests, goals and objectives, relationships and categorize them based on their respective interests;

·         Develop a contact list based on stakeholders identified

·         Identify existing and potential multi-stakeholder platforms that advocate for free movement of persons in Africa, as it relates to trade and other AU Agenda 2063 initiatives;

·         Identify the tools and techniques for engagement;

·         Conduct a gender analysis of project activities, as well as stakeholders, and develop a gender mainstreaming action plan;

·         Formulate recommendations on appropriate mechanisms for effective IOM – AUC collaboration with various stakeholders towards shared goals and joint actions towards achieving the objectives of the project

 

Organizational Department / Unit to which the Consultant is contributing: Cooperation on This consultancy will be placed under IOM’s Special Liaison Unit, in Addis Ababa, with funding from the Swedish International Development Cooperation Agency (SIDA) on the implementation of Free Movement of Persons in Africa.

All-inclusive fee: $10,660

2.       Category B Consultants: Tangible and measurable outputs of the work assignment

 The consultant will deliver on the following:

  1. One inception report with the set of tools and methodologies to be used, with a timeframe for data collection, analysis, and reporting.

 

  1. Comprehensive stakeholder mapping report highlighting an in-depth analysis of stakeholders and the power dynamics to influence the policy, societal and institutional processes that will marshal the ratification and implementation of the FMP.

 

  1. An action plan for gender mainstreaming framing a gender analysis of the project’s activities.

 

  1. An engagement strategy for collaboration with stakeholders, communication and popularizing the Protocol incorporating actionable recommendations on how to enhance coordination of actors engaged in cross-cutting thematic areas beneficial to the successful ratification and domestication of the Free Movement of Persons Protocol.

 

3.       Performance indicators for the evaluation of results

 

·         The consultant is expected to initiate and complete the work within thirty (30) calendar days after signing of the contract, as detailed below:

Job Requirements:

4.       Education, Experience and/or skills required

Education

·         Advanced University Degree in one or more of the following fields: social science, political science, development studies, demography and statistics

Experience

·         Eligible consultant must have knowledge and understanding of civil societies, government and private sectors in Africa who deal with human capital development, security, mobility, trade, integration, gender/youth related agendas in Africa; 

·         Demonstrated planning, organizational and advisory skills;

·         Experience in a similar research capacity, and in synthesis and preparation of strategic information for decision-makers;

·         Proven track record to work in a multi-cultural and multi-disciplinary environment is necessary

     

Skills

·         Skills in writing reports and reviews, delivering presentations and defending recommendations

·         Excellent communication skills including fluency in written and spoken English;

·         Strong computer skills and analytical skills with ability to write and review technical documents/reports, conduct interviews as part of background research and draft guidelines

·         Ability to work under pressure with tight deadlines;
